This week the Blakely Bob
cats lead the pack in “B” schools,
according to Roberts Ratings in
the Atlanta Constitution. These
ratings are by Charlie Roberts,
who I have long believed knew
more about high school and prep
athletics than any man in the
state, and , of course, I agree
highly with Charlie’s latest
prognostications. Charlie moved
Blakely to the top over Morgan
County by reason of its great
victory over a tough Turner
County team. I believe the way
our team was hitting, tackling,
blocking, kicking and running
the past Friday night, it would
have whipped any “B” team in
the state. It was a great team ef
fort. Congratulations to Coach
Ray Knight and his assistants,
Wayne Proffitt, Bill Cooper and
Bobby Davis. When you take
into consideration Ray Knight
has come this far after losing six
first stringers by graduation,
this should entitle him to the
“Coach of the Year” award.

Scenes that take you back:

street wearing an old-fashioned
bonnet.
Folks who have eaten some of
Tom Whatley’s barbecue and
Brunswick stew and wondered
why he didn’t go in the business,
will be pleased to learn that he
is in the business now. Tom and
Mrs. Whatley have opened a
little place to the rear of their
home and will operate it on the
week ends only—Fridays and
Saturdays.

Bob Bailey, the auto salesman
from Thomasville, bought some
cane and carried it home, and
the next night when he came
home he was greeted at the door
with these words from his
three - vear - old daughter:
“Daddy, m>mma cut your fish
ing pole into little pieces and
ate it up.”

Now that the water is back
ing up behind the Walter George
dam and a new place to fish is
afforded, I guess our citizens
will have to devote all their time
to fishing. It use to be that a
fisherman would have to go way
down in Florida to catch fish,
but now you can find a good
place to fish just about any place
you turn. When the Walter
George lake is filled, it will be
the largest body of water in
Georgia and it will become a
mecca for fishermen.

Mr. Dudley McDowell’s little
book about - Blakely’s old Con
federate flagpole is selling at a
lively clip, and has provoked
much interesting comment, es
pecially from the old timers
around our county. It’s a valu
able book, and those who haven'’t
seen a copy can purchase one by
writing to Mr. McDowell and
enclosing cash or check for two
dollars. It will make a nice
Christmas present, especially for
friends out of town, who once
called Blakely home.

I like the way Blakely Jay
cees do things. These energetic
fellows took upon themselves
the job of renovating a building
which when completed will be
used to house the Regional Li
brary. And they are not hiring
the work done. They are doing it
themselves. These fellow are to
be commended for their civic
pride.

Next Tuesday will be the last
opportunity to vote in 1962, that
is, unless the Georgia Legisla
ture convenes and arranges an
other one, which it has done
twice this year. A certain seg
ment of our Georgia citizenr,y
has complained that it wasn’t
allowed to cast ballots, but if it
has availed itself of every oppor
tunity this year, these people
ought to have just about caught
up by now.

! Proposing an amendment to the
fConstitution of the State of Ceorgia,
‘as heretofore amended by adding at
the end of Article VII, Section IV,
Paragraph I thereof a new paragraph
to be appropriately numbered, to grant
to the General Assembly the power to
delegate to any county the right to
levy a tax to build, acquire, maintain
and operate and to participate with
other counties, municipalities, public
or private corporations in building, ac
quiring, maintaining and operating a
system or systems of public transpor
‘tation, including the payment of pre
liminary investigative expenses, the
payment of all or any part of the prin
cipal of and the interest on any obli
gations issued to finance the construc
‘tion or acquisition of any such public
transportation system or systems and
to establish and maintain reasonable
reserves in connection with the issu
ance of any such obligations and rea
sonable reserves for the future opera
tion, development, improvement and
expansoin of such facilities and to de
clare that the construction, acquisition,
of any such obligations and reasonable
reserves for the future operation, de
velopment, improvement and expan
sion of such facilities, and to delcare
that the construction, acquisition,
maintenance and operation of public
transportation systems is an essential
governmental function undertaken for
public purposes for which the powers
of taxation and eminent domain may
be exercised and public funds expend
ed; and for other purposes.
BE IT RESOLVED by the General
Astembly of Georgia, and it is hereby
resolved by the authority aforesaid,!
as follows: |
SECTION 1 1
The Constitution of the State of
Georgia as heretofore amended, is
hereby further amended by adding at
the end of Article VII, Section IV,
Paragraph I thereof a new paragraph‘
to be appropriately numbered, reading‘
as follows:
To build, acquire, maintain and
operate and to participate with o*her
counties, municipalities, public or pri
vate corporations in buiiding, acquir
ing, maintaining and operating a sys
tem or systems of public transporta
tion, including the payment of prelimi
nary investigative expenses, the pay
‘ment of all or any part of the princi
‘pal of and the interest on any obli
‘gations issued to finance the con
struction or acquisition of any such
‘public transportation system or sys
tems and to establish and maintain
reasonable reserves in connection
the issuance of any such obligations
and reasonable researves for the
future operations, development, im
provement and expansion of such
facilities. The construction, acquisi
‘tion, maintenance and operation of
public transportation systems is here
by declared to be an essential govern
mental function undertaken for pub
lic purposes for which the powers o’
taxation and eminent domain may be
exercised and public funds e::‘ended.
SECTION 111
When this resoultion shall have been
agreed to by two-thirds (2/3) of the
members elected to both houses of the
General Assembly of Georgia, the
lsame shall be entered on their jour
nals and the Yeas and nays taken
thereon and shall be submitted to the
people for ratification or rejection at
the next general election for members
of the General Assembly as provided
by the Constitution of the State of
Georgia. At said general election, those
desiring to vote in favor of said amend.
ment shall have written or printed on
their ballot the words “For ratifica
tion of amendment to the Constitu
tion of the State of Georgia, authoriz
ing the Geéneral Assembly to delegate
to counties the right to levy taxes for
public transportation, and declaring
the same to be an essential govern
mental function.” Those desiring to
vote against ratification of said amend
ment shall have written or printed
on their ballots the words “Against
ratification of amendment to the Con
stitution of the State of Georgia, au
thorizing the General Assembly to
delegate to counties the right to levy
taxes for public transportation, and
‘declaring the same to be an essential
governmental function.”
SECTION 111
The proposed amendment shall be
published before said general election
as now provided by law. If at said
general election the majority of quali
fied voters voting thereon as provided
in the Constitution of the Staje of
Georgia, as amended, vote in favor of
the ratification of this amendment the
same shall, upon the result thereof
being ascertained, consolidated and
certified as provided by law, become
a part of the Constitution of this Statle,
and the Governor shall make procla
mation thereof as provided by law.

A Resolution
Proposing an amendment to the Con_
stitution, so as to disqualify a write-in
vote candidate unless he announced
his intention of candidacy ten (10) or
more days prior to the election; to
provide the method of announcing his
candidacy; to authorize the General
Assembly to enact other regulations
pertaining to holding public office; to
provide for the submission of this
amendment for ratification or rejec
tion; and for other purposes.
BE IT RESOLVED BY THE GEN
ERAL ASSEMBLY OF GEORGIA:
SECTION I
| Article 11, Section IV, of the Con
stitution, relating to persons disquali
tied to hold office is hereby amended
by adding a new paragraph at the end
thereof, to read:
“Ne person elected on a write-in
vote shall be eligible to hold office un
less notice of his intention or candi
dacy was given ten (10) or more days
prior to the election by the person to
be a write-in candidate, or by some
other person or group of persons quali
fied to vote in the subject election, as
follows: In a state general election,
to the Secretary of State and by pub
lication in a paper or general circula
tion in the state; in a general election .
of county oflicers, to the Ordinary of
the County in which he is to be a
candidate and by publication in the of
ficial organ of the same County; in a
municipal ‘general election, to the
Mayor or similar officer thereof and
by publication in the official gazette
of the municipality holding the elec
tion. The General Assembly may en
act other reasonable regulations and
require compliance therewith as a
condition of eligibility to hold office
in this State.”
SECTION II
When the above proposed amend
ment to the Constitution shall have
been agreed to by two thirds of the
members elected to each of the two
branches of the General Assembly,
and the same has been entered on their
journals with the “Ayes” and “Nays”
taken thereon, such proposed amend
ment shall be published and submitted
as provided in Article XIII, Section I,
Paragraph 1 of the Constitution of
Georgia of 1945, as amended.
The ballot submitting the above
proposed amendment shall have writ
ten or printed thereon the following:
¢“For ratification of amendment to
the Constitution so as to disqualify
write-in candidates unless they have
given notice of candidacy ten (10)
days prior to election and to authorize
the General Assembly to enact other
‘regulations,
~ “Against ratification of amendment
to the Constitution so as to disqualify

~ All persons desiring to vote in favor
of adopting the proposed amendment
shall vote for ratification of the
amendment, and all persons desiring

ratification.
If such amendment shall be ratified
as provided in said Paragraph of the
Constitution, it shall become a part
of the Constitution of this State. The
returns of the election shall be made
in like manner as returns for elections
or members of the General Assembly,
and it shall be the duty of the Secre
tary of State to ascertain the result
'nd certify the result to the Gover
nor, who shall issue his proclamation
thereon.

1945, and as the same has been hereto
fore or contemporaneously with the
ratification hereof amended, so as to
add at the end of said paragraph an
other paragraph to be known as “Para
graph V-A" reading:
“Paragraph V-A. Any person, na

State, who may after January 1, 1962.

(including equipment utilized thereon
or in connection therewith), enlarge
ment or equipment, be exempt from
all county, incorporated town or city
and school districts ad valorem taxesi
for five (5) years from the date of the
first use of the building, equipment, or I
enlargement of such plants. This pro
vision shall be self executing and shall
not require additional implementing
legislation.”
SECTION II
Be it further resolved that when

Blakely Couple’s
Grandson Builds
Rockets As Hobby
Sam Patterson, of Birm'ingham. Ala,,
and his pal, Mike Pair, the same city,
were the recent subjects of a feature
story in the Birmingham News. Sam
and Mike made news because of their
ability to build and launch rockets.
The' rockets, of course, are built of
balsa, cardboard and plastic, but their
ingenuity may lead some day to build
ing the real things. Both are 16 years
old, in the 11th grade at Hewitt-
Trussville high school in Birmingham
and belong to the National Association
of Rocketry.
Sam Patterson is the grandson of
Mr. and Mrs. Roy Hartley, of Blakely,
and the son of Mr. and M3s. Charlkes
Patterson, of Birmingham.

Latin Club
Dr. Bert Flanders, retired college
professor, who recently returned to
Blakely to make his home here, was
the speaker at the regular monthly
meeting of the Latin Club at Blakely
High School. Speaking on “The Extent
of Latin Influence on the English
Language.”
Billy Daniels, president, presided.
Reports were made by Virginia Brid
ges and Linda Widener., during the
shor( business session.
