Gueat Excitement.—On the reception of the news in this place, on Tuesday, of the great battle between the French and Prussians, the excitement was very high. The news was di-xmssed on the streets during the entire day, aud the anxious expressions of countenances could be cosily traced to sympathy with France which was expressed in regret for the de feat of Napoleon. A lawyer in this place recently ob jected to findiug a true bill against a ne gro for theft because the prosecutor was a Jew. A negro vagabond and tliief in preference to a white man ! Our fellow-citizen, Col. John V. Price, is chairm of the com mittee. We hope that he will go and lend lus influence in the passage of this im portant bill. Democratic Meeting in Lee County- Htarkville, Lee County, I August 10th 1870, ) At a Democratic Meeting, this day held in this place for the purpose of ap pointing delegates to the State democrat- ic Convention to be held on the 17th instant, G. M. Stokes, was appointed President, and George Kimbrough Secre tary. On motion of J. W. Forester,a commit mittee of five were appointed to suggest suitable Delegates. The Committee re ported the name of G. M. Stoke*, D. U. Sloan, V. G. Hit and J. R- Gilbert. The report of tho Committee wa* adop ted by the meeting. On motion of J. W. Forester, the dele gate* were empowered to appoint their alternates and to represent thia meetiug in every other Conservative Convention which may be held in Atlanta, daring their stay in that city. Editor : Numerous articles have been written by yon in reference to the Rag of Americus, for dereliction of duty on their part as officials, and ao far i as I know, the Mayor and City Council have not tuken any notice whatever of the complaints. I wish to call your attention to another dereliction of duty on their port in this, that one Wm. Day, a person of color, entered tho store house of John C. Joiner, in this place, and abstracted from his drawer something over five dol- change bills. That Joiner report ed the facts to two policemen, they ar rested said Day who admitted that he luvd taken the money and paid five dol lars of it bock tc Joiner. While in tin custody of tho policemen the prisoner brought by them before Justice John ston, and from tho facts presented, there was a question of doubt on bis part that oro! e, and in order to satisfy his mind he left the prisoner iu the custody of the po- lioemen to go to A. R. Brown’s Law Of fice to satisfy his mind on the question. Upon his return tho police and prisoner were all gone. Tho Justice issued his warrant and placed tho same in the Ba- lifT* hands, he called on the police for the prisoner and they told him that they had disclmrgetl him. It is reliably stated by a person that, immediately upon tho release of the prisoner he stated that he had obtained his release by plying the policemen $35.00, aud was going to leave, which he did. The question now is, how long shall we have oflicials of thia kind discharging the duties of onr city ? It strikes me that those w ho retain snch should be watched with a critic’s eye in the future. Observer. Communicated. Building and Loan Association. No. 5. From the workings of these associations in other cities, it luis been demonstrated that in abont fire years a member will by his monthly installments have paid up the loan advanced him. I will show you why it is obtaining money at a less inter est than it can bo borrowed from’ any monied man or the Bank. Suppose for instance that a man oonld borrow $1,000 from auy other source at 7 per cent, per annum, which he oan not, in five years the interest amount to $350.00, making a to tal of $1,350.00 interest and principal.— If he is a member of the Building and Loan Association and holds ten shares he entitled to hid for $2,000—now if he pays 50 per cent premium for it, he will have that amount deducted from the $2,000, and receive $1,000 from the asso ciation. Le is required to pay his one dollar on each share as before, every month, and to pay one dollar extra each share os interest, making a total of $20.00 a month. Now, in five years he will have paid $1,200.00, or in other words have paid back this 81,000 borrowed and $240.00 interest, a difference in favor of borrowing from the association of $100.00, provided he could borrow the mon ey from any one else at as Iowa rate as 7 per cent per annum. The stock will al ways cominaud a good premium after the association has been running for dime. The Ocmulgee Stock of Macon is worth from 35 to 45 per cent premiam on the amount paid in. The Cobimbi Association Stock it worth 40 per cent premium, both been in operation three years. Now, if a party took out 10 shares when the association first organized, and paid $10.00 a month for three years, he would have paid in all $360*00 which he can sell for $504.00 at 40 per cent pre mium. As he has paid up the $360.00 monthly installments of $10.00 each, it equivalent to, by general average of having paid the $360.00 in one payment eighteen months previous, paying a rate of interest of abont 27 per cent, per an num. How can the Capitalist make by investing ? In two ways: he can always sell his stock at a handsome profit bnt here is how he make* the most money ont of it He buys the loan, when money scarce and commands a high monthly rate of interest and when money is plcn tiful and the demand light, he pays it back to the association, which he can do at any time if he so chooses. Thus he ii enabled to borrow a few thousand dollars at abont fl per cent per annnm, and loan it ont from 1! to 25 percent a month, aud not lie compelled to keep the money any longer than he feels so disposed. J. F. Public Meeting in Webster. Preston, Oa., Aug. 8, 1870. A large portion of the|citizens of Web ster county met in tHe Conrt-House to day for the pnrpoae of appointing dele gates to the Democratic State Convention to be held in Atlanta on the 17th fast • On motion Judge J. F. Stapleton was called to tho Chair and G. S. Rosser re quested to aet as Secretary. Jndge Sampson Bell being called upon explained the objeot of the meeting in a few brief remarks. On motion of T. H. Pickett, Esq., a committee of fire was appointed, consist ing of the following persons: 8. Bell, T. H. Pickett, A. J. Smith, M. H. Bush, and D. R. Shepherd to draft suitable resolu tions os expressive of the sense of this meeting. The committee having retired a ft minutes reported the following preamble and resolutions, which were unanimously adopted. Whereat, Certain persons in the Leg islature of onr State are endeavoring to prolong their terms of office contrary to the Constitution of said State, and con trary to the true meaning and intents of the acts of Congress admitting Georgia i a State into the Union. Aud Whereas, This attempt to filch from the people their rights under the Constitution is opposed by. the great masses of the people of onr State, be it therefore v , Resolcal, That the citizens of Webster county strongly reprobate tho course of those members in the General Assembly who are asking a resolution postponing an election beyond the term prescribed, by the ConstitnOon, the effects of whioh is to continue themselves in office iu de fiance of the rights and contrnry to the wishes of the people. That the Editors of the ;.-;vv-.pers of onr State be, aud the same are earnestly requested to furuisb to the public, through the columns of their respective papers, tho names of all bers of the Legislature who voto for the resolution, os well also, as those who absent from their seats, or refuse or lo vote either for or against the resolu tion. Resolved further, That wo submit the names of D. R. Shepherd and A. C. Bell as suitable persons to represent this coun ty in the approaching Convention, with authority to select alternates. Editor : For the past six months I have been intently watching the pro gress of the Temperance Society, is termed the Independent Order of Good Templars, and have wondered much that tlie good Church members and preachers of our city do not join and help to ad vance the cause of Temperance and with that of the Church. Not long ago we heard a respected and much-loved preach- of the Gospel say that, “ the Church was sufficient to] break up drunkennesa midst ” When I reflected a mo ment I shuddered at the thought that, in the folds of the Church there are many, yes, very many, who drink continually and keep liquor in their stores for the use of t heir friends and customers, and ferj often, though they do not get exactly drnnk, they become exceedingly mellow, and yet they belong to the Church and its power is sufficient to “break up drunkenness. ” Now, wo don’t believe they are interfered with, and we very oft- ht-ar preachers sav they must “ take a little wine for the stomach's soke, *’ and something stronger is soon added for the infirmities < f tho l>ody and to allay tho appetite. Now I know from experience this conduct on the part of Chnroh mem bers deters many sinners from joining those Churches. (I should have said de nomination^, for they allow sncli things.) The Good Templars have done mnch good that the Churches have failed to do, because nq Ohnrcli in this city prohibits in any way the use of intoxicating liquors, and a great deal mors would be done if all would put their influence to bear against the rice of whisky drinking. It enough that they preach the way of sal vation, they “should walk therein and let their light so shine that others should be guided thereby. ” Influence is a great ♦1,,'ng in this world, and those who would aoe it for the glory of God mart not oavfl kt Temperance organizations but join in and help break the hold the old Serpent ha* establfohj*! in onr midst through his grog shops. I am not a member of the Templars neither do I belong to any Church, and as a man of the world I wish to know why the Church-members keep out of. Tribute of lle*pcct. Friendship Lodge, L O. G. T. God has seeu fit, in bis inscrutable wis dom, to send within our Lodge his “dark-' winged messenger ” and call hence our Brother, Rev. Wm. Ro-s*. Let those of who ore left lay to heart the divine ad monition, “Take yo heed, watch nnd pray, for yo know not when the time is. ” We mingle our grief over the fresh sod of this our first grave ; but thanks be to God wo are not comfortless. £7Ho is gone. Joined tbe first Temper ance Society about forty years ago, and never allowed an opportunity to pass un improved where he thought he could do good. We commend his ardor and zeal o nil. Resolved, That we regret and mourn the loss of our venerable Brother, “ but loss is his gain ” we submit cheerful ly to the Command of our Lord and Master, “ who doeth all things well. ” Res. That we keenly feel and sympa thize with the kindred of onr esteemed and valuable Brother, who have been de prived (as we have been) of the living ample and valuable precepts of one whom they loved. Daniels, decided at the June Term, 1869, of the Snpreme Court, the court unani mously held, Mr. Justice Warner deliv ering the opinion, os follows: “It appears, from the record in this case, that a trial was had between the par ties in tire county court of Sumter coun ty, and a verdict was rendered in favor of the plaintiff on the 20th day of July, 1868. A motion was made in the court below to set aside said verdict and judg ment, on tbe ground that on the days upon which tho verdict and judgment purport to have been rendered and en tered, the county court had been abol ished by the constitution of 1868. The motion was granted by tbe court below, setting aside Iwth the verdict and judg ment, which is now assigned for error here. “At what time did the constitution of 1868 take effect and go into practical op eration f In our judgment, under the Reconstruction Acts of Congress, the Htato of Georgia !md fully complied with the terms thereof, ratified the Four teenth Amendment to the constitution of the United States, and assented to the f andamental condition imposed on her by the act of Congress passed on the 25th day of June, 1868; amended by Congress os provided in the eleventh paragraph of the eleventh article thereof, took effect and was practically in operation from the 21*t day of Jnly, 1668.
