temala. As a revolution has re
cently broken out there, an account
of that country may be interesting
to the readers of the Times and we
copy extracts from a letter of Mr.
McCormick io the Tnuvu-Dcmo
erat.
“My first \irit to Guatemala was
in March 1884- The purpose of
my visit was to secure for my firm
the construction of as muclfftf the
Northern railroal as could be com
pleted in a reasonable time. In
May following I secured a contract
for sixty-two miles of the road,
with necessary buildings and equip
ments. I did not at that time
meet President Barrios, but met
him some months aftei wards. 1
found him to be a pleasant and
agreeable gentleman and not at all
the man he is represented to be.
He is represented as a fierce and
blood thirsty warrior. He impress
ed me as a man possessing broad
and liberal ideas, as most favorable
to those enterprises that will best
develop either the city or tbe coun
try of Guatemala, or the country
at large. He appeared especially
well disposed towards Americans,
and American business connections.
Since Barrios became President, he
established a complete system of
telegraphy and began the construc
tion of several important railroads;
he has inaugurated a complete and
thorough system of public schools
in every town a n d city of the Re
public, established universities for
young men and women, with thor
ough teachers, and also converted
many of the monastries and miner
ies of the church party into schools
for the instruction of the youth.
Under the control of Bariios
robbery is almost unknown and
unarmed men bearing money have
been able to travel, unmolested
upon the public highways. In re
gard to the war, I know nothing,
except that I have always under
stood that there was pending a
proposition to consolidate the Cen
tral An.eiican Republics, witn a
view of ultimately making appli
cation for admission into the union
cf the United States. This seems
to be president Bariios’ highest
ambition. The republic of Gua
temala is a most promising count i v.
Its sugar planters on the Pacific
coast begin cutting their crop early
in the year and by the time they
have finished it is ready to cut
again. The fires in their furnaces
never die out except for repair.
A more beautiful and picturesque
country cannot be found anywhere.
coffee products are great
and command a high price in the
markets of the world. The bulk
of the population lies inland and
upon the Pacific coast, numbering
1,G00,000 in habitants. These are
divided as follows: Full blood
Indians, 900,000; half breeds,
200,000 ; whites, 500,000. A
■strong government is necessary for
for this mixed population.
Mad Dogs-

storms, and tell of their power to
devastate the forest, to tear down
the strongest houses, to kill and
destroy mankind, they may tell of
wars and all the destruction con
nected with them, they may tell
of of small pox, with all its ravages,
of cho'era with its horrors, of fam
ine and pestilence; but to us, all
this is but chaff, compared to a fast
accumulating pest to us, poor dust
womrs of earth—to wit: Rabid
dogs. Arc we to sit down with
folded arms and remain inactive?
Are we to keep our stock, cows,
hogs etc., up in pens and houses
to keep them from being bitten
by the useless dogs ? Shall we keep
our children cooped up at home to
prevent them from being bitten ?

will, and die with that horrible

do away with dogs, or keep them
blocked at homo. The better plan
would be, for the law making n en
to enact a law imposing a tax of
ten dollars on every good for noth
ing, suck egg, night prowling,sheep
killing dog in the state. Then,
and not till then, will this country
be rid of the “cussed curs," There
won ! d not be any injustice to any
one in such a law, but a grand and
noble blessing to all. We know
of a dozen or so dogs, and all the
good of all of them put together,
in our knowledge, would not
amount to one dozen eggs in value.

tlie dog fright is false. Not one
half of the dogs are rabid that
are claimed to be. If this be true
why ikes most everything bitten
by the so called mad dogs die
with fits. We have not heard of
a case yet but what has proved
fatal, and could refer to them if we
had space. What we do, let’s do
quickly, for we dont know when a
mad dog is coming.

Superior Court.
On Monday morning rumors
were abroad that, on account of
some informality in the procaedings
of the jury commissicners in draw
ing the juries for the present term,
there would be no session of the
court this week. At 10 a. m.,
however, court was opened in due
foine, and the grand jury organized
by chosing A. S.C. Chance as their
foreman, and having taken the oath
and received the charge of his hon
or, Judge Harris, entered upon the
work of the session. E. B- Mer
rell, Esq., was appointed Solicitor
General protein, in the absence of
Col Reid. His honor has ordered
an adjoured term, to sit next week,
and grand and traverse juries were
drawn for the term.

Relative Increase of the Races.
The mortuary reports of every
city, town and village, as far as
obtainable show the negro death
rate to be from twice to five times
as large as the death rate of the
whites.—Atlanta Constitution.
This may be true of cities, towns
and villages, but hardly’ true of
the rural districts’ The negroes
in the country are healthier and
generally fare better than in the
towns. The manner of life in the
towns is generally improvident,
loose and sadly immoral. The ef
fect must necessarily tell upon
the health of the race. And as
they hive iij “outside reserve’’
from which te recruit they will
inevitably decline in members.
They will never recruit fium

The whites on the other hand
can recruit from the teeming mil
lions of Europe.
