presented. Miller it is said will have to
be relieved of political disabilities. Dal
lock and Blodgett from Ceergia were
present urging delay in the re-sdunis
gion of Georgiaon the groaods that lifo

the State is rot in the hands of the loyal
citizens. Bullock eubsequently gave a
communication to the Senate ‘“‘showiog
that the Legislature of Georgia is not &

torial article qn the proposition to amend
the Cofistitution so as to allow Congress
to enact universal suffrage for the States,
with the following languago:
“T'he proposed amendment, if made,
will certainly work a radical change in
the nature and character of the Govern
ment. ‘The Gevernment may be better
or worse than it now is under the Consti
tation; but iz will not be the same. It
wiil be mere a government of the nation
and les: 2 government of States; it will
Le more consolidated in actual pawer, as
well as in its forms sud modes of action;
and it will approach, in seno essemtial
respects, move nearly to the imperial
form of a Democratic governmment than
many will think cither wise or safe.—
We are inclined, however, to believe
that it will obviate wmore serisus evils
than it will canse; and the tendency of
political sentiment is clearly aund strong
ly just now in that direction.” :

or two or more murders than usually
make up the monthly record ocenr, we
are sure to bave long articles on “Mur
derous lusanity,” **}Mauia,” andattempts
are made te argue the prevalence of this
kind of crime into a result of some kind
of scientitic mystery. This is all non
sense. The murder mania, so-calied, is
to be traced to a very commonplace ana
um:&ex«nt'-frct source—ardent spirits,.—

neensly called. Eight of every ten
murders may be traced divectly to the
imspiration of “ram,” aud generally take

memory of Alexander Selkirk, whose
histery is popularly believed to bave

od near a break in the high mountain
ridge which rises from the bay at the
northern part of the islaud. It is said
that to that high pass Selkirk used daily
to ¢limb, in the hope of seeing some
friendly sail that might convey him from
his dread solitude. ’l‘h'}ab!et will be
of iron, and the inseription runs as fol
lows: “In memory of Alexander Fel
kirk, mariner, a native of Large, in the
county of Fife, Scotland," who lived on
this island in complete solitude for four
years and four months. Ie was landed
from the Cinque Porte (galley.) A, D.
1804, and was taken off ins the Duke
(privateer,) on the 12th of lebruary,
1709. Hedied, Licutenant of H. M.
S. Weymouth, A, D. 1728, aged 47
years. This tablet is erected near *Sol
kirk Lookout,” by Commodore Powell
and the efficers of H. M. S. Topaze, A.
D. 186G8.” It was a curious thing that,
whilst seeking for some one to do the
lettering on the tablet, a man offered
himself who rather claimed the job, on
the ground that he had erected the tab
let to Capt. Cook’s memory at the Sand
wich Islands.
