The colored people of the State were
incorporated into an Association styled

ings of the negroes are to be called in

Gentlemen of the Oily Council:
Whilo feeling profoundly grateful to
the Citizens of Ncwnan for their partiality
manifested in electing me to the position
1 now occupy, candor compels use to say
that L enter u; o.i the duties assigned
with unaffected diffidence. I trust, how
ever, gentlemen, that aided by your val-
uabltyco-operatiou, i may so act as to win
the favorable opinion of the good. Wc
need not. expect to piCase ail; for while
man is imperfect, errors will be commit
ted which some have not the charity to
overlook. It is my ertrin st desire to dis
charge my duty, and consequences must
take care of themselves".
We cuter upon our duties with an
empty treasury. Our streets should he
improved, many cros-ings in our o.ty re :
pairod. Tlifsn improvements cannot he
effected without tools, lu'uber and .labor
crs. -■ The first two" cannot he procured
without money, and the latter will not
u>e them unless promptly paid. Thus,
gentlemen, you see money is now needed
and tlio treasury is empty. How, then,
e.n it he obtained? Taxation will not
meet, the emergency,
and other cities have p
upon the market, and they found ready
purchasers; Why may n-t Ncwnan do
likewise? An argument m favor of the
‘olveney of <,ur city need not be addressed
to you hut to capitalists. 1 think it would
not he difficult to convince money-holders
that Ncwnan is able and willing to meet
promptly any liabilities she might incur
kind feelings to their former masters, and
to faithfully observe contracts, and that
only by hard work and integrity could
they ever be upheld or respected either
bv blacks or whites, and to disabuse the
minds of the masses that they were to he
allowed to vote, or were to gain possession
of lands without paying for them what
the owners may ask.
A resolution was adopted that the coast
lands given by Gen. Sherman’s proclama
tion to the negroes should nut be taken
from them except by an express act of
Congress. This resolution was strongly
opposed by Captain Bryant and General
Tillson of the Freed men’s Burea, and
also by the colored delegates from this
county, (who voted against it,) but it
finally passed by a mere majority. The
delegates from Savannah and the coast
had a controlling vote by a very slim
m.ij u'ity, ami they carried the question.
A resolution was also passed denying
the dogma of Thud. Stevens, that the
Southern States are territories, and that
the property of Southern men should be
confiscated. The Southern whites had a
right to all their possessions, and Congress
has no right to take from them any pro
perty for the use of the blacks.
Resolutions encouraging honesty and
discountenancing vice among the colored
people were adopted.
The Convention resolved to appeal to
the Legislatuie, as the blacks were sub
ject to taxes and equal charges on public
conveyances, to grant them equal rights
before the Courts. If the • Legislature
would not grant this..privilege, appeal
would be made to Congress. [The Legis
lature has already conferred upon them

The Convention also adopted a resolu
tion that a reasonable time should be
■granted the freed men to make contracts,
and if then they refused, the officers of
the Bureau were requested to m.ike them
. work and earn a livelihood by forcing

The trains on State Road ran through

last Thursday.
The Paymaster General says it will re
quire 8555,000,000 to equalize the boun
ties of all Federal soldiers. This state
ment staggered certain Congressmen —
They feared there would be nothing left
in the Treasury for them.

A letter of recent date from Gen.
Sherman has been received in this city in
which he takes strong grounds in favor of
the maintenance of our policy of neutrality
towards Mexico. Notwithstanding the
recent details, it is certain that Juarez has
been driven from C(iihuahua by French
troops under Gen. Bryancour, who now
occupies that place.
The introduction and adoption by the
House of Mr, Stephens’ resolution to day,
allowing lawyers,to practice without taking
the test oath, Is regarded, as a death blow
to the act of 1862, imposing that test, and
it is thought the act will be repealed.
Franklin W. Smith & Bro., were arms
ted, their papers seized, and a commis
sion organized to convict them. After
a long time of one devilment and another,
the cssA was brought before Abraham
Lincoln and he wrote as follows:
Whereas, Frauklin W. Smith had
transactions with the Navy Department
to the amount of one million ami a quar
ter of dollars; and whereas, lie had the
chance to steal a quarter of a million, and
was only charged with stealing twenty
two hundred dollars—and the question
now is about his stealing one hundred—
I don’t believe he stole anything at all.
Therefore the records and findings are
disapproved—declared null and void, and
the defendants are fully discharged.

Having lost largely by the late war, and
