It is a scandal and reproach Upon our free institutions, and breeds a demor alisation dangerous to the perpetuity of repub liean government. We therefore regard a thorough’ reform of the civil service ** one of the most pressing necessities of the hoar; that honesty, capacity and fidelity constitute the enly valid claims to public employment; that the offices of tho government cease to bo a mat ter of arbitrary favoritism and patronage, and that publio stai ions become again posts of hon or. To this end it is imperatively required that a# President shall be a candidate fur re-elee- tien. Sixth—We demand a system of federal taxa tion which shall not unnecessarily interfere with the industry of the people, and which •hall provide means necessary to pay the ex, penaes of the government, economically admin- istared, pensions, tbe interest on the public debt, and a moderate reduction, annually, of the principal thereof, and recognising that there are in onr midst honest, but irreconcila ble differences of opinion with regard to the respective systems of protection and free trade, wa remit discussion of tbe subjeot to the peo ple in their eongressional distriets, and to tho decision 01 Congress thereon, wholly free of executive interference or dictation. Seventh—Tbe public credit must he sacredly maintained, and we denounce repudiation in every form and gnise. light—A speedy retnrn to specie payments is demanded alikd by the highest considerations •f commercial morality and honest government. The public domain should be held saered to aetuel settlers. eleventh—We hold that it is the duty ef the gevernment, in its intercourse with foreign na tions, tv cultivate the friendship of peaee by treating with all on fair and equal terms, re garding it alike dishonorable either to demand what ia not right or to submit to whatis wrong.
