Our duty impels us to refer to the loose
manner in which the laws relative to tra
ding with slaves and free persons of color
are executed- The common practice of
allowing slaves and free persons of color
Pec. 1. the Congress of the Confederate
•States of Atneilca do enact, That the hol
ders of all treasury notes above I lie denomi
nation of li ve dollars not beat ing interest,
shall bo allowed until the first day of
April, 1N64, East of the Mississippi river,
andaintilthn 1st day of.Inly, 1864, West
of the Mississippi river, to fund the same,
and until the 'periods and at the places
stated the holders of all such Treasury
notes shall be allowed to fund the same
in registered bonds payable twenty years
after their date, bearing interest at the
rate of four per cent, per annum payable
on the 1st day of January and July of
~ ch year.
Sec. 2. The .Secretary of the Treasury
is hereby authorized to issue the bbnds
required for the funding provided for in the
preceding section; and until ihe bonds can
be prep red, he may issue certificates to
answer the purpose. Such bonds and cer
tificates shall be receivable, without in

shall give its depositors the bonds author
ized by tbe 1st section of this act. in ex

the amount of said bonds in Treasury notes
bearing no interest and outstanding at the
passage of this act: Provided the said
bonds are presented before the privilege
of funding said notes at par shall cease,
as herein prescribed.
Sec. 11. That all Treasury notes here
tofore issued of the denomination of five
dol lars shall continue to be receivable in
payment ot public dues, as provided by law
and fundable at par under the provisions
of this act, until the 1st of Juiy 1864 east
and until the 1st of October, 1864, west of
the Mississippi river ; but after that time
they shall be subject to a tax of thirty-
three and a third cents on the dollar pro
mised on tbe face thereof, said tax to at
tach to said notes wherever circulated,
and said notes to be fundable and ex
changeable for new Treasury notes, as
herein provided, subject to the deduction
of said tax.
Sec. 12. That any State holding Treas
ury notes received before the time herein
fixed for taxing said notes shall be allowed
until the 1st day of January, lSGo, to fund
tl.e same in six per cent bonds of the Con
federate Staten payable in twenty years
after date, and the interest payable semi
annually. But all Treasury nof*s received

Sec. 7. That the Secretary of tbe’Treas-
ury is hereby authorized from time to time
as the wants of the Treasury may require
it, lo sell or hypothecate for Treasury
notes, said bonds or any part thereof, up
on the best terms he can, so as to meet
appropriations by Congress, and at tbe
same time reduce and restrict the amount
of circulation in Treasury notes within
reasonable and safe limits.
Sec 8. Tire bonds authorized by tbe
Gth section of this act may cither be reg
istered or cupon bonds as the parties taking
them may elect, and they may be ex
changed for each other under such regula
tions as tbe Secretary of the Treasury may
prescribe ; they shall l e for one hundred
dollars or some multiple of one hundred
dollars, aud shall, together with the cou
pons thereto attached, be in such form and
of such authentications as the Secretary
of the Treasury may prescribe ; the inter
est shall be payable half yearly, on the
first of January and July iu each year ;
the principal shall be payable not less than
thirty years from their date.
