er says.—-Captain P. G. Yonng, who
was lately confined in this city at tlie
Libby prison, arrived in \\ ashington
oil the Gth. A despatch in the Phila
delphia “Inquirer” of the 10th, says:
He, with Major C, W. Barney, ot
New York, was captured on the 21st
of September, while on a horse back
tour in the vicinity of Bull Bun, by
the Thirteenth Virginia cavalry, under
Colonel Chambliss, a graduate of West
Point. These prisoners spent four days
pleasantly on their way to Richmon ,
and were treated kindly by their cap-
tors ami all whom they met on their
route. The cavalry regiment was
haudsomly uniformed and fully equip
ped. There appeared to be au abund
ance of salt, Hour, fresh beef and shoes
among the soldiers, good discipline,
courtesy and kindness among the
troops toward one another, and no
whiskey drinking nor card playing.
Much comment is made by the
rebel troops as to the careless manner
in which our dead were buried on the
plains of .Manassas. All denounce Pope,
but speak in complimentary terms ol
McClellan. 'I he country districtsare
exhausted of food for man and beast
and, in consequence, apprehensions
exist of grear distress among the peo
ple during the coming winter.
Kvery body has plenty of paper mon
ey of all descriptions and denomina
tions. The treatment of the Union
prisoners at Libby prison has been
changed for the better, and those con
fined with Capt. Yonng had no cause
to complain. He, with thirty others,
were iu a large, cool and pleasant

ner evaded, the true intent and spirit of the fore
going proviso, the exemption* therein granted
shall no longer be extended to them, superinte" i-
ents or operatives in said establishments, but they,
each and everyone of them, shall be luithwith

Superintendents and operatives in wool and
cotton factories, paper mills; and superintendents
and managers of wool carding machines, who
may he exempted by the Secretary ot War. pro
vided the profits of such establishment shall not

production, to be detei mined upon oath of the par
ties, sol j ct to the same penalties tor violation of
the prov sinus herein contained as are liereiuhe-

The Rebel troops are rapidly re
ceiving their new uniform, consisting
of dark grey woolen jackets, blue
pants, &e. 1 bey say there is no lack
of arms, and more cannon than can be
used. The general impression is that
the war will not end tili the expira
tion of President Lincoln’s term of
office. Everybody, however, is sick of
hostilities, and the troops desire to re
turn home. One constantly hears the
remark, “You may exterminate, but
you can’t subdue us.”

To secure the proper policy of the country, one
person either as agent owner, or overseer on
each plan'a ion on which one white person is re
quired to be kept by the laws or ordinances of sny
