The Bogus Bunds.
An amendment wa9 passed by the
two last Legislatures of this State pro
hibiting the future Legislatures and
the courts of this Slate, from recogv
tiizing the bogus Bullock bonds. This
amendment will have to be ratified by
the people, and the Governor has or
dered an election to be held through
out the State on next Tuesday, the
Ist day of May, foi the purpose ot vot
ing upon th e same.
The bonds, which it is proposed to
repudiate have been declared ‘illegal,
fraudulent and void,’ alter thorough
Investigation by a committee, appoint
ted by the Legislature to look into
thia matter. And now this amendment
of the constitution having been adop
ted by more than two thirds of two
Legislatures, it only remains for the
people to ratify it. in order to make
it a part of the constitution. Parties
in favor ot the amendment will vote
‘ratification/ those opposed ‘no ralifi,
eation.'
War m Europe.
The Czar of Russia has issued his
manifesto declaring war against Tur
key and the Russian troops are now
en route to Turkish territory. This
state of things has been threatening
for Boino time, and now that hostili •
ties have actually commenced, we may
expect no child s play.
Both countries are prepared for the
contest and will go into it fully equip
ped for along and b tter struggle.—
Wo will publish an article from the
Chicago Inter-Ocean next week giv
ing some account of the causes that
have led to the present war.
Tins war speck across the waters
will not be without its effect on this
side of the ocean. In fact breadstuff’s
have already risen and will probably
go up higher. We hope our farmers
will carefully read the circular, pub
lished on our fourth page, from the
commissioner of agriculture and <»x>v
ern themselves accordingly.
Louisiana.
The President has ordered the with
drawal ot the troops from ihe State
House iti Louisiana. The withdrawal
was lo toive taken place at 12 o'clock
on last luesday. This action virtual
ly puts Nicholls in the gubernatorial
as the bayonet was the prop
which has held up Packard so long.
Ihe Packard Legislature have begun
to desert him, like ra t s leaving a sink
ing ship, going over to the Nicholls
body. It is generally admitted that
Nicholls is in command of the situa
tion and that Packard can not hold
out long.

The Baptists of Georgia number
nearly two hundred thousand. Their
principal college in the State is Mer
cer L diversity, Macon Georgia, with
its branches: Hearn School, Cave
brings, Georgia; Crawford High
School, Dalton, Georgia; and Mercer
High School, Pen field, Georgia. The
Baptist paper of the State is the
Cluistian Index, an eight page aper
owned by Jas. P. Itarrisen & Cos., At
lanta, Ga.

Our Washington Letter.
THE SITUATION
The administration repahli. nus are
no little annoyed by tli3 refusal us the
Packa and faction to accept i he proposi
tion submitted by -flic Commissioner’
yesterday and the apparent determi
nation not to submit to the bidding of
‘the Presidents agents. There was a
general admission among the Cabinet
that the crowd headed bv Warmouih
complicated matters somewhat, but
would only make Packard’s tall the
harder in the end. The talk ot
the politicians here was loud
upon the situation. According to
some ot the Radicals, Warruouth has
‘been seen’ by Packard, and his course
yesterday, was the result of the free
use of money. Others see in the affair
nearly a stock-jobbers trick. Packard
intends to hold out in the expectation
ot forcing Hayes to decide between
himself and Gov. Nicholls. It is be
lieved that the President is not to be
deterred from withdrawing the troops
by this defiant attitude ot Pacdard,
but will rather act with mole prompt
ness, and relieve the people ot Louis
iana from further suspense.
THE RUSSIAN VISITOR.
The Grand Duke Alexis and sev
eral officers of the Russian fleet arriv
ed here on Tuesday from New York,
and called on the Russian Minister
whose guests they arc. When Alexis
called on Grant some years ago there
was a serious disagreement between
Minister Cataoazv, and Secretary Fish
which led to the former’s recall, and
Mr Cataoazy was permitted to accom
pany Alexis to the White House, but
was not permitted to take part in the
conversation. This, of course, render
ed the occasion a stiff one. Alexis
never called on Grant again. But now
after, Grant s retirement to private
life, aud there is another hand at the
helm ot our National barque. The
Grand Duke can visit the White
House, receive and accept invitations
to a State dinner, as an apology for
past want of courtesy to the great
Ru-sian Bear. This diplomatic din
ner given last night, was attended by
all the notabilities of foreign courts
as well as those prominent in nation
al affairs here, 30 plates being laid
It being given in honor of Duke ADx
is, who, together with his suite, at
tracted considerable attention on ac
count of his fine physical appearance,
as well as the grandness of his uni
form. The President and Mis. Hayes
received the company, aud dinner w as
served as usual in the State dining

TIIK PRINTING BUREAU.

throughout the city, and, as was to
have been expected, many of the un
fortunate peop'e have already com
menced a siege upon the officials for
reinstatement. Secretary Sherman
says he never suffered more pain in
his life than he did in the recent dis
charge ot employees, ni my of whom
are poor and needy, hut the public
work having so vastly decreased, the
number ot employees must be cut
down to a fair working basis, and
kept so. Tile scenes m the Treasury
were very affecting as the death roll
was n ad to the unfortunate recipients
ot discharge. Many were so affected as
to he unable to sign their names to the
receipts foi tin ir month’s wages. A poor
widow who h id lost husband, broiher
and lather, in 'lie late war, signed her
name bravely but as she passed down
t’ o room her pent up grief became
uncontrollable, aud w th tears .-beam
ing down her face she wrung her

Many who exhib t <1 little emotion
went out to starvation for themselves
and families, and with pale faces and
compressed lips seemed to have made
up their mindsho and e now that the scan

sights as yesterday gave us, arouse not
only our pity hut our indignation, in
the knowledge that favoritism retained
scores of wealthy persons, those wiih
houses and lots and money at interest
while turning the widow and orphan
out to die just he cause the lack of in

as absolutely false. Since there are so
main aspirants for this honor we do

Randall s success as we did, tor there
is prospect now ot a fight like that oi
the Kilkenny cats, and perchance
there won’t lie a grease spot left of
the ex-Speaker’s present brilliant
prospect of being his own succes
sor.
KOUCII OX HUFF.
There is an old saw that must be
amended. When it is said that ‘death
and taxes cannot be escaped,’ it must
be added, ‘nor the Singer Sewing Ma
chine company.' Several parties ot re
cent years have attempted to get
away with the company’s funds, and
tailed, and the latest ot these cheva
liers dlndustrie is a man by the
name ot
JOHN 11. huff.
He was the canvassing aud collect
ing agent of the company at Fair
burn, on the We?t Point road, arid
absconded <>n or about, March 6, after
embezzling several hundred dollars of
the compnav’s funds, made from col
lections and selling machines, con
signed to hi .it, at prices below the
market aud pocketing the ready
cash.
Col. Leonard, the alert and deter
mined agent here, at once sent circu
lar descriptions and photographs of
Huff all over the country and direct
ing his arrest.
One of these fell into the hands of
Sheriff Hewitt, ot Carroll 'county,
who knew Huff’ well. Hewitt at
once

of the fugitive sewing machinist and
for weeks has been following him,
track by track, and on Tuesday last
at 2 o’clock in the morning, effected
his arrest, aided by Mr. Snepherd ot
the Singer agency here, in Clebtirn
county Ala., Riddull’s Bridge, near
Tullafian.
He was brought to this city and
Saturday evening had a preliminary
trial before Justice Butt. He was
required to give bail hi $2,000 to ap
pear before the superior court, He
will be indicted ai the sitting of the
next grand jury.
HIS MANY WANDERINGS.
After his arrest Huff gave some de
tails of hi* fugitive experience. He
said he ‘went in to win’ on the com
pany and before leaving Fan-burn lie
gathered up all his photographs that
were out and sent them to the coun
try where they were locked np in a
trunk. He then wei.t to Carroll coun
ty. He crossed the Chattahoochee
in abatteau, which he got possession
of by filing the chain that held it to
its fastenings on the bank. lie re
mained in Carroll county about two
weeks, and then went to Alabama.—
He avoided ferries and bridges, and
used his file in getting loose boats at
the various streams that he had to
cross.
No money was recovered from him
He said that he spent S2OO of the
amount in a faro bank on Marietta
street in this city. After his arrest
and after his arrival in tins city, he
was given a fair opportuninity to
make a settlement of his accounts, it
he chose to do so, claiming that he
he did nothing criminal. He refused
to stetle.
THE MANNER OF HIS ARREST
was as follows: The bird was housed
aud asleep in the house of John Far
mer, when it was surrounded at 2 a
m, and Huff was called foi. He came
to the hack door where Sheriff Hew
it was and presented himself, holding
a pistol in each hand. Hewitt spoke
to him and commanded him to stand
He replied that it it was Hewitt he
would surrender. He askel if they
were Hewitt and Shepherd, and be
ing answered in the affirmative, he
returned to tfie front door and gave
himself up.
Sheriff ITewitt and Mr. Shepherd
deserve great credit for the persisten
cy and energy shown m their pursuit
and capture of Huff. They forded
streams, swam rivers and were nine
ty-six hours without sleep and with
but two meals during the time. Sher
iff Hewitt was handsomely rewarded
by the company, and returns home
Sunday in conveyance furnished by
them.
Col. Leonard is determined to make
an example of every man in his ser
vice who proves h defaulter, and his
past success in catching such recreant
employees is good evidence that he
will in the future carry otlt to the let
ter his policy in this matter.—Allan
