The Steamship Arabia from Liverpool arrived at Halifhx, this forenoon, with Liverpool advices : to the *Jth int. Liverpool Cottah Market. All qualities-of cotton had slightly declined— I middling and lower grades declined most. Market closed firm. Consols were quoted at IM3* to 95. Political Brew* The political iutelltgenoe by this arrival is of great interest. The English Ministry have deci ded to dissolve the Parliament. Advices from the Continent present a warlike aud threatening aspect. The latest fhtelllgeoce from the Coutiueut rep resents a cgi.-ia to lie at hand. Large bodies of Austrian troops were on the march for Italy. There wus great activity in Military proba tion, in Fnum. The Paris Bourse was much depressed—having declined nearly one per cent for the two dayspre* ▼ioua to the Arabia's departure. Additional by the Arabia. Xkw York, April 21. Salon of cotton for the woek previous to the Jv partnre of the Arabia, were thirty-nine thousand (3k,000) bales; of which speculators took twcuty five hundred (2,500,, and exporters four thousaud (4,000) hales. Sales of on© day puevi* ous to the departuro of the steuun r, wore sgven thousand (7,000) bales. There was a decline of oue-sixteenth (1-10) during the week, on Mid dling Mobiles and Uplands. There was no change in the other grade* of the article. The Liverpool Circulars conflict as to the amount of (dock at Liverpool. The most reliable is, that there are on hand there, three hundred and seventy thous and (370,000) hales. From this number, three hundred and twenty-nine thousand (329,0991 are American Block. Sales of Saturday, the day before the Arabia's departure, were seven thousand (7,000) bales with a declining tendency. The buyers’ were demand ing a reduction. Apprehension# of war still increasing. We would way to our buyers that if they want any more of the staple now is the time, as the stock is rapidly decreasing and receipts light. We recommend to our next Legislature to make an additional appropriation of at least SIOO,OOO for tho same purpose. We recommend to our Inferior Court to assess 15 per cent, ou the State tax for Poor School purposes. We also re commend 75 por oeut. for comity purposes.
