Poor South Carolina.
We publish upon our outside this
week, :i letter to the Cincinnati Com
inercial, descriptive of Scenes in the
South Carolina Legislature. When
We bear in mind that the Commercial
is a Republican paper, and that its
correspondent, ‘‘ll. V. E.— 11. V.
Redficld, is also a Republican, and
bears no special love to us as a people,
we can realize to some extent, the deg
radation, to which this unfortunate
State has be< nr reduced. Such scenes
arc a foul blot upon the civilization of
the age, and yet strange to say, they
are the legitimate results of the states
manship of a party, which claims to
be the party of civilization, “great
moral ideas” &c., &c. ‘By their
fruits ye shall know them," and judg
ing their pretentions, by the results of
their teachings, as shown in South
Carolina, Florida, Louisiana, Arkan
s:is and wherever they have obtained
control, what are we to think ot such
hypocritical cant?
In looking at the ennditon of South
Carolina, how thankful we should be,
that Georgia has come up “cut of the
wilderness,” out of tlffc darkness or
blackness rather, ot political death,
and stands to day, “redeemed and
disenthralled.”
The Legislature.
The Legislature of this State met in
Atlanta, on Wednesday of last week
In the organization of the two houses,
Trammell of Bartow was elected Pres
ident of the Senate,and Bacon of Bibb,
Speaker of the House. Up to time ot
this writing, nothing of any special iiv
terest ha3 taken place. The election
of United States Senator, which devol
ves upon this Legislature, seems to ex
cite more than usual interest. Gordon
Hill, and Stephens appear to be the
most prominent.
In the proceedings of the lower
House, we notice that Mr. Longofthis
County has introduced the following
hills, which have passed their first
reacting: A bill to change the line be
tween Carroll and Haralson Counties;
a bill to charter Whites burg, and al
so a bill to amend the act amending
the sixth section of the act to incorpo
rate the Savannah, Griffin, and North
Alabama Rail Road.
Napoleon Dead. —Napoleon the 111.
late emperor of France, died at Chisel
hurst, on the 9th inst. The career of
Napoleon Ims been a remarkable one,
and the history of his life reads like a
romance. It is quite probable, had his
life been spared much longer, he
would have again appeared prominent
ly in French politics. As it is, we ex
peel to hear no more of the Napoleon
dynasty in France.
There arc scores of agents, it
is said, all over the State, trying to
get the negroes to emigrate west. —
While Georgia needs laborers, we do
not think, she would be badly hurt by
the imigration ot the colored brother.

lanta Constitution from Washington,
States that the lower house of Con
gross Las determined to pay no more
money to contestants. It this be true,
as it should be, we have no doubt, but
that Bethune will abandon his contest
for Harris’ seat.
State House Officers. —ln the
election for State House officers on i
the 11th inst by the Georgia Legis
lature, the following gentlemen were
chosen : For Secretary of State, N. C
Barnett, of Fulton; for Stale Treasurer, 1
John Jones of Baldwin; for Comptrol
or General W. L. Uoklniinth of De-
Kalb.
*ar The Atlanta Sun. says that Mr.
Stephen’s health is better than it has
ever been, that he daily undergoes
labor reaching far into the night, with
unflagging industry. That dm ing the
year 1872 he was not confined to his
bed a single day—b£ing the first year
of his life in which he was so fortunate.
fi'-aiT The Hon. John S. Bigby has
obtained an indefinite leave of absence,
from his duties iu Washington, on ac
count of sickness in his family
Governor Smith’s Message.— The
message of Gov. Smith to the Georgia
Legislature, whjph we hope to publish
in full or in condensed form in our
next issue is a plain, practical busi
ness—like documenet, It—indulges

Letter from the State Capital.
Editor Times : —The election for
State House officers has resulted in
the choice of men, who are so well
suited to the positions assigned them
by the Legislature, that our people
may well congratulate themselves that
in this election at least, they have not
been miss-represented by their Repre
sentatives, and that their interests
have been carefully guarded. N. C.
Barnett was elected Secretary of St.it'%
a position lie has filled worthily before,
W L. Gold-mith is Comptroler Gen
era 1 , and will make a most efficient
one. But the Legislature did Georgia
justice on a still grander scale, in the
election of John Jones for State Treas
urer. Not but that Dr Angler his pre
decessor was a good man, and a faith
ful officer, but who of us fail to re
member the chivalrous conduct of
John Jones when the financial agent
of the Atlanta Constitutional Conven
-tion went to Miiledgeville to try to
draw funds cn General Popes order to
pay members that body; and still later
when General Meade removed Jones
from the office of State Treasurer, and
his military appointee took charge of
the office, that the funds of the State
had been removed and the hungry eon
vention, had to devise other means, to
provide the wherewithal to pay wash
bills. Our boys here, and I reckon
everywhere, when a man has done
something very wrong, say ot him
that he has acted the “Bill Jones.’’
Now John Jones is to my mind so
emphatically “ the ri<;ht man in the
right place” that I propose that here*
after when a man shall prove extracts
dinanly faithful to every trust impos
ed, he shall be said to have acted the
John Jones. It is generally under
stood that the election for State Prin
ter will come off on Friday next,—
rr hbre being some twenty odd candi
dates for that position, the contest
will excite some interest.- It seems
also to be a general understanding
that the election for United States
Senator will take place on next Tues
day. Chances favor Gordon, but if
lie should fail to develop sufficient
strength to elect him, Mr. Stephens
will almost certainly be elected, as he
is the second choice ot all, but those
who choose him first, last and ail the
time. Let us hope that the Legisla
ture will do all in their power to
promote the good of the people, and
nothing that will injure them. Your
immediate representative Mr. Long
has introduced a bill to incorporate
Whit'esbUrg and another to change
the line between Carroll and Haralson
counties Our Superior Court is cn
gaged on the common law docket.—

is nothing in its proceedings that
would be of general interest.—
Motions for new trials in several crim
inals cases, will probably be heard
soon, Especially the Malone case. lam
glad to know the agitation of the ques
tion of building brick houses in your
new city. Will mention for the bene
fit of any who may desire to build
with brick, or to make brick, that
they cost only about $1.03 per thou
sand to make them here, and wood is
worth $4,0'3 a cord, at least all through
the summer. It is the prevailng opin
ion among mechanics and builders
now, that with brick at $5.00 per thou
sand a brick House Costs-less than a
wooden house of the same class. More

k'u) A The Griffin News says; “Mr
Johnson engineer of the Victory, in
the late collision, was arrested yester
day by order of the President of the
Central Railroad, and placed in the
Macon jail. V hen arrested, lie was
on his way to Macon, to be present at
the investigation of the u sad affair,
which will probably be on Monday
next. lie showed no disposition to
escape, as he had sufficient opportunity
to do so. Johnson has been an engi
neer over seven years, ami run the
principal portion of that time on the
Vicksburg and Meridian Railroad,
which is a didfficult line to run, and
never had an accident, He has been
on the Southwestern Road about five
months and on the Macon and Western
Road about three months, where he
has been regarded as a careful and
skilled engineer.”
A Paris correspondent argues
that a married woman on the stage ex
ereises less magnetism over an audi
ence than a single woman does; that
the fact she belongs to another; that
her brightest glances, sweetest dim
ples, and most musical tones are for
him, unconciously diminishes her in
fluence; and states in illustration that
there were offered in Paris what were
called Christine Nilsson watches, which
had a great sale, but when she
took a husband their demand sosensi'
bly diminished that the proprietor
changed their name.

ter for distribution If you think it
or any part of it would interest your
readers, it is heartily at vour service.
Every citizen is interested in diflu ing
correct information with regard to our
resources, progress and prospects: and
all should cultivate an honest pride in
our county devclopnynf. Indeed, I
hopwyour Georgia exchanges will
think the matter not unworthy of con
1 sideration, and will aid in removing
much unfounded misapprehension that
exists especially in some of the older
counties, with regard to Carroll.

Dear Sir : —Carrollton is the pro
posed intersection of three railroads—
“ The Savatwah Griffin and* North
Alabama*” “The Georgia Western,”
and “The North and South.” The
first—of which the grading to this
place is nearly completed and on
which the cars are running to a point
12 miles distant—will give us connec
tion' with the rail road systems of
Georgia and Alabama ; the second,
in course of construction,- will make
that connection still more intimate,
placing ns within a few hours of At
latitat and the coal and iron beds of
Alabama’; the third, which is ap
proaching us from each ot its termini,
will give us a direct line, north and
south from Rome to Columbus, unit
ing us, through those points, with
The Lakes and The Gulf. The S G. &
N. A., wilt be finished to this place
during the present year; the others will
not reach us so soon. Upon their
completion Carrollton will have facil
ities, possessed by few localities in the
State. We now have daily mails and
a weekly newspaper. The future of
our town is one of much promise.
The county of Carroll is high and
healthy; it has a pleasant climate, most
excellent water, much productive land
in cultivation, a great deal of virgin
soil, many good mills and several sac
tories, large resources in timber,
minerals and waterpower, and a hardy
industrious white populatem. It is
too, emphatically,a white man’s coun
try —the negro- population being
small.
The natural resources of this section
and the facilities which it will have
upon the completion of the railroads
mentioned, arc attracting much atten
tion abroad; and there is no doubt that
Carroll will, ere long, become one of
the leading counties of the State in
population and enterprise, wealth and
intelligence.
kSuch are the prospects of Carroll
ton and Carroll county, and in Carol]
ton is located the “Carroll Masonic
Institute” of which I have charge.
This Institution contemplates in its
{dan the thorough organization of the
foil owing schools:
I. Math mat ies; 11. Natural Sciences;
111. Ancient Languages; IV. Modern
Languages.
The Institute has been in operation
two years with these schools, outlined
from the first, all partly in operation.
We have had classes in Algebra, Ge
ometry, Surveying, Analytical Geom
etry, Calculus, French, Latin, Spanish,
advanced English studies, Natural
PhLosaphy, etc, —also in Book
Keeping. This year Greek wid be
added to the course —and German* as
soon as arrangements can be made to
do so.
The Institute is now permanently
established in the contidence of the
public, and its continued success and
development are only questions of
time and persistent effort. Mv nu
merous friends and former pupils take
great interest in my educational la
bors here; the Masons, too, of this
grand jurisdiction give me much en
couragement; and I expect —-it blessed
with the Divine favor and good health,
and if the hearty co operation of the
community is extended to me—a long
and continually - widening career of
usefulness at this place, aud I hope—
with the aid of my coleagues—to make
the Institute a blessing to the town
and county.

Three Thousand Dollars.
Precisely! That’s what it costs!
Three thousand dollars to run the Leg
islatuve one day! Think of it, gentle
men! And for the* Lords’ sake be
prompt, energetic and business-like in
tlie dispatch of the business before you
The State is poor; she is ridden down
with debt; the taxes are grievous; the
people are discouraged, hundreds are
leaving the old lulls; hence give us
a short session, little legislation and
light taxes. Don’t make long speeches
It is probable that the most of you
have especial sentiments that you
must impress upon the House or Sen
ate, and it may be that many oh yon
have st >;vd a viv in the old garret
of your memory, some gay, wordy,
sophomoric speech, from which you
would fain shake the dust ot the years
that are gone, and flash iu pretty col
ons in the sun light again.
If so, be brief. The man must be of
considerable consequence who can
speak on any Subject for thtWe hours,
under the knowledge that his time is
costing the State SSOO an hour; yet
such is the case. There is no specta
cle so sublime as to see two giant
statesmen wrestling with the <lidef
ence bet ween “ tweedfe-dum ’’and
“tweedle dee” for four hours, while an
admiring house chusps its hands at $7
a day, and the people are hied to' the
tune of $3,003. But we trust theft
will be none of this foolish pirating
during the session, and the most of
the members will agree with Josh bil
lings, that “il a man don’t strike iU in
thirty minutes, he’s either boring hi the
wrong place, or he s got a \nigtv dull
nuger.” —Atldnta Ilerald.
A Two Edged Argument.— Mr.
Townsend, in behalf of Stokes, quoted
from Cicero’s defense of Milo, (the null*
derer of Clodius,) “Will veil doom to
death the man who relieved von of his
presence?'’ Applying the remark to
this case, the question naturally fol
lows: “Would you doom to death a
pub! cbonefactor like Stokes for reliev
ing the community of a rascal like
Fisk?” The way tilings go now, that
conundrum does seem to have some
justification; but the comparison of
Stokes, by his own counsel, to that
prince of Roman bullies and “Dead'
Rabbits,’ Publius Clodius, leads us to
infer, according to Air fio.vnmu Is ;ir

he would have had just as good a
claim to tie considered a public be e
