State School Building Authority,
at Room 311, State Capitol,
Atlanta, Georg'i'a until 3:00 P. M.
Eastern Standard Time on May 6,
for the construction of build
ings as follows: Washington Element
ary and High School located at
Blakely, Georgia, Blakely-Union High
Elementary School located at
Blakely, Georgia, Kestler Element
ary School located at Damascus,
Georgia, and Jakin Elementary
School located at Jakin, Georgia. At
the time and place noted above, the
proposals for each project will be
publicly opened and read. A com
bined bid on the above projects is
also permissible. No extension of
the bidding period will be made.
Bidding documents may be ob
tained at the office of the Architect,
Rayburn S. Webb, 30014 Broad Av
enue, Albany, Georgia. Applications
for documents together with deposit
of $50.00 per set for each project
should be filed promptly with the
Architect. Bidding material will be
forwarded, shipping charges collect,
soon as possible. The full amount
of deposit for one set will be re
funded to each general contractor
who submits a 'bona fide bid upon re
turn of such set in good condition
within 30 days after date of opening
of bids. All other deposits will be
refunded with deductions approxi
mating cost of reproduction of doc
uments upon return of same in good
condition within 30 days after date
of opening o-f bids.
Contract if awarded, will be on a
lump sum basis. No bid may be
withdrawn for a period of 35 days
after date of opening. Bids must be
accompanied by a bid bond in an
amount not less than 5 % of the base
bid. Performance and payment bond
will be required in an amount equal
to 100% of the contract price.
The Owner reserves the right to
reject any or all bids and to waive
technicalities and informalities.

It is becoming more evident every
day that the administration is about
to crack down on the free-wheeling
members of congress who have been
having a field day during recent
months. Like an actor awaiting his
cue, President Eisenhower has been
standing in the wings wth his legis
lative program in hand. He has been
unable to get the legislator’s minds
off of investigations and a number
of other extra activities.
One of his most recent moves was
has statement on reducing taxes be
fore the budget is balanced. Ail that
Eisenhower said was that he pre
ferred to have the revenue the gov
erment would get if the tax cut
measure was not enacted. But that
was enough.
Daniel A. Reed, chairman of the
House Ways and Means Committee,
who had a measure in the mill for a
10 per cent reduction in personal in
come taxes, said he would abandon
his efforts. He did not do it grace
fully, however. Bitter and disap
pointed, he denounced the Republi
can failure to cut taxes as “dishon
est and getting office under false
pretenses.”
The episode indicates that Eisen
hower’s prestige in the country is
greater than he perhaps realized. It
is also an indication of what will
happen when the President makes a
stand.

senhower’s statement that he doubts,
any cutbacks can be achieved in for
mer President Truman’s 46-million
dollar defense budget in the face of
today’s world tensions.
There had been talk in congress
that one way to balance the budget
would be to cut down on defense
spending. To put it bluntly, this is
very unlikely.
Many observers go so far as to
say they expect just the opposite—
an increased military and civil de
fense spending. Such a belief seems
to have a good foundation in fact.
President Eisenhower admitted at a
recent news conference that his staff
has been studying a proposal that
would authorize such increased
spending. He said, however, that no
conclusion had been reached. It is
a decision that the President will
have to make himself, because his
cabinet is reported split on the
question.
This can be expected if the Pres
Went decides now that greater de
fense outlays are necessary: it will
unbalance the budget even fur
ther, delay tax cuts, and give, the
Democrats ammunition for the 1953
campaign,
And while this type of thinking
Ls evident in some sections of the
cabinet, Secretary of Defense Wil
son told a news conference he does
not think we are fully prepared to
defend this country. At the same
time he expressed a belief that de
fense spending could be cut.
• The recent explosion of anoth
er atomic bomb in Nevada furnished
scientists, military men and others
with considerable important new
facts.
One of the most important was_
the fact that this country needs an
expanded civil-defense program—one
in which every community can par
ticipate. It needs new officials, new
money, and new enthusiasm. The
sooner the better.
