Lord Palmerston on the Indian
Force.
In the Indian debate In the Common! on
the 20th, Lord Palmenton paid :
*7 honorable friend the Under-Secretary
of State for War has explained generally the
points of detail which have been referred to in
the course of this debate. lean only repeat
wbat be has said, that in fixing the number of
tbe militia which we in the first instance
think it expedient to embody, we by no means
bind ourselves not to call out more if cireum-
stanoew should render it expedient to do so.
However, recruiting has gone on with great
success in spite of the harvest, and we enter
tain no doubt that when the operations inci
dent to this period of the year are completed,
the number enrolled will very rapidly increase,
and we shall within a very limited period be
able to place in tbe ranks a number of men
equai to that which has been sent to India-
My honorable and gallant friend, the member
for Westminster, repeated to-night a very nat
ural suggestion which was made on a previous
evening, that these troops should be sent to
India in setew line-of-battle ships, which
eonld easily be adapted to that purpose, which
could be navigated by a small screw, and
would carry a large number of men with con
venience and despatch* In the first instance
such an arrangement may appear to be very
advantageous, bnt I would request the House
to bear in mind other cousiderations in re
gard to the amount of oar military force at
home which have been very forcibly dwelt up
on. We were reminded that we had been
compelled to despatch to distant stations a
large portion of the military force for which
wc asked, and which Parliament granted, for
the general purposes of the country in time of
peace, and it was said, "By so doing you have j
greatly weakened your defensive means ut j
home, and foreign countries may take advan-!
(age of your weakness, and either hold lan-j
guage which yon ought not to bear or to do j
things to which you ought not to submit." The
answer which I gave to that was, the people
of this country would not endure conduct of,
that sort, and that if any emergency should
require it men would be raised rapidly and up
on the sudden. That very consideration, how
ever, shows hmy inexpedient it would be to
aend to the other end of tbe world the greater
portion of our naval force. [Hear, Hear.)
Because, although these steam line-of-battle
ships are, it is true, lying in ordinary and of
no immediate use, yet if any of these events
should occur we should want suddenly to ptt
to sea a large fleet; and how eonld we do that if
the ships which wo should require went doing
dnty as transports in tbe Indian seas ? There
fore I think that prudence shows that the des- !
patch of these ships to the East would have 1
been falling into error which the great, orator :
of Greece imputed to the Persians. Ho said : 1
“when you strike a blow at one part of them!
they pot forth their baud to that part and
leave exposed every other, which may be struck
in turn. Do not, you Athenians, follow so un
wise and foolish an example." I think that .wc
should have fallen into an error of the sumo
kind if we had sect to India the fleet which
circumstances occurring in Esropc might, at
short notice, render necessary for our defence
at home. [Hear, hear.]
A Mokstcr Rcttilr.—A correspondent of
the Abingdon Democrat, writing from Walnut
Hill, Lee county, Va., who is, os the Democrat
assures its readers, “ a gentleman in whom im
plicit confidence may be placed," gives the
following account of the killing of a monster
reptile in Harlan county, Ky. He says :
“ About three weeks ago firs men went lo
gather whortleberries in the mountains part of
Harlan county, Kentucky, and in their travels
came to a small branch at the foot of a steep
ridge, whets they discovered a smooth beaten i
patch, or rater slide, that led from tbe branch '
op the ridgs. Cariosity tempting them to 1
know its meaning, they followed the trail to ,
tbe ridge, where, to their astonishment, they
found about an acre of ground perfectly smooth
and destitute of vegetation, near the centre of
which they discovered a small sink or cave,
large enough to admit a salt barrel.
" They ooocluded to drop in u few stones,
and presently their ears were saluted with a
loud, rambling sound, accompanied with a
rattling noise ; and an enormous serpent made
bis appearance, blowing and spreading his
bead, and hia forked tongue protruded. The
men were (track with wonder and affright, and
suddenly the atmosphere was filled with a smel 1
bo nauseating that three of the five men were
taken very sick; the other two, discovering
the condition of their companions, dragged
them away from that abode of death. About
ten feet of tbe wake had, to their judgment,
made its appearance, when they hurried home
and told whit they had Been to. their neigh-
bora.
“TM next day were mounted some tan of
tbe baiftly mountaineers, armed with rifles, de
termined to destroy the moniter. On ap
proach Ing within one hundred yards cf the
dwelling of his inakeship, their homes sudden
ly became restive, and neither kindasn nor
(erc< c«U pwJu them go my newer. Tbe
men dismounted, and hitching their horses,
proceeded on foot with rifles cocked, to tbe
mouth of the cave. They hurled in three or
four large stones, and fell back some fifteen
steps, when the some noise was heard aa
before, and out came the dreaded reptile, ready,
as bis looks indicated, to crash the intruders.
“ About the same length of tbe snake bad
appeared from the hole, when eight or ten
ballets went through bis bead, and,aa the mon
ster died he kept crawling ont, until twenty
n.-et of that huge boa lay motionless on tbe
ground, it was a rattlesnake with twenty-
eight rattles—the first was four inches in di
ameter, the rest decreasing in size to the last,
with difficulty the men dragged him home, and
bis ekin can now be seen by the curious in
Hurlan county."
