“An actto frther amend the postal laws." i- as fol

ugpe L. Add be it further enacted. That section
35, of the act of March 3. 1563, shall be so construed
as to permit weekly newspapers. properly Jolded and

county where printed and puilished. to be delivered
free of postage, WHEN DEP SITED AT THE OFFICE
NEAREST THE OFFICE OF PUBLICATION ; but noth

quarter, an:d guch pastage most be prepaid for a
term of not Joss taan one quarter or moie than one
year, either at the office of mailing or aof delivery,
at theoption of the g thsariber.”
We publish the firegoing Section of the Postage
Law ax it bears directly upon our complaints against
the Marietta Post Qifice and as it co tains two
clanses especially affeoiiug our awn and the interests
of our subscribers.
We stated amonz our complaints against the pres.
ent administration of our Post Office. that the Post
Master ‘had persistently refused, for the pa.‘t;\'.-ar, to
deliver the MAKIETTA JOURNAL to subscribers hav
ing their pearest P, O. here but too far removed to
be gonveniently reach-d by the Printing Ofice car
rier.” We now say in view of the above Section of
the law, that it is the duty ot our Post Master to de
liver punctually the JOURNAL toall such subscrib
ers free of charge.
The other clause referred to anthcrizes Mail ear
riers to distrib ite papers upon the prepayment of 5
cents postage quarterly at the Office ot deiivery.—
Subscribers, therefore, when they find the delivery
of the papegin the ardinary mode irregular, may
take advantage of this provicion of the law,
The publication ofa Newspaper is our occupation
= our mode of livelihood, if you choose. The law
secures certain common rights to this occupation.—
We insist on these rights—nothing more. Neither
personal ill-will nor political antagonism has auny
thipg to do with our action. We simply demand
that a public officer with whom we are brought into
important business relations be required to do his
daty according to law. ’
Mr, Yqung, we understand, demurs to the state
ment of the young m n of the JourNAL OFFICE to
this ext.nt:— that the pdckages spoken of were
brought to the Post Office after five o'clock P. M., in
the first instance, on Thursday the 13th; then again
near 8 o’clock,” instead of “about 5 o’clock and later
in the evening” as stated. The variance is immate
rial and does not affect the force of our camplaint.—
We trust that we will have no future ground of
complaint. 2

CONVENTION.
To Planters, Manufacturers and Mechanics.
The old Cotten Planters Convention convened,
after tihie war in Macon on the 6th of September, 1866.
met again, in Milledgerille, in November, 1366. and
changed its name to “Agricnltural and Manufactur
ing Association of the State of Geergia,” with a view
of enlarging its operations, and inviting the co-op
eration, of every indastriai interest of the State.
By resolution, this new Association was to have
met at Milledgeville, simultancously with the Legis
lature, in November, 1367, Owingto the political
changes in the State, and excitement of the publie
mind, it was deemed advisible to postpone said con
templated Convention till a time more opportune for
useful deliberation.
Deeming that period to have arrived, I hereby call
a Convention of that Association to meet in the city
of Macon, at 10 o'clock A, M., on the 10th day of
December proximo.
Planters, Farmers, Manufacturers in Cotton, Wool,
Iron, Weod and Mechanics, and every industrial in
terest of the State, are earnestly invited to send to
that Convention, intelligent Representatives to de
liberate for the aflvancement and development of the
industrial iuterest of the State. 2
The Committee recently appointed in the city of
Macon, to make provision for holding an Agricultur
al and Industrial Fair in that city, ata future day,
are respectfully requested to provide a Hall for the
Convention.
The newspaper Press of the State, I feel assured,
will manifest its characterisiic iiberality, in behalf of
the material interest of the State, by publishing this
call, and keepiug it before the people tillday of meet
ing. Bex. C. YANCEY,
