was therefore not in n condition to be
submitted to Congress.
The President expresses bis convic
tion that the existence of African slav
ery in Cuba is a principal cause of the
lamentable condition of the island and
does not doubt that Congress shares
his hope that it will soon be made to
disappear and that peace and prosperity
will follow its abolition.

ments; one to authorize the President
to approve so much of any measure of
Congress as his judgement may dictate,
without approving the whole, and the
other to provide that when an extra
session of Congress is convened by Ex
ecutive proclamation, legislation shall
be confined to such subjects as the Ex.

He’ recommends the erection at
Washington of suitable buildings for
Cabinet officers and for such officials as
now receive commutation for quarters,
thus setting an example to the States
which may induce them to erect build
ings for their Senators. •
The message goes very fully into the
financial question, and declares that the
couutry never can have permanent
prosperity until specie payments be
reached. He recommends legislation
prohibiting national banks from paying
interests on deposits, and forcing them
into resumption if only in legal notes.

St Clair flats, and the Illinois and Mis
sissippi rivers. He recommends a gov
ernment exploration of the upper Ama
zon river and its tributaries; a revision
an d codification of the tariff laws, and
the opening of more mints.
Ho endorses the recommendation ot
the Postmaster-General for the estab
lishment of p«* office savings depos.to-
, and invites the consideration of
Cot*ress to get propositions for a pos
tal telegraph. He recommends legisla-

small gradual'd phial was held to
receive the drops as they oozed
slowly out through the poison fangs.

The venom is of a straw Color, thick
and gummy in consistency, and de
cidedly acid in its reaction on litmus
paper. 11 fo readily soluble in glyc
erine 6r watercut ^-precipitated by
strong alcohol, the precipitate being
re-dissolved with the addition of a lit
tle water. -Its toxicological proper
ties were fully tried in a variety of
animals. Half a drop produced
death ona linnet within three min
utes after being injected under the
wing. The symtoms produced in all
