The Mate Sanitary Commlsslon.—Its
Origin, Its t'aucUuna and Its Fiitnre.
As this newly created Body ha* it
in i|s power to exert n decided iuflus
,-nee upon The welfare of our State, and
as every individual citizen will he inti-
malolycooccrned in its daily internal
operations, we present a few thoughts
which arise out of the contemplation of
its objects, scope and ultimate achieve*
men is.
The proposition may be safely laid
down, that the degree of a nation’s
civilisation, and the progress which it
has made towards the perfection of its
government, is in a direct ratio to the
protection afforded to the life, health
and prosperity of it* constituent mem
bers. And as a nation advances in
age, and approaches the full stature of
its national manhood, the maturity of
its wisdom and the ri|>enc3s of its
strength are ever eviuced by the watch
ful care which the fathers of the State
throw around the people—the children
of the nation—who have entrusted to
them their well-being, in all their rela
tions, whether foreign or sociological.
And in no contest—where the leaders
of the hosts are Life nnd Death—can
the isgis of protoction be more auspi
ciously interposed than in baitliug with
the many-headed hydra of Disease.
Recognizing the necessity of aflhnl-
iug that protection to health and life
which . can only bo exercised by such
an organization as governments can
command, the States of .Europe have
long since inaugurated National Health
Boards and systems of registration of
vital statistics. England has for many
years stood forth prominently us otto
of the pioneers in this field of labor
and research, which is one .of the most
potent auxiliaries of Hygiene. Other
European governments have ulso long
ago adopted this system and instituted
the same investigations.
The spirit of research in the depart
ment of vital statistics finally extended
westward, uhd Dr. Edward Jarvis, in
his Committee report on registration
, ot births, marriages and deaths, to the
I American Medical Association in 1858,
recommended that such a system
should be adopted by all the Slates,
urging the necessity of this supervision
over " these great and vital interests
of humanity," by which statistics—
though they may seem to the superfi
cial observer but an unmeaning tabu
lation of dry numerals—a State may
show " the rale of mortality, and the
p:ogress of population, anil furnish
ground for a good estimate of the value
of life, and the causes and danger of
death in her severtd districts.” At
that time, there were eight States in
which the system of registration was
established and carried on by State
legislation. It has existed in Massa
chusetts since the year 1842; this
State being the first to inaugurate the
system. But her Board of Health
proper, was established in 1869. The
recent report of the Board of Health
nnd that of Registration of this State
(Massachusetts) are models of their
kind, nnd demonstrate what a degree
of perfection may lie attained in gath
ering and systematizing this species of
useful knowledge, and forcibly suggest
how much good may result therefrom.
The Medical Association of Georgia,
at its meeting in 1873, appointed a

Lower House to approve it. But at
the las. session of liie General Assem
bly, ;i bill creating not only a bureau

Board of Health, was successfully in
troduced by Dr. J. G. Thomas, oi
i-favaiiunh, a member of the Legisla
ture. The objects of the net and du
ties of the Board cannot be hatter
staled thau by a few references to the
clear and forcible language tf the net:
The Board shall take cognizance of
the interests ot health and life among
the people of the State: they shall make
inquiries in respect to the causes cf
diseases, and especially of epidemics,
and investigate the sources of mortality
and the effects of localities, employ
ments and other conditions upon pub
lic health. It shall be the duty of the
Board to obtain, collect and preserve
such information relating to deaths,
diseases and health, as may be useful
iu the discharge of its duties, nnd con
tribute to the promotion of the health
t or the security of life in the State of
’ Georgia; and it shall be the duty of all
health officers and Boards of Health in
the State, to communicate to the said
State Board of Health copies of all
their rejiorts and publications; also,
such sundry information as may l>c
u-eful. The Board Shall cause all
proper information in its possession to
be sent to the local authorities of any
ciiy, village or town in the State which
may* request the same, and shall add
thereto such suggestions as their expe
rience may supply. The Board is au
thorised to require reports and infor
mation from all public dispensaries,
hospitals, asylums, prisons and schools,
and from all other public institutions,
and from the proprietors, managers,
lessees and occupants ot all places of
public resort in the State. * *
The Board shall, when requested by
public authorities, or when they deem

The act also directs the co-operation
of the Board with the health officers
aud the quarantine commissioners »j

ing of disease. , The State Board will
also have general. supervision of the
State system of registration of births,
marriages and deaths. For the regis
tration of the facts oounected with
these statistics, the Ordinary of each
county is required to keep a hookojien
to the-publio without fee. The Secre
tary of the Board is also required to
furnish the Ocdinariesof the several
counties with proper forms, to be dis
tributed to the persons whose duty it
shall be to report the facta connected
with these events.
The Board consists of nine Sanitary
Corn mwsiooera; that is, one physician

have been a regular graduate of medi
cine; and psewUrionerof not tew than
ten years* from each Congressional
District, appointed by the Governor,
together with the Attorney General,
die Comptroller General ana the State
Geologist; the last three being ex-officio

Tiie following preamble ami resolu
tions, indicating tiie liberal spirit with
which the Board expects to carry on
its operations iu the future, in accord--
ance with the familiar maxim, "je
prendu Ic bien ouje le troiiuc," were ot
tered by Dr. H. F. Campbell, of the
Eighth District, and adopted by the
Board:
Whereas, This Board is fully im
pressed with the gf *at difficulty as well
us with the paramount importance uud
weighty re.-qtonsii.ility of their relations
to the public, and whereas they clearly
recognize the great value anil assist
ance of thoughtful suggestions as pro-
motive of the benevolent ends for which
tiie Board has been inaugurated.
Resolved; That we cordially invite
members of the medical profession and
other scientific men to communicate
freely with us, through the Secretary,
on any und all subjects pertaiuiug to
the public health, anil that we assure
them and all public spirited people,
whether of scientific profession or not,
that such useful ruggestions will ever
meet the most resjyctful aud thankful
consideration. '
Resolved, That the above be fur
nished to the publio journals os au in
dication ot the wishes of this Bouri’.
Having completed the work of or
ganization and the performance ot cer
tain business details, which it is un
necessary to recount—such us the ap
pointment of special committees, the
preparation of forms for mortuary, na
tal and matrimonial reports—after a
session of two days, the Board ad
journed until (lie next regular meeting
on the second Tuesday iu October.
Thus, having closed the inaugural
session of this important body, we
await with interest the results of its
future ojiemtions.
To some the subject may seem triv
ial, to whom the term “ Board of
Health ” lias become familiar only iu
its application to local, itide|H ii(lent,
unconnected boards. But fur different
must be the medicolegal results at
tained by this body, where the legisla
tor an i tiie physician are working to
gether in counsel, und busy laborers
are daily bringing in nnd recording
those vital statistics, which are -after
wards to be collocated, and their indi
cations deliberately determined, and
annually, or oftener, if uecessary, re
ported to the people; where every con
stituent county in the State is govern
ed hy the same laws in regard to vital
statistics and sanitary police, and the
whole harmoniously working together
for a single end, *• the protection of
Iranian life aud health, and to prevent
the spreading of disease.”
To the student of sociology the in
auguration of such a system will be the
welcomed harbinger of a better era in
our < Joininonwealth. Looking above
and hevond its mere sujierfivies we re-
o ignize in it a lengthy aud a happy
step towards the nurturing of a higher
civilization. And, although the ideal
republic of Sir Thomas Moore will never
on earth lie realized; yet we feel assur
ed that even an approximate Utopia
could never exist, unless those who sit
in the Legislative halls of the land,
should give due prominence to the
great cause of Hygiene; unless they
enroll among its written laws, mea-u
res, well considered and exact, for the
careful investigation of the nature of
disease, and of all those causes whieh
undermine health and strength - phy
sical, mental nnd moral—and thus
shorten the duration of life of the in
dividual mem tiers of the Society, which
in the aggregate they constitute.
Such measures the Legi-Iature of
Georgia have adopted, and we trust
that their reward shall be read in the
prolongation of life and the greater
immunity from disease.
Mr. Albon C. Hodgson, of Athens,
who gwrigntej at tha United States
Naval Academy, last Wednesday,
came out with dying colors, taking the
first stand in Ids class. This is the
first time in many a year, that a South
ern boy has won this high honor. Just
as the victorious midshipman was pre-
re iring to come home and enjov his
tumors, he received orders to Mil for
China, on a long cruise. He will go

We wish him a safe voyage. —Atlanta

In the last number of the Cartels-
ville Standard and Express we aee, a
tribute to the character and ability of
the late Lewis ^Tjmlin, over the ini
tials “J. W. W* (which we take to
be Col. Wofford). From thia in me-
moriarn we learn that Col Tumlin was
a native of Gwinnett county; that he
came to thia section of Georgia in 1834
—before the Indiana left it; that here
he earned his first money as * guard
employed by the Government to pro
tect the settlers from the depredations
of the Indians, and that hit station at
that time was near the splendid estate
on which he .resided at the time of his
death. Besides being one of the first,
if not the first, sheriff of Cass (now
Bartow) countv, auda member of both
houses of the Georgia .Legislature, he
was a Breckenridge elector in 1860
from the 7th District.
Elder Z. H. Gordon, the father of
Senator Gordon, ofGeotgia. is a resi
dent of Alabama. He has been in the
Baptist ministry for over fifty years, is
79 years of age, aud has baptized over
one thousand jiersons.
