EARLY COUNTY NEWS, BLAKELY, GEORGIA
A CARD FROM
W. L. STONE
To The People of Early County:
In the early part of September I
wrote a letter to each voter of Early
county in which I said that “the Fed
eral Courts have declared our white
primary illegal, they have declared
separate schools for white and colored
children illegal, they have held ihat
any segregation in any place is illegal,
and this summer, at the prodding of
Ralph McGill, the Atlanta newspapers
and the Atlanta political ring, they
struck down our county unit system
and in addition ordered the State to
reapportion the Legislature, and there
by give the city machine with its bloc
vote a greater control of Georgia,”
At the time I wrote this letter
a 3-judge Federal Court had intimat
ed, by an informal vote of 2 to 1, that
the Court would be satisfied if the
reapportionment it demanded was put
into effect by January 1, 1965. Just a
few days before our Democratic Pri
mary of September 12th The Atlanta
newspapers came out with the story
that these 3 judges had just let it be
known that as the plaintiffs in the
suit before them were entitled to have
the State redistricted, they were en
titld to have it done NOW, by Janu
ary 1, 1963, instead of January 1, 1965,
As soon as the primary was over
our distinguished Governor called the
Legislature together in extraordinary
session to do the will of these 3 Fed
eral Judges, and the Legislature ob
ligingly redistricted the State, rubbed
out the old lines and drew new ones,
did away with our old Senatorial Dis
trict of Early, Calhoun and Baker
Counties, by adding to it Decatur,
Seminole, Miller and Clay counties,
so that now Early county is a part
of a T7-county district instead of a
3-county district. This redistricting
wiped out the nomination of all the
Senators who has been nominated in
the September Primary and necessitat
ed a new special primary. which has
been called for October 16th. The re
sult is that the old gentleman’s agree
ment we have had for years with Cal
houn and Baker counties whereby the
three counties took it turn about elect
ing a Senator, is now a thing of the
past. Anyone in any of the seven
counties may run for the Senate each
year, and the entire seven counties
vote.
The lase census gives the seven
counties the following population:
Decatur 25,203
Early 13,151
Calhoun 7,341
Miller 6,908
Seminole 6,802
Clay 4551
Baker 4543
I understand that Decatur County
will have a candidate for the Senate
under the new apportionment, and so
will Seminole. I could not hope to get
more than a handful of votes in De
catur county with that county having
a candidate of its own, and were 1
lucky enough to come either first or
second there would have to be a run-‘
off, which would entail additional ex
pense.
John Lewis, who was in the Legis
lature with me in 1931 and who has
represented Hancock County in the
House or the Senate most of the time
since then was nominated in the Sep
tember Primary to be Senator from
his District, just as I was from mine,
but the Smalley Redistricting Act
would have required him to run on
October 16th in a larger number of
Counties.
He made this statement, which came
out in the Atlanta Constitution: “Any
man who would be willing to run for
the Senate under the Smalley plan is
either mentally ill, criminally insane
or a pawn in the hand of the wealthy.”
He further said that it would cost
$10,000.00 to run for the office, where
as a Senator's pay is only $600.00 a
year, and that consequently the Senate
is going to be a rich man's club.
Being neither a pawn of the wealthy,
eriminarlly insane, nor sufficiently
mentally ill to spend from $5,000.00 to
$10,000.00 to make $500.0 as compensa
tion for staying over a month in At.
lanta, I will not be a candidate in the
special October Primary.

Kindness in giving me the nomination
in the September Primary, for which
I will always be grateful.

HONORED TWICE
EDWARDS AIR FORCE BASE,
Calif. -~ An Air Force pilot from
Alabama, Maj. Fitzhugh L. Fulton of
Talladega, has been recognized for
his professional ability twice within
recent weeks,
The Air Force named him recently
as one of two men to be the first test
pilots of the new triple-sonic RS7O
bomber, a plane also known as the
870.
The other test pilot will be Lt. Col.
Joseph Cotton of Rushville, Ind.
The Air Force announced at Las
Vagas, Nev. last week that Fulton
piloted a plane to a new international
loaded-plane altitude record.
Fulton flew a 858 bomber to a
height of 8536084 feet recently, The
plane carried a load of 11,023 pounds
The previous loaded-plane altitude
record was held by the Russians.
Maj. Fulton is a nephew of Mr. and
Mrs. Grady Holman, Sr,

I Pledge to you:
Absolute honesty in government as well as in private life.
My best efforts for the progress of our State and a sound economy.
Cooperation with the elected officials of this State and of each County in our
new District for the best interests of our people.
Impartial and fair consideration of the desires and needs of each County in
our new District, for I expect to be Senator for the entire District and not just
for a limited area.
As a parent, I am interested in our schools and I shall do my utmost to help
meet the needs of better education for our youth.
As a farmer, I believe I can underst nd their needs and shall ever be ready
to aid in nractical legislation for the benefit of our farm economy.,
As a business and professional man, 1 recognize the tremendous need for
industrial development in our section of the State. I shall actively participate
in any worth while attempt to promote industry in this District. The Chatta
hoochee and Flint River areas have great potential for all of wus in this entire
section of our State.
As a native Georgian steeped in the traditions of our way of life, I shall at
all times seek to maintain, preserve and improve it.
