Hospital-Operated
Nursing Home Units
Through the growing importance of
our general hospitals as community
health centers, what may become a
trend in Georgia has had a begining—
nursing home units operated by and
in conjunction wi¥h hospital according
to a survey by the Georgia Hospital
Association.
An ever-increasing population, in
cluding the over-65 age group, has
brought about a much greater demand
for health and medical care of all
kinds. Convalescent or chronic illness
facilities designed for long term care
constitute one of the greatest unmet
needs in Georgia. The State Health De
partment reporis that only 387% of the
need for licensed nursing homes has
been met. This means that a consider
able number of patients are being
admitted to our hospitals who require
long-term skilled nursing care rather
rather than short-term care, often re
sulting in a shortage of beds for acute-

definitely programmed, are nursing
home units at Cobb Memorial Hospi
tal, Royston, (24 nursing care beds);
Walton County Hospital, Monrog, (30
nursing care beds); and Mitchell
County Hospital, Camilla (24 nursing
care beds). Several others are being
’proponed‘
By establishing adjoining nursing
care units, hospital authorities are
demonstrating their initiative in as
suming the total patient care needs
of the community.
These hospitals are receiving Feder
‘al grants under the Hill-Burton Act of
50% of construction costs to be match
ed with 50 % from local sources. (The
State Health Department has under
active consideration a budget request
to lower considerably the community’s
share of construction costs.)
An expanded medical care program
for aged persons on the S.ate Welfare
rolls (one-third of Georgia's over 65
population is eligible for this program)
now includes benefits which cover
nursing home care. This provides add
ed inducement and encouragement to
communities to face the economic
problems of operating a non-profit
community nursing home service,
The advantages of the hospital
sponsored and administered nursing
home unit are several: economy of
operation—the nursing.care unit be
ing under the general supervision of
the hospital administrator and sharing
much of the same overhead (this also
lowers cost to public); the availability
of the hospital medical staff and fa
cilities; and superior nursing care
supervision, 2
Damon D. King, administrator of
the Walton County Hospital in Mon
roe, says: “We have consistently run
a rather heavy load of long-term pa
tients. We feel that our decision to
8o into such a program will be of
considerable relief in our heavy pa
‘tient load, as well as broadening our
scope of service to the community.”
Walton County’s long-term care fa
cility will be housed in a separate but
adjoining building to the hospital. It
will be under the direct supervision
of the hospital administration, but
will be operated as a separate unit.
Utilities and food service will be pro
vided by the hospital. Room rates
and nursing attention are expected to
be half the cost necessary in the main
hospital.
The hospital administrator will be
the authority for admitting patients
to the convalescent unit under the
recommendation of a doctor. Doctors
will have authority to transfer pa
tients from the hospital to the unit
when intensive treatment is no long
er required, and will continue respon
sibility for the patient during his or
her stay.
A survey of neighboring states
shows this trend toward hospital-ope
rated nursing care units is noticeable
throughout the South,
The Georgia Hospital Association
will be glad to advise with any com
munity as to possibilities for going
into such a program.

GI Loans Paid Off
Before Time, VA Says
GI home mortgages, guaranteed by
the Veterans Administration, have an
average life expectancy ranging from
eight years to 16% years, according to
a VA survey reported today.
The loans with an average life ex
pectancy of eight were those with an
original maturity of 15 yvears or less,
while those estimated to have a 16'%
years average life expectancy were
loans with an original maturity of 30
years,
The 20-year loans are expected to
stay on the books of private lenders
for almost 11 years and the 25 year
loans for nearly 14 years, A. W, Tate,

plained.
The estimates were based on the
actual termination experience on GI
home loans from the beginning of the
program in 1944 through 1960 and an
estimated projection of termination
rates during the remaining life of
each mortgage group.
Mr. Tate stressed that the estimated
life expectaicies are averages and that
many of the loans will be held to their
maturity.
Loan terminations, as used in the
study, were those loans reported by
lenders as naid in full, plus a small
percentage of loans ended by fore
closure.
Most of the paid-in-fall loans, Mr.
Tate believes, resulted from the sale
of homes by veterans moving into
larger homes or to different localities.
GI loans may be paid off in full at
any time without penalty to the vet
eran borrower.
Mr. Tate said that nearly 33,000
home loans in Georgia totaling more
than $330 million have been paid in
full. Since the program started, 708,-
853 GI home loans, valued at more
than $926 million were granted.
VA has had to pay claims on only
2,890 home loans, about 2.6 per cent
of the total number closed.
