Quarterly return*shall be nude on the first days of April, July, and October and January, in each year, by all persons within tho county who sell liquor in quantities leu than thirty gal lons, of the amount sold tbs proceeding quaiter. Said returns shall be made to the Tax Collector of the county,, who shall demand and collect the tax due when the return is mode. It shall be the duty of the Tax Collector to require all persons selling said liquors to make their returns and pay the tax thereon; and if any person shall foil or refuse to make liis return and pay said tax, lie shall be assessed by the Collector a r ifle tax of one thousand dollars, aud Collector shall proceed to collect the samo by execution, as in other eases of other taxes due aud unpaid, to go into effect on the 14 of October, 1870.
