Of Interest To Korean
Veterans Applying
For GI Training
Veterans Administration today
announced yardsticks it will use in
determining whether veterans ap
plying for Korean GI Bill training
already are qualified for their chos
en objectives. I
The law prohibits veterans from
training under the Korean GI pro
gram toward goals they have al
ready reached, either through pre
vious schooling and training or
through job experience.
VA explained that a veteran must"
select his final goal before training
under the law. If may be either an
educational goal such as the attain
ment of a college degree; a profes
sional one, such as law or medicine,
or a vocational goal, such as vna
chinist or draftsman.
He also must list his previous
training and experience on the ap
plication form, so that VA can rule
whether he’s already qualified for rhe
objective.
Following are the guideposts to be ■
used by VA in passing on eligibil
ity under the Korean GI Bill:
VA will not approve an applica
tion from a veteran with a collegiate
bachelor’s degree, if he wants to
take another under-graduate college
course merely to reach an education
al objective.
However, the same veteran may
be permitted to take such a course
if he shows it is needed to attain a
specific vocational or professional
objective. He would have to show,
for example, that he intends to fol
low a specified occupation, and that
his course would qualify him for it.
Full credit would have to be given
for applicable previous training.
Somewhat similar rules apply to
a veteran who wants to take a be
low-college-level school course where
classroom instruction predominates.
If he already has a high school
diploma he would be allowed
study for a below-college-level course
only -if it would lead to a vocational
objective for which he is not
ready qualified. And he also could
take high school subjects necessary
to enable him to get into college.
In determining whether a veter
an already is qualified for a voca
tional objective, VA will take into
account his previous training—either
in school or on-the-job—and his
employment record.
For example, if he already ls .
trained as a bookkeeper or
ant, VA would not approve a school
course in bookkeeping.

will be denied training if:
1. He has previously completed a
similar school course for the same
occupation.
2. He has at any time in the
past held a job as a qualified woik
man in the same trade for which he
requests training. However, if the
new occupation is at a higher level,
be d be permitted to train for it.
3. He has completed an on-the
job training course which qualifies
him for his desired abjective, either
at the locality where training was
completed or where' it is to be
taken,
VA also outlined conditions which
will result in disapproval of institu
tional on-farm training. They in
elude:
L A veteran who is successfully
conducting a farm operation similar
to the one he wants to train for.
AIs0 > be successfully handled such
an operation in the reasonable past,
bis application would be turned
down.
2, One who previously attended a
school which giave instruction in'
practical agriculture along the lines
of the proposed course.
3. A veteran who has held a job
as a teacher of subjects similar to
the ones he wants to study.
Applicants for on-the-job or ap
prentice training will be considered
already qualified if, at any time in
the past, they have been employed
as full-fledged workers in the jobs
they want to train for.
A veteran who has completed
schooling for a profession such as
teaching, engineering and the like,
may not take on-the-joib training for
the same profession. However, an
exception has been made for grad
uate lawyers in some states that
require clerkship training before ad
mission to a bar examination.
VA regulations contain several
°ther bans on GI job training that
to certain types of occupations,
VA emphasized that the purpose
rules and regulations is to
se ^ U P standards that can be used in
determining whether Korean veter
ans already are qualified for the
courses they, apply for under the
Korean GI Bill. In no way do they
seive to deny training to those who
nee d it to gain their goals in life,
