Whereas, tlie Confederate States are engaged in a war, the extent of which has no parallel in modern history, and the President, by his mes sage. of 24th September, 1362, to the Congress has recommended the importance of constructing a railroad between Bltt" Mountain, in Calhoun county, Alabama, and Koine, in the State of Geor gia,as a meo of trail-portion needful for Ihr public defence, and the construction of which is •Iso strongly recommended by the General in command of the milit ry district in which said road is situated, therefore The Congress of tlie Confederate Stales of America do enact, That the President be, and he is hereby authorized and empow* red to make aii contracts, embracing such terms and provisions as he may deem expedient to effect a speedy con struction and completion of ih * link of railroad aforesaid with tire several railroad companies w hose charters extend over said line in tin; man ner he may think best calculated to promole tlie public interest and provide for tlie public defence.
