Fifth—The eivil service of the government bae become a mere instrument of partisan tyranny and personal ambition, and an object ef eelksb-greed. It is a.scandal and reproach upon our the institutions, and breeds u denser, aliiation dan serous to tbo perpetuity of repob lican government. We therefore regard i thorough reform of the civil service as one of the most preitsing necessities of the hour; that honesty, capacity and fidelity constitute the only valid olaims to public employment; that tbe offices of the government cease to bo a mat. ter of arbitrary favoritism and patronage, and that public station! become again posts of bon er. To tbit end it is imperatively required that ao President shall be n candidate for re-elec tion. Sixth—Wo demand a system of federal taxa tion which shall not unnecessarily interfere With the industry of the people, and which •hall provide meant necessary to pay the ex penses of the government, economically admin istered, pensions, the interest on the public debt, and 1 moderate reduction, annually, of tbo* principal thereof, and recognising that there are in oar midst honest, but irreconcila ble differences of opinion with regard ta the respective systems of protection and free trade, we remit discussion of tbe snbjeet to the peo ple in their congressional districts, and to the decision of Congress thereon, wholly free of executive interference or dictation. Eight—A speedy return to ipoeia payments Is demanded alikd by tbe highest considerations of commercial morality and honest government.
