To the Officers of the Militia of Georgia :
On the 11th day of Sept, last, a person
calling himself Capt. S. G. Cabell, called
on me, in company with Lieut. Eve, and
presented to me a contract which lie had
made with the Medical Purveyor of the
Confederate States, at Richmond, for one
thousand barrels of whisky, stating that,
be had two other contracts tor one tuous-
and barrels each. He represented out
hospitals, &c., as being in a condition
which required a supply at an early day,
for the use of the sick. He also brought
a letter from the chief Medical Purveyor
of the Confederate States, asking that
necessary facilities be accorded to him.
Upon examination of this letter I en
dorsed upon it that 1 offered no obstruct
ions to the manufacture, in Georgia, of
such supplies of whiskey as the -proper
officers of the Confederate Government
may order for the use of the army of the
Confederate States, and that Capt. Cabell
would not be disturbed by the militia
officers of this State, under my Proclama
tion, so long as he did not transcend the
limits of his contract with the Confederate
Government, but that I requested him
to take as little of the corn necessary to
make the whisky as possible from Geor
gia-
After I handed hack to him the letter
of the Purveyor General, with mj endorse
ment upon it, he mentioned that he must
employ other distillers to assist him, or he
could not fill his contract in time aud that
he was under a heavy bond for the deliv
ery of the whisky within the time specified
by the contract. 1 immediately replied,
that 1 would not permit him to sub-let
or put the distilleries of the State generally
into operation, as that would defeat the
very object of my proclamation, and that '
it would be impossible to limit them to the
supply necessary to fill his contract, if;
they were permitted to run; that he could
locate his distillery at any point in the '
State, and proceed to fill his contract, but
that he could not be permitted to go beyond
his contract. He then began to insist on
having the privilige to make contracts
with distillers at different points to make
the whisky for him, when 1 replied that it
was not worth while to multiply words
about it, as I would not permit it, and that
I would not only seize the stills employed,
but ifhe attempted it, I would revoke* the
privilige given him under his contract.
I was so positive and emphatic upon this
point, having repeated the expression more
than once, that there was no room for
misunderstanding.
I am now informed that this individual
Cabell, is sending copies of the letter of
the Purveyor, and my indorsement upon
it, to distilleries in different parts of the
State, and making contracts with as many
as possible to make whisky for him,
exhibiting the correspondence as evidence
of my consent that he employs them to
distill whiskey under his contract, while
he conceals from them my express verbal
declaration that I would not permit it,
and that he must limit his own operations
under his contract to 'one single locality.—
I only stated in the written indorsement
that I would not obstruct the supply or
dered by the proper officers of the Confeder
ate Government, aDd that he (not persons
that he might 6ub let,) would not be dis
turbed so long as he did not transcend the i
limits of his contract. He is, himself, only !
a contractor v,hh the Confederate Govern
ment, and is not the contracting agent of,
the Government. His contract with the
Medical Purveyor binds the Government
to pay him two dollars and fifty cents per
gallon ; and I am informed he is employing
persons to make and deliver whisky to him
at one dollar and fifty cents per gallon.—
Three thousand barrels, of forty gallons
each, which I suppose is about the usual
barrel, would be one hundred and twenty
thousand gallons. Upon this he proposes

I, therefore, declare the contracts mao
l>y him with distillers in this State to be
unauthorized by me, and I hereby charge,
order and direct you, and each of you, to
enforce the orders in my Proclamation
stnctly against all persons, who, after the
publication of this order giving notice of
the imposition attempted to be practised
upon them by this individual, Cabell, |
shall stili a single gallon of whisky within
this State. And on account of the bad
faith to he practised by said Cabell, I
hereby revoke all privilege given to said
Cabell to distil! for himself under his con
tract, in this State, and direct the seizure
of any still or stills, which he may put
into operation. 1 also direct the seizure of
all stills which may he found running in
any part of the State under any pretended
Government contract, unless the person so
distilling has a contract direct from the
proper officer of the Government at Rich
mond, for the manufacture of a specific
quantity, with a certificate of such officer,
that it is absolutely necessary for the
hospitals or other indispensible purposes of
the army.
I am unwilling to throw- auy unnecessary
obstructions in the way of the heads of
Departments of the Confederate Govern
ment in procuring a necessary supply of
anything—even whisky, if actually neces
sary for our gallant troops—but since I
have relaxed the rule in their favor, I
find every possitle means resorted to, by
distillers and speculators, to abuse the
privilega for the promotion of their own
individual interest. The grain crop in
this State is not so abundant as was expec
ted, and if distillers are permitted to de
stroy it without permit, corn will be worth
a price next summer, which will deprive
many a soldier’s family and poor people of
a plentiful supply of bread. When the

A Drafted Major General.—The
Mansfield (Ohio) Herald tells of a leading
citizen of Gabon a farmer militia rr.aj**- .rising said stock,
general, who was drafted on Wednesday
last. Supposing that, of course, he could
not be drawn for anything but the position
he held in tiie militia, he donned his ma
jor general’s uniform cocked hat, sword
and spurs, .vent to Columbus, and repor
ted himself as ready for a command. He
•was considerably surprised when he wa6
told that they were not drafting generals,
only privates. The “malicious man”
came home with a flea in his ear.

To secure the proper policy of the country, one
person either as spent, owner, or overseer on
each plantation on which -me white person is re
quired to be kept by tlie laws or ordinances of any
State and on which there is no white male adult
not liable to do military service, and in States Inn
ing no such law, one person,-as agent, owner or
overseer on each plantation of twenty negrws
and on which there is n» white male adult not li’
able to military service, and. furthermore, for ad
ditional police for everytwenty negroes on two
or more plantations within live miles of each oth
er, and which there is no white male adult not lia
ble to military duty, one person being the oldest
ot the owners or overseers on such plantations.
