nounces the departure of an extrt train of oars
from Gordon, at 11. IS p. m., Tuesday night, and
tram Miiledgeville, roturning, at 5.30 p. in.,
Wednesday night, for the accomodation of dele
gates to the Convention. The train will oonnect
with both the up and down train on the Central
R. R.. and delegates, to reach Miiledgeville in

A young soldier, writing from Floyd's command,
says that they are strongly posted on the Gauley.
His letter in dated the 2fitli ult., the day of the
battle of Cross Lanes. He thus speaks of one of
the participants in that battle
“While 1 write, there i- a young man, who is
the hero < f the day. Ills clothes aro perfectly
riddled, lie go! turroundcd by the etu.it*; ; hut,
getting behind a tree, he dared them to take
him. One tired at him, cutting his cartridge box
off, and almost instantly another ono shot the
lock off of his musket ; when, drawing his re
volvers two .six shoo.era he killed both and
wounded soveral others. He is a surgeon by
profession, and says that he was in the thickest
of the light, lie pitched in, and after finding
that he had fought himself out of his scrape, he
thought it time t commence his professional du
ties, and took two arms off, besides dressing a
good many wounds and cutting out some four or
tire balls.

From the Hon. C. W Adams, of this county,
who arrived at home a feu days since, from the
Northern part of this State, wo learn that on
last Monday week, thirteen hundred Indian
warrior- Southern allies—crossed the Arkansas
river near Fort Smith, eit rouL for McCulloch's
camp. These Indians were armed with rifle,
butcher-knife, and tomahawk, and bad their
taco*.painted, and seamed eager for the fray.

lowing resolution was proposed and adopted, and
the injunction of secresy having been subsequent
ly removed, the resolution is now published for

structed to inquire and report to an adjourned
meeting of this Congress what additional legis
lation, if any, i- necessary and proper to secure
the financial and commercial independence of the

there have been received there 5000 of a new
kind of shoes, of a rather curious description,
that promises to anawer well in the great soarci
ty of shoo leather. The upper portion of the
shoes are made of canvas instead of leather.
The canvas is prepared so as to make it unpervi- j
oui to the weather, and is said to equal in com
fort, durability and all respects ot wear the best

The Basher County- Adams county, Mi; ■-
sisippi, with a voting population of 800, has
contributed 550 volunteer . and 2 ?,(>••'> bales ol
cotton to the war.
Time Dry-Doc* Burned. -The Dry*Dock,
originally intended to have been sunk in the
channel, to obstruct the passage of war steam
era into our harbor, but which, from necessity,
not choice, was sunk in the buy, about midway
between Pickens and the Yard, whs burned to
the waters edge last night. Who the perpetra
te rs of the act were, is solely a question of spec
ulation, as wo go to press; though, the tan
bees have the general credit of it. Upon thb
point, however, we soon will be fully enlightened
but upon the point that we have lost over halt a j
million of dollars by the operation, our mind is

Rain in Fi.orida. The Tallahassee Sentinel
of the 20th, says :
For a fortnight past, we have in this region
been visited \fttb almost incessant rains. Day
and night it continued to pour down, and at
times in torrents sufficient to submerge the land,
ihe extent of the damago caused by the flood
we have no means of ascertaing, but there is
reason to fear that the injury to the cotton will
prove most disastrous. For the few last days
the rain was accompanied by an almost inccs
sant blow, and at times sufficiently violent to In
dicate the approach of a storm, but as yet we
have been spared the fury of the blast. The
weather, we regret to say, appears by no means
settled.

sas in attendance upon his sick brother, Judge
Linton Stephens. Both are expected here on
Wednesday.

Among the papers captured at Hutteias, was
one from the late Consul Rio DeJaneiro, giving
descriptions of vessels leaving and to leave with
cargoes, six of these were captured by privateers.
The Harriet Lane got ashore near Hatterns,
and threw her guns and coal overboard.

Great excitement here last night. A dispatch
from Fairmount reports the Secessionists in the
back counties rising and marching upon the
town to burn it and tear up tho railroad. The
rising is supposed to be in concert with some
movement of Lee.

The official communication to the Secretary of
the Navy, says that they captured two forts, 27.
cannon, 1600 stand of arms and <*ls prisoners.

cotton and coffee.
The prisoners were conveyed to New \ urk, ami
the thirteen wounded were sent to Annapoli-.

Congees* passed an Act authorizing the I're.-i
dent to continue appointments made by him in
military and naval service, during the recess of I
Congress or during the last or present session,
and to submit them to Congress at the commence
ment of next session. Congress was in session
about two hours and then adjourned until the
third .Monday in November.
One hundred otid two Federal prisoners reach

in Richmond
It is quite cool in the mountains of Virginia.
Winter clothing is absolutely needed by many
soldiers. It is the duty of the South liberally to
provide warm clothing, and sustain all move
ments to ameliorate the condition of the . irk and
wounded.
It is stated by an engineer jii l arrived, that
a serious accident occurred near Abingdon, Va.,
to-day on the railway. The Aiken Guards,
Capt- Brady, and Nth La., Regiment had one
killed and thirteen wounded. Names not yot a
certained.

To their Boats.
Yesterday afternoon, (the 27tb) news reached
this city (Apalachicola) from the East Pass, that
the blockading steamer Montgomery, and an*
other steamer, had entered the harbor and seized
the ship Finland, lying at her anchorage about
six miles from the bar. The enemy attempted
to take the ship out, but did not succeed. Im
mediately on receipt of tho news, the steamer
Wm H Young, having in tow the privateer F B
Bartow, with detachments from the Apalachico
la Guards, Rerry Artillery and Beauregard Rifles,
under their respective commanders, proceeded
•town the buy, and arrived in sight of the Fin
land and the blockading vessels about daylight
this morning. The I inland bad ail sail set, and
was apparently beating out. The blockading
steamers were lying outside the bar. about three
miles from the East Pass Light. The schooner
New Plan, Capt. John Genoa, captured at the
same time with the Finland, was seen going
from the ship towards the steamers.
The enemy finding that wo were rapidly over
hauling the ship, became alarmed, set fire to her
end made a precipitate retreat in their boats.
The Bartow then changed her course and at
tempted to cut off the boats ; but were unable to
do so, the Vandals making terrific speed over
tbe water. During this time the two steamers
outside tired up and made a demonstration to run
in, doubtless to protect and cover tbe retreat of
their boats. The expedition returned to tbe
city this morning, having left tbo East Rais, a
little after sunrise. The Finland was in flames,
lying with all sails set, on the flats off the
mouth of Crooked River.
A detachment of tbe Apalachicola Guards, ob
tained a boat from the ’teauier Wm II Young,
and by permission, went over to tbe burning
ship to see if anything could be saved from her.
The Master and crew of the Finland, a well as
of the schooner New Plan, are no doubt prison
era, on board tho blockade vessels. Those are
all tho particulars we uro enabled to give at
present.

The retaliatory law, passed by Congress and
approved by tho President, is retrospective to
the 21at of May last, and sequesters all alien eu
omies’property in the Confederate States, with
tho exception of stocks, Confederate and State,
aud only differs from a confiscation law; in that it
admits tho holding of property , for particular
ends, subject to claims lor indemnity and futuro
disposition by the Government.
It is estimated by members of Congress that
there is property to tho value of ouo hundred
millions of dollars in the Confederate States sub
ject to this bill, of which full filly millions is in
New Orleans alone.
It is made tho duty of every citizen to give
information of such property. Tho failure of
agents controlling enemies’ property to give in for
mation of tno same, is to ho punished by a tine
ol five thousand dollar and imprisonment for
six mouths.
It is made tho duty of each District Judge to
appoint a Receiver in each section or his dis
trict.
The President is authorised to appoint a Ft
ceiver ir. each section of his district.
The President is authorized to appoint throe
Commissioners to hold a Court at the out of
government, and hear and adjudge all claim ■
under this act.
Congress passed an act to reimburse advance-:
made by the State of Florida, making an appro
priation of $300,000 for that purpose: also, an
act allowing rations to chaplains.
Col. Daniel Buggies has been appointed to tho
rank of Biigadier General, and assigned to duty
at Pensacola.
Albert Pike has been uppnited Brigadier Gen
eral.
Collin Melluf, u member of (Niugrea* from
Alabama, and author of the tariff act, is spoken
of as Commissioner to Europo, with authority to
make commercial treatie-.

from Brashear City, hy the Opelousas Railroad,
reports that two Navy officers, of the Confeder
ate Statei: Lieutenant Shepard and J, 11. Loper,
tbe Supervising Engineer of the Navy Station—
had arrived at that place, and, at 2 o’clock in
tho morning of tho 26tb, had seized the steamer
Picayune, which had just arrived with freight
and passengeis. They placed on board an arm
ed force of 25 men from a Confederate States
man of war steamer, and proceeded down to
the mouth of the Bayou Chine for tho purpose of
attacking a Lincoln armed blockading schooner
one of the tenders of the lTilted States steamer
Huntsville. Commodore Hollins approves of
their course
