Great was the confusion and
the consternation out in the Oak
Grove neighborhood the other
night and pandemonium did
reign in the Collier domicile for
a few hectic minutes, until Mrs.
Robert (Alicia) Collier did ar
rive on the scene, and did in
typical mamma fashion set
things on an even keel. It seems
that Robert, the husband and
second in command, in the Col
lier household, was keeping the
children, Bob and Ginger, while
Alicia was playing bridge, or
singing in the choir, or one of
the many other things Alicia is
frequently called on to do. It
was about bedtime and Robert
began to take inventory to see
if everything and everybody was
present and accounted for, and,
10, and behold, Duchess, the
Chichuahua dog, was missing.
Enlisting the neighbors, Robert,
Bob and Ginger, the latter be
ing the villian of this piece, did
set out and launched a dilligent
search. In the hedges, in the by
ways, under the house and in
various other places where a dog
might be, did the big hunt con
tinue. Still no Duchess. Just
when the alarm was about to be
spread in a more general area
and the dog-nap notice posted,
Alicia arrived, and the search
did begin anew. The hunt went
on and about the time Alicia was
about to break out in tears, as
a last resort, Alicia opened a
dresser drawer, where Bob
keeps his sox and shirts and
other little boys items, and out
pops Duchess almost suffocated
from her confinement in the bu
reau drawer. After a joyous re
union and much merry-making
upon the return of Duchess,
ways and means were devised as
to how Duchess came to be in
the bureau drawer in the first
place. Then Ginger, the three
year old Collier daughter, who
had been helping to look for the
dog, remembered,that it was she
who placed Duchess in the place
of confinment. The reason for
it was that she and brother Bob
were playing hide and seek, and
each time when she was hiding
and Bob was seeking, the dog,
Duchess, would come along and
tell on her. Then when the game
was over Ginger forgot all about
where she put Duchess.

the chambers of commerce claim
it never rains and the sun al
ways shines, suffered great em
barrassment the yast week. With
all eyes focused on the gold
en coast by means of television,
the World Series between the
Yankees and the Giants was
postponed three days hand-run
ning, as they say down in the
pea patch, because of rain.

Congress is supposedly filled
with the smartest and most bril
liant men in the nation, there
fore, it surprises me that this
august body has never consider
ed holding a session in our town.
If the Congress could meet in
one of our local coffee drinking
spots about 9:30 or 10 o’clock in
the morning or in the Old Mas
ter’s barber shop most any time
of the day, it could find the ans
wer to the most perplexing prob
lem. It is amazing, even to me,
one of the participants, how
quickly we find the answers to
questions which Congress has
bee narguing for months. Do
you suppose we are electing the
wrong people to office?

Mrs. Ramelle Palmer has
proof that anything can be
grown on Early county soil. She
has a banana tree, or is it a bush,
growing in her back yard, which
has produced a big bunch of ba
nanas. And what makes it even
more amazing says Mrs. Palmer,
is that the tree is only two years
old, and a banana tree isn't sup
posed to produce until it is three
years old.

A Resolution
Proposing an amendment to the
Constitution of the State of Georgia,
as heretofore amended by adding at
the end of Article VIL Section IV,
Paragraph I thereof a new paragraph
to be appropriately numbered, to grant
to the General Assembly the power to
delegate to any county the right to
levy a tax to build, acquire, maintain
and operate and to participate with
other counties, municipalities, public
or private corporations in building, ac
quiring, maintaining and operating a
system or systems of public transpor
tation, including the payment of pre
liminary investigative expenses, the
payment of all or any part of the prin
cipal of and the interest on any obli
gations issued to finance the construc
tion or acquisition of any such public
transportation system or systems and
to establish and maintain reasonable
reserves in connection with the issu
ance of any such obligations and rea
sonable reserves for the future opera
tion, development, improvement and
expansoin of such facilities and to de
clare that the construction, acquisition,
of any such obligations reasonable
reserves for the future z‘l:)‘iration. de
velopment, improvement and expan
sion of such facilities, and to delcare
that the construction, acquisition,
maintenance and operation of public
transportation systems is an essential
governmental function undertaken for
public purposes for which the powers
of taxation and eminent domain may
be exercised and public funds expend
ed; and for other purposes.
BE IT RESOLVED by the General
Assembly of Georgia, and it is hereby
resolved by the authority aforesaid,
as follows:
SECTION 1
The Constitution of the State of
Georgia as heretofore amended, is
hereby further amended by adding at
the end of Article VII, Section IV,
Paragraph I thereof a new paragraph
to be appropriately numbered, reading
as follows:
To build, acquire, maintain and
operate and to participate with other
counties, municipalities, public or pri
vate corporations in building, acq.ir
ing, maintaining and operating a sys
tem or systems of public transporta
tion, including the payment of prelimi
nary investigative expenses, the pay
ment of all or any part of the princi

struction or acquisition of any such
public transportation system or sys

When this resoultion shall have beer.
agreed to by two-thirds (2/3) of the
members elected to both houses of the
General Assembly of Georgia, the
same shall be entered on their jour
nals and the Yeas and nays taken
thereon and shall be submitted to the
people for ratification or rejection at
the next general election for members
of the General Assembly as provided
by the Constitution of the State of
Georgia. At said general election, those
desiring to vote in favor of said amend.
ment shall have written or printed on
their ballot the words “For ratilica
tion of amendment to the Constitu
tion of the State: of Georgia, authoriz
ing the General Assembiy to delegate
to counties the right to levy taxes for
public transportation, and declaring
the same to be an essential govern
mental function.” Those desiring to
vote against ratification of said amend
ment shall have written or printed
on their ballots the words *“Against
ratification of amendment to the Con
stitution of the State of Georgia, au
thorizing the General Assembly to
delegate to counties the right to levy
taxes for public transportation, and
declaring the same to be an essential
governmental function.”
SECTION 111
The proposed amendment shall be
published before said general election
as now provided by law. If at said
general election the majority of quali
fied voters voting thereon as provided
in the Constitution of the Sta% of
Georgia, as amended, vote in favor of
the ratification of this amendment the
same shall, upon the result thereof
being ascertained, consolidated and
certified as provided by law, become
a part of the Constitution of this Statle,
and the Governor shall make procla
mation thereof as provided by law,

A Resolution
Proposing an amendment to the Con_
stitution, so as to disqualify a write-in
vote candidate unless he announced
his intention of candidacv ten (10) or
more days prior to the election; to
provide the method of announcing his
candidacy; to authorize the General
Assembly to enact other regulations
pertaining to holding public office; to
provide for the submission of this
amendment for ratification or rejec
tion; and for other purposes.
BE IT RESOLVED BY THE GEN
ERAL ASSEMBLY OF GEORGIA:
| SECTION 1
Article 11, Section IV, of the Con
stitution, relating to persons disquali
fied to hold office is hereby amended
by adding a new paragraph at the end
thereof, to read:
“Ne person elected on a write-in
vote shall be eligible to hold office un
less notice of his intention or candi
dacy was given ten (10) or more days
prior to the election by the person to
be a write-in candidate, or by some
other person or group of persons quali
fied to vote in the subject election, as
follows: In a state general election,
to the Secretary of State and by pub
lication in a paper or general circula- |
tion in the state; in a general election -
of county officers, to the Ordinary ot|
the County in which he is to be al
candidate and by publication in the of
ticial organ of the same County; in a
municipal general election, to the
Mayor or similar officer thereof and
by publication in the official gazette
of the municipality holding the elec- |
tion. The General Assembly may en-‘
act other reasonable regulations and
require compliance therewith as a
condition of eligibility to hold officel
in this State.”
SECTION I 1
When the above proposed amend
ment to the Constitution shall have
been agreed to by two thirds of the
members elected to each of the two
branches of the General Assembly,
and the same has b2en entered on their
journals with the “Ayes” and “Nays”
taken thereon, such proposed amend
ment shall be published and submitted
as vrovided in Article XIII, Section I,
Paragraph I of the Constitution of
Georgia of 1945, as amended,
The ballot submitting the above
proposed amendment shall have writ
ten or printed thereon the following:
“For ratification of amendment to
the Constitution so as to disqualify
write-in candidates unless they have

(including equipment utilized thereon

for five (5) years from the date of the
first use of the building, equipment, or
enlargement of such plants. This pro
vision shall be self executing and shall
not require additional implementing
legislation.”
SECTION II
Be it further resolved that when
the above proposed amendment shall
have been agreed to by two-thirds of
the members elected to each of the
two branches of the General Assembly
and the same has been entered on their
journals with the “Ayes” and “Nays”
taken thereon, such proposed amend
ment shall be published and submit
ted as provided in Article XIII, Sec
