From the Chicago Times.
Coiicerfiing Fish Fonda,
There are comparatively few
j farms on which a fish pond cannot be
■ costructed and supplied with water
at a very moderate expenditure of
labor and money. In many cases
a dam may be thrown across a ra
vine, and all the work ‘of excava
ting a pond be saved. This dam
may be built of stone, laid in hydrau
lic cement mortar, or concrete,
or of timbers imbedded jn the
banks, and plank fastened to them
with spikes or wooden pins.—
There are often low places inti field
or pasture that may be sunk a few
feet by means of a plough and
scraper. In some cases, as where
the water for filling the pond is
conducted through a spout or
pipe, the earth taken from the
bottom of the excavation may be
banked up round the sjden so that
the surface of the water may be
higher than that of the land in the
immediate vicinity.
Occasionally a pond or a series of
ponds may be made to excellent
advantage, by widening and deep
ening a stream that flows through
a portion of the farm. By a little
judicious management a stream
may be made to wash out
a deeper and wider channel. Ra
vines are the result of the washing
of streams undirected, and unassis
ted by human intelligence and
skill, When there is a consider
able stream to supply water, it is
desirable to have the pond lang and
narrow, that the contents may be
changed as often as possible,—
The oftener the water is changed
the cooler it, will be and the less
liable to become charged with
impurities, A series of small
ponds is better than one large one
as particular varieties of fish mav
be kept in the different pond's
without liability of their preying
on each other. SmaH ponds con
nected with each other by a running
stream render it easy to keep fish
of different ages, but of the same va
riety, separate when it is desired to
do so. By the employment of
woven wire, the fish may be con
fined in their appropriate ponds,
and no impediment presented to
the free flow of the water.
Water for the supply of ponds
may be obtained from streams
flowing through the farm, from
springs located on it, or it may be
conducted from streams or springs
on the property of others, Wood
en, iron, lead, or earthen pipes,
maybe employed for conveying
water. Fields that are drained by
means of tile often afford a supply
of water that can be employed for
filling fish ponds to good advan
tego. The. water raised by wind
mills from common wells can also
be used for the same purpose.—
When practical it is advisable to
have the water, fiom whatever
source derived, fall through the
air before it enters the pond.—
Small falls between connecting
ponds serve to aerify the water
that falls over them.
In constructing a fish pond, it
is desirable to have some quiet,
deep places in it where fish may
retreat when they wish to remain
quiet It is also well to provide
places of retreat from the light of
the sun, These may be made of
thin stones, laid on supporters, or
shelving stones may be fastened in
the banks of the pond. Shade
may also be made of cheap boards
and anchored at convenient places
in the pond, Natural shade may
be provided by planting the roots
of white and yellow water lilies in
the earth at the bottom of the
ponds, Their leaves afford shade
and give out oxygen that is absorb
ed by the water for the use 'of the
fish. Both the leaves and the
flowers of the lilies are highly or
namental as well as useful, Water
cress may be raised on the banks of
the ponds to excellent advantage,
It is not bo disirable to plant
decidious trees on or near the banks
of fish ponds. It is true that they
shade the water during the hot
weather, but their leaves fall in
autumn, sink to the bottom after
they become saturated with water,
and become a source of corruption.
The presence of evergreens on the
banks of ponds, however, is to be
desired. White sand, pebbles, and
washed gravel form the best cover
ing for the banks. The earth on
which the covering rests should be
as firm as possible, so that it will
not wash and render the water
murkey. Some persons employ
hogs to good advantage in render
ing the bottom of fish ponds firm.
After the excavatien is completed
they scatter corn and allow the
hogs to pick it np. In sn doing
they tramp the ground to each an
•extent that it becoms very solid.

KeprcNenia.li<*4> in Congress,
There is at present a member of
the lower house of congress to ev
ery 131,425 inhabitants, Under
this ratio there are now 293 mem
bers, Since the formation of
the government the number to con
stitute a congressional district has
been increased every ten years.—
Under the present {proportionment
and the census returns there would
be 400 congressmen. The hall
is not sufticentfor their accommoda
tion, and the body would be very
unwieldly. With a basis of 160,-
000 it is estimated the member
ship will remain as now, but
some of the states will lose while
others gain, All the states have
inoresed in population during the
past ten years, but some far great
er than others, The south does
not exhibit the advance of the
great west leaving out Texas. That
commonwealth is reported as having
added a million to her inhabitants
in ten years. The eastern states
have made little progress, while
New York, Missouri, Kansas and
others have made immense strides
forward. It is pretty certain un
der the new apportionment some of
the New England as well as the
southern states will loose delega
tions. Probably the gain in Tex
as and Missouri will counterbalance
the Josses elsewhere in the ex-Con
federacy. We believe that Georgia
will be able to hold her own but
the squeeze will be close if the 160,-
000 basis be established, If the
170,000 be adoped our representa
tion will be cut off one member
most probably.
The basis is ascertained by divid
ing the number of the seats in the
hall of the house into the
total population, and making
the quotient a congressional dis
trict which the states respectively
arrange as pleases the legislatures,
This will not be done before 1883,
as the last proportion was fixed at
1873. AVe have seen the total
population put at fifty-one mil
lion, but nothing official is known,
M. E. .T. thus writes to the
Augusta News: I learned that
during the only war in which the
present state administration lias
had the privilege of being involved
during its incumbency, a very grave
faux pas has been committed, which
doubtless will be interesting. It
seems that war down at Jonesboro
was declared during the night, and
while the vigilant and enthusiastic
adjutant general of the militia and
volunteer forces of Georgia, Maj.
John B. Baird lay in bed asleep,
the official pronunciamento was
bated forth, with the name of. the
ever watchful and alert private
secretary of the governor, Col. Isa
ac W. Avery, attached to the in
strument as “acting assistant adju
tant general.” This is an office not
heretofore known, but at the same
time it is a good office—it’s better
than none, But Major Baird, who
has really done a good deal for the
military of Georgia, thought the
administration should have had him
awakened from his slumbers,and that
it could have done so with as much
ease as any of the other noted at
taches were aroused; hence, not
withstanding the fact that Major
Baird had just purchased a fine uni
form from Captain Harry Jackson,
he sent in his resignation, and now
the state of Georgia is without any
other officer in that branch of the
service than an acting assistant ad
jutant general, unless Major Baird
has been prevailed upon to with
draw his resignation or the Govern
or has appointed another in his
stead. When there was about to
be-a riot in Sandersville, in Wash
ington county, Governor Smith did
not send down the military ; he
went himself and easily quelled all
disturbance.
