Since l!ic days of Andrew Jackson,
when party strife was at its highest,
the policy of rewarding extreme par
tisans with office, and the disposal of
the same, has been a common chaiac
teristic of political parties in this coun
try. ‘‘To the victors, belong the
spoils,” has been the shibboleth, of
the politicians, in urging them for
ward, in their extreme devotion to
party, in which they would have the
“dear people, believe they were act tin
ted simply bv principle and patriot
ism This programme of putting the
disposal of the offices connected with
the general government, in the hands
of the politicians, is acknowledged by
all, to be a great source ( f cor. option,
as well as of iueompelency, in mans
aging the affairs of government.—
Through this means, many men have
been appointed to office, who did not
possess a single qualification, for the
positions, to which they aspired.—
Since this iniquitous policy was inau
gurated, no party has had the moral
nerve, to repudiate this extravagant
source of corruption, and pi.t the re
quisite for holding office, where it
properly belongs, viz ; upon the
ground of merit, competency and in
tegrity. And so all of our political
parties, are built up and sustained,
more or less by “the cohesive power
of public plunder,'while all acknowl
edge the necessity of a reform
in the civil service. One of the
gravest charges, in the late cam
paign, against General Grant, was
the abuse of the civil service, by ap
pointing incompetents, rascals, rogues
and relatives to office. To this charge
his friends invariably replied, by
claiming that he was in favor of civil
service reform, and would do all he
could, to purify this arm of the gov
ernment. Notwithstanding this as
sertion, facts did not bear them out
in their claim for the President Since
his re-election however, President
Grant lias shown a disposition, we are
told to commence aright in this mat
ter. lie has lately, the telegraph in
forms us, rebuffed one of his most
powerful political allies, Senator Cam
eron of Peusylvania, who j•resumed
to dictate to him, who should be Post
Master at Philadelphia, and who in
sisted upon the position being given
to one of his satellites. The Presi
dent, it is said, gave Cameron to un
derstand, that he should appoint the
man best fitted to fill the position,
regardless of the wishes of politicians.
This is a step in the right direction.
Let General Grant stick to it and he
will gain the respect and admiration
of all parties for this net, and do a
service for his country, which all can
unite in praising.

ed through the ordeal, and starts out
anew on the second fitty years with
a larger list of readers and more nu
merous friends than ever. Such a
steady course of prosperity is unex
ampled, and inspires confidence. We
heartily rejoice in the great success of
a paper which has always advocated
those sound that underlie
the foundations of society and good
government. Orthodox in the truest
sense, both in Church and State, its
influence is always W e see its
publishers propose to give to even*
subscriber for 1873 an appropriately
embellished Jubilee Year Book.
Those who subscribe v.ih have no
cause to regret the step. $3 a year.

quite interesting. The leading illus

ting. Mrs. Oiipbant’s story “At His
Cutes, is concluded in this number,
and will at once be issued in book
form by Scribner, Armstrong Sc Cos.

The Atlanta Whig office is offered

Elder T. M. Harris, of the Chris
tian Church, proposes to start a religi
ons paper in Atlanta, to be called, the
Evangelist.
The editor of the Chattooga Ad
vertiser has received some more line
turnips.
The Chatooga Advertiser gets after
an ungrateful wietch, who failed to
make any response to a minister for
marrying him, after said minister had
rode fifteen miles for that purpose.
S. N Hawkins, has bought a third
interest in the Covington Enterprise.
Mr. Green 13. Crenshaw of Newton
county, was seriously hurt last week
by being run over by a wagon.
Dud Thompson, white, and Chas.
Hammond, black, were killed on the
16th inst., by the falling of a portion
of the wall of Emory College building,
which was being taken down.
Married in Covington on the 14th

The Good Templars of Covington
are increasing.
The Hon. David W Lewis has ac
copied the Presidency of the North
Georgia Agricultural College at Dah-
Lonega.
Carroll s Cold Winter Soap Troupe,
has been to Calhoun, and the Times
gives it the usual puff.
Lewis Ilolsenbuck, a young man of
Gordon county was killed last week,
by the accidental discharge of his
gun, while out hunting.
A man near Albany, makes eight
dollars per day catching cat fish, out
of his trap.
An apprentice in the Albany News
office, Sam Barton, owns and publishes
a paper, called the “ The Little Pa
triot,” which the News says is grow
ing to be quite popular. His little
sister sets the type for it.
The horse disease is in Albany.
Swayze of the American Union at
Macon, has been divorced.
The proprietors of the Macon En
terprise deny the report that, that
paper is to become a Grant organ,
upon the suspension of the Union.—
They assert that the Enterprise is
Democratic and will remain so until
the Democratic party dies.
Barnumfs show is advertised to be
in Atlanta, December G.
The Hon. A. 11. Stephens, while in
Atlanta last week, was visited by the
pupils of the Girl’s High School.
The Marietta Journal tells of a lady
of that county, who being thrown
upon her own resources, for supplying
the necessities of life for herself and
children, rented 5 acres of poor land,
which she cultivated with her own
hands, making 4 bales of cotton.

The last issue of the Houston Home
Journal contains the valedictory of J.

A mule, 27 years of age died last
week in Frauklin.
The editor of the West Point News,

efficient marshal, after giving him * is
blessing, and advising him to put .a

loose.

the following, upon the Randolph
county, (Ala.,) member of the Legisla
tuve :
Randolph county, Ala., will be rep
resented in the Legislature by a Rad-'
ieal of very dtrmuriiive powers, lie
came to West Point to take the train
to go to Montgomery. He had two
large cloth wallets filled with biscuit,
hog-liver and roasted potatoes, enough
he said, to last, him until “ the Legis
lature busted.” Ex Gov. "SY in. Smith
was accompanying him, evidently for
the purpose of showing him tiie way
to the Capital of Alabama. The last
seen of them, they were going to the
depot, Gov. Smith in the lead and the
verdant Legislator swinging to the
flaps of his coat-tail, hogging not to
let “kars bite him.” They say just
after he got aboard the train the whis
tle blew, and it required four men to
keep him in the car.

22nd Inst, we clip the following :
We are informed by Capt. White,
the President, that the trains on the
Savannah, Griffin & North Alabama
Railroad, will cross the Chattahoochee
river next week. This will open up
to the road anew source of revenue,
and will doubtless necessitate the put
ting on of another train.
It is stated that at Society Hill,
South Carolina, after the war, three
widow ladies, who were in great want
sent to some-Charleston merchants
an enquiry whether they could oblaiu
glass jars and sugar on a credit for
the purpose of making preserves, to
see if they could make any money out
of the Business. The ciedit was giv
en, the preserves made and shipped
to New York City and sold. They
found the business profitable. At the
present lime forty families are suppms
ted at Society Hill by this industry
alone, commenced by three enterpris
ing widows.
