universal suffrage. Here it has already
grown into a gigantic power, capable of
shifting the inspiration of a sound public
opinion and of resisting an easy change of
administration until misgovern ment
becomes intolerable and public spirit has
been sturig to the pitch of a civic revolu
tion.
The first step in reform is the eleva
tion of the standard by which the ap
pointing power selects agents to execute
official trusts. Next.in importance is a
conscientious fidelity in the exercise of
the authority to hold to account and
displace untrustworthy or incapable sub
ordinates. The public interest, in an
honest, skillful performance of. official
trust, must not be sacrificed to the
usufruct of the incumbents. After
those immediate steps, which will in
sure the exhibition of better examples,
we may w isely go on to the abolition
of unnecessary offices, finally to the pa-
tit;nt, careful organization of a better
civil service system' under the tests
wherever practical of proved competen
cy and fidelity.
While much may he accomplished
by these methods it might encourage
delusive expectations if I withheld here
the expression of my conviction that no
reform of civil service in this country
will be complete and permanent until its
chief magistrate is constitutionally dis
qualified for re election, experience hav
ing repeatedly exposed the futility or self-
imposed restrictions by candidates or in
cumbents. Through this solemnity only
can lie ho effectually delivered from his
greatest temptation to misuse the power
and patronage with which the Executive
is necessarily charged.
CONCLUSION.
Educated in the belief that it is the first
duty of a citizen of the Republic to take
his fair allotment of care ana trouble in
public affairs, I have for forty years as a
j rivato citizen fulfilled that duty. Though
occupied in an unusual degree during all
that period with the concerns of govern-'
ment, I have never acquired the Habit of
official life. When, a year and a half
ago, I entered upon my present trust, it
was in order to consummate reform to
which I had already devoted several of
tlie best years of my life, and knowing as
1 do therefore from fresh experience how
great is the difference betweer gliding
through an official routine and working
out a reform of systems and policies, it
is impossible for me to contemplate what
needs to dc done in the federal adminis
tration without an anxious sense of the
difficulties of the undertaking. If sum
moned by tlie suffrages of my country
men to attempt this work, I shall endeav
or, with God’s help, to be the efficient in
strument of their will.

Having kicked every honest man out
of the Traasury Department, Grant has
now turned his attention to the Post Of
fice Department. Chief Clerk Stowell
received his notice to quit and went. His
only misdemeanor was that he sympathiz
ed with Jewell in his desire to run the
Post Office Department on honest busi
ness principles. Special Agent Sperry
will be the next victim. His offense is
more rank. He went to Connecticut and
took part in the reception to Jewell on
his return to his own people. Woodward,
Chief Special Agent is also to go at once,
and it is said a number of others will
soon follow.
T HE POLITICAL CAMPAIGN OF 1807,
which includes National, State and coun
ty elections, and which will undoubtedly be
the most active and hotly contested of any
since the memorable canvass of 181)0, is now
fairly opened. The National TVmocrntic
Party will this year make a hold, vigorous,
and doubtless successful struggle lor the
maintainance and supremacy of ihose prin
ciples which are vita! to the prosperity of
tlie Republic and essential to the well-being
of the people.
In addition to the Presidential election,
the people of Georgia and Florida will elect
new Slate governments. In Florida the
campaigns promises to he unusually vigor
ous, and there is a probability that for the
first time since the war the people of that
Radical-ridden State will elect a Democratic
State government. In these campaigns the
people of the South are deeply interested ;
and every intelligent citizen, who has the
welfare of liis country and liis section at
heart, should acquaint himself with every
detail of tlie great work of redemption and
reform that is now going on.
To this end he should subscribe to and as
sist in circulating the SAVANNAH MORN
ING NEWS, an independent Democratic
newspaper, of pronounced opinions and fear
less, in their expression ; a paper that is
recognized everywhere as the best daily in
tlie South. Its editorial department is vig
orous, thoughtful, and consistent, while its
news and local departments are marvels of
industry anil completeness. Its department
of Georgia and Florida affairs is not. confin
ed to a mere barren summary of events
transpiring in'those States, but is enlivened
by comment at once apt, timely, and racy.
