It is a scandal end reproach epon our free fnstitatlons, and breeds a demor alisation dangerous to the perpetuity ef repub lican government We therefore regard a thorough reform of the civil service as one of the most pressing necessities of the hour; that honsaty. capacity and fidelity constitute the enly valid claims to pnbiie employment; that the offices of the government cease to be a mat ter of arbitrary favoritism and p»tronage, and that pablie station* beoome again posts of hon or. To this end it is imperatively required that ■e President shall be a candidate for re-eiee- tien. Sixth—We demand • system of federal taxa tion which (hail not unnecessarily interfere with the industry of the people, and which shall provide means necessary to pay the ex penses of the government, economically admin istered, pensions, the interest on the public debt, and a moderate reduction, annually, of the principal thereof, and recognising that there are in onr midst honest, bat irreconcila ble differences of opinion with regard to the respective system* of protection and free trade, we remit discussion of the snbjeet to the peo ple in their congressional district*; aod to the decision of Cbngress thereon, wholly freo of executive interference or dictation. Seventh—The public credit must be sacredly maintained, and we denounce repudiation in every form and guise. Eight— A speedy return to speeie payments is demanded alikd by the highest considerations ef commercial morality and honest government. Ninth—We remember with gratitude the heroism and sacrifice of the soldiers aod sailors ef the republic, and no act of onrs stall ever detract from their justly earned fame or of the full reward of their patriotism. Tenth—We arq opposed te all farther grants af lands to railroads or other corporations. The pablie domain should be bald sacred to actual eettlers. Zleventb—We bold tbit it is tbe duty of lb* government, in its interconrse with foreign na tions, to eultivale tbe triendsbip of peace by treating with all on fair and equal terms, re garding it alike dishonorable either to demand what is aot right or to submit to what is wrong. Twelfth—For the promotion and success of these vital principles, and the support of tbe dandidatea nominated by this convention, we invite aod cordially welcome the co-operation af all patriotic eitixens, without regard to pre vious political a • liation.
