Hannibal Crosson has been showing
the Camilla Enterprise man stalks of
cotton with squares and forms on
them.
A short timo since we noticed
the killing of General Canby by the
Modocs in a manner that raised a gen
cral howl among the Northern radical
press, and a few, and very few; of the
•Southern papers. We had no respect
for Canby during his life, and we have
lio regrets at his death. A gentleman
related to us, a few days since, an act
of Canby’s that may perhaps open the
eyes of those w ho were so prompt to
c-indeinn our words. He said that on
one occasion, after the surrender,
Canby had n respecnble white gentle
man tied up by the thumbs for kiek-
ing a vagabond negro in the face for
insolence, and kept him tied up for
some time. All who have ever seen
this punishment inflicted know it to
lie the severest torture to which a hu
man can be subjected. We saw it once
applied to a soldier in the army for dis
obedience, and God forbid that we
may ever see it again. The pain is
excruciating in the extreme. And yet
we arc called a brute for exulting at
the killing of this fellow by the gallant
Modocs. Our only regret is that more
of such scamps were not scut by the
Modocs to the “ dark gentleman who
keeps the fine office below."

South Carolina, Jno Martin of Ken
tucky, C. C. Carpenter of Iowa J. L,
Morehead of North Carolina,' C. S
Carrington of Virginia. Governor
Woodson of Missouri and Villapegue
of Florida, vice presidents.
Thirteen States are represented,-with
over three hundred delegates pre
sent.
The Convention adopted a resolution
that cheap (ransjtortat ion was the on
ly subject for discussion.
A committee to prepare business
was appointed, of which Governor
Smith, of Georgia, was made Chair
man.
A number of resolutions were refer
red to that committee, and the Conven
tion adjourned until to morrow morn-
iug.
Governor Hendricks, of Indiana,
will arrive to-night.
General Gordon addresses the Con
vention to-night The city fullof visitors,
and great enthusiasm prevails.
The Convention will go on an ex
cursion to Columbus, Brunswick, Sa
vannah pnd Augusta, leaving on the
morning of the 22d.
A delegation from Paducah, Ken
tucky, headed by His Honor, M. Wei 1 .
Mayor of that city, is in attendance
upon the Convention. He strongly fa
vors the great canal.
Governor Walker, of Virginia, with
his family, are at the Kimball House.
Savannah sends a large delegation
to the Convention, consisting of Gener
al G. M. Sorrell, G. W. Anderson,
Ifcniy Bryan, Octavius Cohen, Henry
Brigham and Edward C. Andean.

An Ordinance to raise Revenue for
the City of Athens, for the year 1873
by taxation.
Article 1. 1'he Mayor and Council
of the City of Athens do ordain and it
is hereby ordained by authority of the
same, That the following tax is hereby
assessed and shall be levied and col-
leected upon the following described,
persons, property, and business, with
in the Corporate limits of the City of
Athens, for the year 1873—to-wit:
Sec. I. Upon the assessed value of
all Real Estate one per cenhun.
Sec. 2. Upon all carriages, wagons,
buggies, or other vehicles, hor.-cs,
mules, Jenets, Jacks, Cattle, Hogs,
Sheep or Goats, one per centum.
Sec. 3. Upon all stock in trade,
whether merchandise, or invested in
connection with any manufactory Me
chanic Arts, or other similar business,
one per centum.
Sec. 4. Upon all goods for sale on
consignment or Commission, one per
centum.
See. 5. Upon the gross receipts of
all sales at auction, legal sales by
Sheriff, Executors, Administrators and
Guardians excepted, one per centum.
Sec. 6. Upon the gross receipt of
the Athens agency or agencies of each
Insurance, Telegraph or Express
Company, one per centum.
See. 7. Uponhou ehold and kitchen
furniture, tools of trade plantation and
gardening implements, over and above
three hundred dollars iu value, one
per centum.
Sec. 8. Upon each one hundred
dollars }»aid in of the cnpitol stock of
each Street Railway Company, and
of each National Bank, Savings Bank,
Bank of Discount, or Depositor other
incorporated Companies doing a Bank
inc, Discount or Deposit business, one
dollar, less the City Tax paid liy said
Bauk or Company on Real Estate
which forms a part tif its Capitol stock
Sec. 9. Each male citizen, subject
to road duty under the laws of this
State shall work five days on the
streets, or pay a tax of two dollars in
lieu thereof.
Sec. 10. Ujatn each street intrusion
covering . an area of twenty-live
square vards or any fractional part
■thereof five dollars, and twenty cents
for each additional square yard, to he
assessed by the Clerk ot Council.
Article 2. Sec. 1. Be it further or
dained, The person or persons ownin
Real Estate on the 1st day of April
1873, shnll be liable for the tax due
on the same.
Sec. 2. All property enumerated in
Sections, 2. 4. and 7. of Article 1st.
of this Ordinance, shall be returned
under oath to the Clerk of Council by
the 1st day of June 1873.
Sec. 3. The resident or Chief Oflite
of each Street Railway Company and
of each Banking Company, or other
incorporated Companies doing a bank
ing business, ns enumerated in Sec. 8.
Article 1st of the foregoing, shall re
turn under oath to the Clerk of Coun
oil, on the 1st day of June 1873, the
amount of tlic Capital .-tuck of such
Bank or Company actually paid in at
that time.
Sec. 4. All persons or agents sub
ject to taxation on gross receipts as
enumerated in Sections 5. and 6. of
Article 1st, shall make returns under
oath to the Clerk of Council for the
first six mouths of the year 1873 on
the 1st day of July of said year, and
quarterly thereafter on the 1st day of
October 1873, and January 1874, and
shall pay the tax due, attlie time they
make said return-.
Sec. 5. All persons subject to taxa
tion under Sec. 3. Article 1st of the
foregoing Ordinance shall make returns
under oath of the highest amount of
stock, which lie, she, or they had on
hand between the 1st day of January
and the 1st day of May 1873. Said
return to be made on or. before the
1st dav of June 1873.

dained, That the Clerk of . Council
shall administer to persons making re
turns under the provision of the fore
going Ordinance the following oath
“You do solemnly swear -that you
will true anewers give to all lawful
questions which I may put to you
touching the returns you are about to
make, aod that you shall make a true
return to the best of your knowledge
and belief so help you God."
