Views of the Wewly Sleeted Govern
or of Virginia on the War.
We have already mentioned that
1 li3 newly eleet Governor Smith ad
dressed the people of Lynchburg on
lash Saturday, on the state of the coun
try. The following are some o( his re
marks on the subject of the war, which
possess an unusual interest from liis
official position, as foreshadowing the
policy lie will pursue after be shall have
been installed into office as Governor
of Virginia.
The Governor adverted to the incon
sistency of those who tire withholding
supplies from the Government, in
hopes of extorting an increased price
for what they have to sell. He demon
strated that every dollar due by the
Government would be redeemed, if the
debt can be kept within a pioper com
pass, for said he thank God, tin* coun
try isabundantly abie to pay every dol-
ot its issues, but if tlie farmer persis
ted in having double price set by the
Government for supplies, then they arc
pursuing a policy that assure ns the
sun rises and sets will lead to tin over
issue of money, and no man can tell
the result, whether it will ever be re
deemed or not. And then said the
Governor where will be the wealth
thus unpatrioticallv at ipiircd.
Upon home organization, which was
the subject the Governor more partic
ularly designed to address the people
upon, and to rouse them to a sense of
the importance and necessity of it, lie . , . .
i l . . t • rw i I the heirs and creditor
was eloquent aud emphatic. He de-
dared his intention most emphatically,
when he assumed the new lield of duty
which he is called by the voice of the
people, to force every man into the or
ganization, and to see to it that the
system should be one that should act
as a complete bar to a raid. Beacons
should be erected on every prominent
point, and when an alarm was given,
the sudden shooting up of a light on
the top of tin eminence would be respon
ded to from one and another, until
this whole country was aroused. This,
said he, is in itself sufficient to deter
an enemy from entering further into
the country, they would feel as if they
were going into a net, and even an ar
my might hesitate when they found
the whole country armed.
He adverted to the number of men,

have not come to the war; we have not
come to the point of suffering yet.
The rich were bound to give up their
substance to sustain the soldiers in the
field and themselves to participate in
the light standing shoulder to shoulder
with the poor man, who, in his turn,
feeling that his liberties were fit stake
could then light with renewed deter
mination.
One Mur Effo,U—Lincoln acknowl
edges himself sorely aggrieved at the
prospect of recruiting his armies. Vol
unteering has played out; the Dutch
and imported foreigners are procuring
protection papers, refusing to «o into
the army under any circumstances, and
his only resort is to Sambo. The cause
of subjugation must be getting desper
ate indeed when negroes are the only
recruits for the army. We have rea
sons, satisfactory to our own mind for
the belief, that if the Southern people
will only nerve themselves for this last
desperate campaign, and fight it
through, peace will smile out upon us,
a redeemed and an independent peo
ple before the close of another spring.
Can we not hold out six months lon
ger? If so, we honestly believe our
cause will he won within that time.
One more effort is all that is necessary
—only one; let us make it, at whatever
sacrifice.—Sun.
Prices in Richmond.—A correspon
dent of the Selma, (Ala.,) Reporter, in
giving some of his observations in
Richmond, says:
One thing that will strike an ob
server in Richmond is the full supply
of goods for sale in the shops. An
immense blockade running business
lias been carried on by the Jews and
free negroes. It would he much bet
ter if our people would consent to do
without imports than to buy them at
the fabulous rates of supply. We can
not afford to have our currency ruined
for calicoes, gin and claret. Our la
dies had better wear homespun, and
all drink water than to have the work
of depreciation go on. Every article
—not excepting tobacco—is higher in
Richmond than at any other place in
which we have been. Fruits are exor
bitantly high. Think of small, sour
peaches at 2o cents each, etc.
