Ed. Herald:—Yesterday vfcas a beau
tiful Sabbath, and very early the sweet
-little children were seen wending their
way to the Sabbath School. Of course
your humble correspondent attended ; for
he thinks the place where children are
taught the great truths of Christianity,
is where all true philanthropists sbould
es 1 had the great pleasure of listening
to our genial College mate of former days,
Rev. George Yarbrough, wlio, by the
way, was a class mate of yours, lie preach
ed a most excellent sermon, portraying
some of the glaring sins of the day, and
their fruits. It had a telling effect upon
those who listened to his sound logic and
deep pathos. He and you are engaged
in very much the same business—he fights
the devil and you fight the radicals. God
speed to both of you.
There are some very interesting preach
ers in the city, and I go to hear all; for
I have an interest in all, being a Metho
dist, having a Presbyterian sweet heart,
some most excellent and dear friends who
are Baptists, and am a lobby member of
the Episcopal Church !
While 1 write there is a discussion go
ing on in the Senate, for the reconsidera
tion of a bill which was lost on Saturday,
donating about three hundred acres of
land, lying near Macon, to that city. It
teeuis that the Legislature granted the
city authorities, several years since, the
control of the land so far as the privilege
of ditching, &c. to secure the city against
sickness. They were not to sell, rent or
lease said land. They now ask the Gen
eral Assembly to give thorn fall title to
have and use the same as they may deem
fit. As it is, it seems the land is worth
nothing to the State, but if the city de-
velopus it, it may pay a good tax into our
State Treasury. . ..
There was a hot contention, on Saturday
upon a motion to reconsider s Bill which
provides for the fining of Railroad agents
or corporations, for changing more than
chartered rates.
There are certain men here who think
it an outrage for any one to attack a bank
ing institution or any other corporation,
if a man has the courage and boldness
to express himself justly in opposition to
these institutions, or their actings and
doings, it is like throwing hot shot into a
powder magazine. They have been glo
riously defeated, however, in many in
stances, as in the reconsideration mention
ed above.
The bill amending the charter of the
city oi Newnan, was passed a day or two
since—but the act permitting y our city
fathers to issue change bills was lost in
the House. I am sure, however, that
Mayor iSwint and his associates will be
very little non-plussed in consequence,
for they are men of genius and will de
vise other means forcarrying on the work
of improvement until your pleasant city
will become one of tiie most beautiful in
all Western Georgia. Its intelligence,
Wo ask the reader’s attention to the
advertisement of the Star Saloon. The
Proprietor is determined to make it a first
class Saloon and keep constantly on hand
the finest brands of Whiskies, Brandies,
Wines, etc.

Committee of Fifteen Report Terms for
Admission of Southern Members.
V asiiington, March, 5.—The Com
mittee on Reconstruction reported a joint
resolution to the House to-day to admit
lennessee into the Union on certain con
ditions to be ratified by the people. A-
mong them are : no part of the Confede
rate debt to be paid, and all persons who
engaged in the rebellion are not to vote
or be eligible to offiee for a certain period.
1 his is the Republican programme to be
applied to all tiie Southern States.
The House, by a vote of thirty-seven
against one hundred, refused to receive a
communication from the Governor of
North Carolina enclosing a resolution of
the Legislature signifying their accept
ance of lands for agricultural College pur
poses. The vote was taken after the de
claration of Mr. titevens that the House
did not recognize North Carolina as a
Etate in tiie Union.
In the Senate a joint resolution was
introduced providing for the admission of
representatives from the late insurrection
ary States when they shall have repealed
all distinctions of civij .rights on account
of color, and conferred the right of suf
frage upon all negroes who have served
in the army, can read the constitution,
and who pay tax on real or personal pro
perty. It was referred to the Cuiumittee
on Reconstruction.
