lowing ailocting incident:
A woman in camp is a rara avis, a
skill good for sore eyes. They are
like angel visits, dew and far between.’
However. I have several times seen
one lately, and she conies upon a most
painful and sorrowful mission, to see
a brother who is under sentence, of
death for striking tin officer. He is
a line looking voting man* I have lie
ver witnt sed a scene so harrowing to
rnv feelinsts, so •painfully impressive
as t lie prisou scene, in which she first
met him. 1 never heard pathos and
eloquence equal to hers. The specta
tors were in tears. 1 was sent for by
her and went to the prison. I would
not, lor along time, announce my ar
rival, but stood at a distance, held in
awe bv the singular scene. In the dim
light of the prison she was kneeling
by her brother, au 1 uttering such a
prayer as I never heard before. A friend
and relative accompanied her, and to
him I at last announced myself. But
it was long before he could talk coher
ently. ‘*Mv God! and this is war!” was
his reiterated exclamation.
His sister had hurried to see him
at the first notice of his situation. She
lias labored for his salvation, moral
and spiritual, with the spirit of an
angel. She obtained a copy of the pro
ceedings of the court martial, and went
as fast .. - steam could take her to Rich
mond to get a pardon for him. The
President was sick, but she saw the
Secretary of War, aud lie advised her
to come back and get a petition for
his pardon. Back she came, and with
great difficulty got oncnuinerously sign
ed hy officers. < )ne officer of high rank
refused to sign it. She seemed much
dejected at this, aiid asked me what
she should do. I replied: “Go to him
yourself, Madam, and he will sign it.
I know that you are irresistible, and
no man with a heart in his body can
say mo' to you.”. I had signed it my
self against my views of military dis
cipline. but I would have torn the
“articles of war” to atoms, rather than
grieve that noble woman by refusing
her request. She took my advice, went
in person to the recusant officer, aud
lie signed it. .She started that same
night to Richmond, to plead for her
brother's life. He was to have been
shot to-day at noon. This morning an
order came, postponing the execution
of the sentence. I look for her soon
from Richmond. Heaven speed her
efforts! .Site is a young married woman
and lucky is the tnan who has such a
wife. She is, indeed, a jewel, and if
her mother has any more like her at
home, I shall go to sec them when this
war is over.

This gallant and distinguished offi
cer v. ho Ins so ably commanded in this
military district for several months
past, took his departure from the city
yesterday. He is under orders to com
mand in another field nearer to the
State of Kentucky, of which lie* is one
of the noblest sous. His new depart
ment is in East Tennessee and there
are those who look upon his designa
tion to that command as significant
in regard to to ulterior views of the
Government in respect to Kentucky.
Gen. Buckner leaves Mobile with the
profound respect, as we believe, of eve
ry man audwoman whose good ojiin-
iun is worth havi.ig. He has labored
faithfully in his field of duty, and no
man doubts that lie leaves .Mobile an
hundred fold stronger that he. found
it.
Au immense amount of defensive
labor has been performed during his
administration and by land and water
this city has become what Charleston
has proved to be in the hands of Beau
regard, another Confederate Sebasto
pol. In taking his leave, Gen. Buckner
has been able to say to our citizens.
“I leave you with all the means oi
successful defence. Be true to your
selves, and you may defy your ene
mies.” His administration will long
be remembered in this city, for he has
•erected monuments which will pre
serve his name in Mobile annals alter
ho and this generation have been
gathered to their fathers. Personally,
he has made t!#* most agreeable im
pression upon the community as a
high toned and modest gentlemen,
and a brave, vigilant and accomplish
ed officer. We part •with him with
regret, but we know that it is for the

1. The bill providing for the election»of
members of tbe House by general ticket,
in view of the difficulty of holding elec
tions in certain States partly occupied by
tbe enemy. This bill, as a general meas-.
ure, was lost ; but an act lias been passed
recognizing its principle, and applying it
to the State of Tennessee only, where,
without this, there could scarcely have
been an election at all. As to the propo
sal to recur to the general ticket system for
all the States, it eould not, perhaps, be
expected that a House elected by dis
tricts, and in which each member hopes
he is strong enough in his own locality,
but is apprehensive that his great merits
are scarcely known or acknowledged
throughout his State, should pass a bill
which would be to many of them a “self-
denying ordinaucc.”
2. Two hills, one in tl.e House and the
other in the Senate, for conscription of
resident foreigners, have been both lost
(expect in the case of Marylanders ) To
except of aliens residing in our country,
and earning tlieir bread, or making for
tunes in it, to do tbe duty which we com
pel our own people to do—namely, to
defend that country from invasion—seem
ed too likely to irritate against ns certain
nations which not recognize our existence,
and refuse to adopt the usual means to
claim the exemption of their subjects,
Such, at least, is the reason which is be
lieved to li^ve influenced Congress; hut as
the hill was debated in “secret session,”
perhaps they had better reasons, which do
not appear.
o. The bill for repeal of all naturaliza
tion laws ; which had for its object, first
and chiefly, to prevent onr country from
being swamped by Yankees, and next to
prevent its citizenship from being enjoyed
by all sorts of foreign people not accustom
ed to the institutions of the Confederacy,
and known to he prejudiced against them.
This measure is postponed, and stands on
the calendar.
We cannot congratulate Congress or the
country on the temporary defeat of the two
last mentioned hills; hut, on the other
hand, it is fortunate that they had also
! d-ofeated,

time enough to offer them our “right hand

actually passed into laws . aud they are all
mji-<- or less, directly for the purpose of
at last. The Flag is a pure white field,
without blue bar aud without red border;
all over radiant white, with only the
square battle flag occupying the upper
corner next the flag staff. It is a noble
and beautiful banuer; and, with God’s
blessings upon its snow white folds, we
will tear it high and bear it bravely among
the proudest of the nations. May it never
fly out upon the breeze save in a righteous
cause!

What Armed Citizens Can Do.
The important service rendered by
the brave citizens of Floyd county,
who, we are informed by our dispatch
es, held the Yankee cavalry in check
near Rome until Forrest with his cav
alry reached their rear aud captured
the entire force, is an evidence of what
might have been done for the defense
of the State had the Legislature last
fall adopted proper measures for the
organization of the local militia. If
they had been less active in making
war on the Governor, and more zeal
ous in making war on the Yankees,
the exempts (not liable to conscrip
tion) iti every county in the State
might have been prepared to hold
the vandal invaders “in check,” and
to co-operate effectively with the Con
federate troops in defense of their
homes and property. In a war like
that which ha§ been forced upon us,
every male citizen able to hear arms
should he in readiness to meet the
invaders at his doorsill. Every town,
every county, every settlement should
be a camp of minute men. The Yan
kee raids to plunder burn and des
troy would cease, and the contest
would have to be settled on the great
battle fields.
A Capture and a Rescue.
AVe have been shown a letter from
a member of Wharton’s Brigade to
his brother, who is an attache of the
Rebel, which gives sothe further par
ticulars of the late capture of the train
from Murfreesboro’ to Nashville by
Wharton’s brigade. The writer states
that he was captured tit Alexandria,
about twelve miles from Lebanon,
with twenty-two other men of the
same command. They were taken to
.Murfreesboro’ and paroled and then
ordered to he sent North via Nash
ville. The train which was conveying
them to Nashville had passed Lavergne
about four miles, and were within
seven or eight miles of Nashville,
when a portion of Wharton’s brigade
captured the train, killed sixty Yank
ees, wounded forty-six so seriously
hey could not he brought off, captur
ed one hundred and seventy prison-
•;rs, more than half of whom were
ommissioued officers, and re-captured
ail our own prisoners. Wharton’s offi
cers paroled all the Yankees from
Captain down, and kept eleven Colon-
;ls and Majors, and sent them to Chat
tanooga. Our men also captured a
urge amount of money and burnt up
• lie train. The force engaged in this
iffair consisted of a detail of 100 men'
rom the “third Confederate,” 100
roni the “Stb Texas,” (Rangeres)
100 from the “11th Texas,” and 100
'roirt the “2d Georgia,” making in all
