ABLE STATESMANSHIP TnE LAST
HOPE OF AMERICAN FREEDOM.
To those who have been accustomed
by historical study, to take a philoso
phic view of national events, it is clearly
apparentthat this Government is poised
upon the brink of that narrow strait
which separates a Union of force from
generally diffused despotism. If this
is not true, history is a vain teacher
and the lamp of experience a mest un
certain light Never yet in the history
of this world has a Government, found
ed upon the consent of the governed,
been changed by revolution to an arbi
trary Government of force in one sec-
thn of the commonwealth, ami remain
ed a free Republic in the other section
■of the common country. This is a
politico) phenomenon which we are not
destined to witness long in this coun
try. It is impossible. Austria could
not have its Hungary, unless itself was
a despotism ; Russia could not oppress
Poland, unless it suffered the same op
pression, and the Northern people can
not destroy the liberty of the South
without aiming a mortal blow at their
«*vn freedom. Tlijsse conclusions are
inevitable. If the Constitution re
mains unchanged, laws must be of gen
eral operation, and the same laws
which inflicts ruin and nfHiction on the
fiouth, can at any time be directed to
wards the North. But to change the
Constitution in this respect, is to give
arbitrary power of local legislation to
the general government which affects
the same result in a different way. In
addition to the unfortunate anomaly
bere presented, there are other reflec
tions which must assail the mind of
the patriot with terror and despair.
Tho condition of affairs in the State of
Louisiana, where the Federal authority
determines and decides what constitutes
the Government of a State, and there
by places its own creatures in power.
In the State of Alabama it is but little
better, the action of the Legislature
overawed by the presence of the Fed
eral soldier}'. The amendment offered
to the Constitution in Congress, to com
pel the people to vote for President and
Vioe President directly, ami not by
States. The movement on foot for the
Government to obtain control of ail the
telegraph Hues of the country, and to
substitute, in a large measure, the tele
graph for the mail, and dins to know
the secrets of every political movement,
and more than all, the spirit and en
ergy of the Administration party,
presages most clearly the tendency of
this Government to centralism, and,
therefore, to tyranny. The only hope
of the patriot, is the constancy and de
votion of the American people to the
immortal principles for which Hamp
den and Sydney died, and which are
the only son; foundations of good Gov
ernment. But to utilize, and to make
effective tins popular love for liberty,
the people must hare leaders, in whose
intelligence and virtue they cau rely,
and, therefore, at last able statesman
ship is the main hojie for American
freedom. One of the chief causes for
the lack of appreciation which North
ern men seem to have for Southern
rights, is the absence of Southern
statesmen from the floors of Congress.
When a Butler or a Morton would
discharge their venom and hatred
against the South, and hurl their
miserable gibes and jeers and sarcasms
at the Soutliem people, t’icre have Ikch
men to refute, to answer, and to turn
their weapons against themselves. The
State of Georgia on one occasion was
marked out for the special game of the
rebaldry and falsehood of Butler. The
Georgia Congressmen feared to enter
tlie lists with this master of Senatorial
fence, and they gave their time to
Northern men to reply. And yet,
what history is there more defcusible
than that of the State of Georgia. Our
Congressmen, while devoted to our
interests, were not speakers or Consti
tution statesmen. Had either of the
Stephens, or Toombs, or Bcnj. Hill, or
Herschel V. Johnson been there, with
what mortification aud contempt would
this .outlaw have been overwhelmed.
But as long as wc arc the children of
fnlljr we will reap its bitter harvests.
Seduced by popular manners, or a gal
lon^ war record, or a gentlemanly
character, we have forgotten that hero
ism and gentility alone, do not con
stitute statesmanship. We must have
constitutional iuwycrs and powerful
debaters in Congress. We have ruled
this country for many years by the
gepiifs qt our statesmen. We cau save
it now, by the same beheficient means.
Let our. Legislature then be guided hy
this rule, in the selection of a Senator.
Send a constitutional lawyer and a de-
bat^jable to grapple with the giants
of Radicalism, and Georgia at least,

A Tale of TnE Sea—Two of tiie
Men of the Lost Steamer Mis
souri.—The Jacksonville Republican
gives an account of the finding by
Captain Gideon Low, of the sea boat
“ Ebenczer,” on Grand Key Island,
two of the men from the loss steamer
Missouri.
The captain was hunting on the
island and discovered a hut. Near
the hut he saw what he supposed to be
a dead man, but on a nearer approach
the person raised himself with great
effort of his elbow, and giving a va
cant stare, he uttered, “ Thank God,
at last! I thought my last hour had
come.” Near by was the dead body of
the other man.
They left the Missouri on the 22d
day of October, and, after many perils
in a leaky boa , landed or. the Island.
They subsisted on spiders, crabs, snails
and prickly pears. On tho seventh
day after landing, one died. His name
was not known, but tho letters A. S.
were marked on his arm. The living
one, by name Richard, was taken on
board the captain’s vessel, and proper
treatment soon restored him to his
natural health, and the Ebenezer be
i.ig obliged to put back on account of
storms, he was left at Green Turtle
Key, in charge of the deputy Ameri
can Council, who forwarded him to
Nassau, New Providence. He was on
the island sixteen days.

Since our last report on cotton the
exports from all ports in United States
have been heavier than the full receipts,
hence a better feeling on cotton in all
the markets, and from all the lights
before us, the crop will fall far short of
the general cotton reports. We would
advise our planting friends who desire
to hold cotton to sell out their eutire
crop and buy futures, for by this course
they will save the interest on the value
of their crop, less the bonus advanced
on the futures, and also the loss in
weight and insurance.
