Rail Road.
A small number of the Seckholders of
fhis road met in the Court House in this
place on Tuesday last. Maj. T. A. Grace,
one of the Directors, occupied the chair
and explained the object of the meeting.
He said at the recent meeting of the Di>
rectors in Griffin, it was resolved to com
mence wwrk on the road so soon as one
hundred thousand dollars were subscribed
payable In- installments us called for.—
Those present were notified that if the
amount was raised in the next six weeks
—the cars would run from Griffin to this
place in less than twelve months.
After the conclusion ol Maj. Grace’s
remarks, J. M. Thomas, Esq., another
Director make a-fhort but telling speech.
The profitableness of rail road investments
aud the difficulties under which other
roads had labored were fully presented.
He warmly endorsed the action ot the
Roar-1 in determining to havo all the
wo:k on the road done by the company,
thereby saving to the Stockholders the
profits, which, heretofore went into the
pocket of contractors.
All were urged to go to work and try
raise the amount. No further action was
t-ken.
We have been informed that a proposi
tion lias been made by a company of
twenty men, nearly all of whom are old
Stockholders, to build the road from Grf-
fm.to Ncivnau, provided a lease of ten
years is given, or these same inen agree
to build it to Oxford, Jacksonville, or
any other point fixed, upon a twenty
years lease. At the experation of the
lease the road and equipments wi
turned over to the original company.—

ble to ascertain the fact, lias informed us,
that, he lias good reasons to believe that
the-amount of money needed to build the
road can be borrowed in Now Yolk at
the lawful per cent. The Directors how
ever think, that if this be true the better
policy to be, to raise a considerable sum
from the citizens of the counties through
which the road will run, before attempt
ing to.borrow money in New York.—
Those facts are mentioned merely to as
sure all interested that the road cau ami
shifted his garb and taken his stand witl
the leaders of tho rebellion, and that lie
will henceforth act with them in accor
dance with the vigor and boldness which
are conspicuous attributes.in his organiza-.
tion.” Again, returning to the Virginia
speech of the President, which sets very
badly upon its digestive organs, the Ga
zette adds:
“ We do nop allege that, the President
designs to resort to military or mob vio
lence, either to suppress Congress or
mold it to his purposes; but his language
conveys a clear threat of coercion, and is
susceptible of no other rational interpre
tatiou. He puts the men, whether in
Congress or out, who do not coincide with
his policy, in the same category as the re
bels. lie empha'sizes the fact that the
S luthern rebels or disunionists have been
put down, and declares that now the same
must be done to .those whom lie denomi
nates Northern disunionists : that is, the
loyal men who do not consent to his
schemes for restoring the revolted States
to their old positions as members ot the
Union. These words do not become a
President. They suit only the lips of a
Dictator.”
The paragraphs of the Virginia speech
of the President which are thus charac
terized, we here copy. They are as fol
lows :
“On the cardinal principles pf repre
sentation to which you refer, I will here
make a single remark : That principle is
inherent: it constitutes one of the funda
mental elements of this Government.—
The representatives of the States and of
the people should have tho qalifications
prescribed by the Constitution of the
United States, and those qualifications
most unquestionably imply loyalty. He
who conies as a representative, having the
qualifications prescribed by the Constitu
tion to fit him to take a seat in either of
the deliberative bodies which constitute
the National Legislature, must necessarily,
according to tho intendment of the Con
stitution, be a loyal man, willing to abide
ll by atffl devoted to the Union and the
e Constitution, he can not be for the Union,
he can not acknowledge obedience to all
the laws unless he is loyal. When the
people send such men, in good faith, they
are entitled to . representation through
them.” * *’ * *
“ I do not intend to say any tiling per
sonal, but you know as well as I do that
at the beginning, and, indeed, before tbe
beginning, of the recent, gigantic struggle
between the different sections of the
country, there were extreme men South,
and there were extroiue meg North. I
might make use of a homely figure—
which is sometimes as good as any other,
even in the illustration of great and im
portant questions—and say that it has
been hammered at one end of the line,
and an anvil at the other; and this great
Government, the best the world ever saw,
will be built, and tho only task with its
officers is the selection of the best plan \ was kept upon the anvil and hammered

Henry S. Foote’s War of the Rebellion,
or Scylla and Charybdis.
There is a class of men in this world
who always “go off at half-cock,” and are
consequently as dangerous as a gun with
that peculiar excellence. Of this class
the most striking example is Henry S.
Foote, a man of honest, manly,, perhaps
even noble, impulses. Rrave as a-Tion,
and witli strong intellectual powers, he
hys all Lis life been doiug or saying some
thing to-day which he will regreat to
morrow, and in all probability disavow.—
Such men are safe enemies and unsafe
friends. Justin proportion as you re
spect their honesty you contemn their
judgment. If they act with you they in
jure the common .cause by indiscretion
and violence, and, before they repent of
their indiscretion and violence, probably
accuse you of luke warmness, indeed in
sincerity.
Mr. Foote, in the Sejiatc of the Uuited
States, was a very warm, perhaps an able,
advocate of the compromise measures of
1850, but was more generally known as
having told Mr. Hale that lie would be
hanged in Mississippi, and as having
drawn a pistol on Mr. Renton, under the
“half-cock” idea that the Missouri Sena
tor was about to attapk him.
Of course lie opposed secession, and of
course he served iu the Confederate Con
gress ; of course he embarrassed the Con
federate authorities, and of course he
maligneil 'them ; of course he denounced
Mr. Limx>lu,*o_t course he extravagantly
praises niur; of eoonwMie thinks that
States have the right to determine who
shall be their citizens,: and of course be
thinks that they should not be allowed to
determine unless they abjure volition.—
The French have a word that pictures
such a mind exactly —‘(focoiiliequcuf}’—
one who is always illogical. When his
premises are sound his deductions arc in
correct, and when his premises are faulty
his deductions are strictly logical. He
has written a book which paints him ex
actly, and which will meet many readers
both North and South. How far it was
seemly, and in accordance with his own
notions of honor, to kick men who are
down and cannot answer, is a question
which he himself will answer very plain
ly- and nobly.a few'years hence, but which
“haif-cock” lias prevented his considering
