‘‘During’ the rebellion, belligerent rights
were acknowledged to the enemies of our coun
try, and it is dear to me that the parole given
by the armies laying down their arms protects
them against punishment for acts lawiul for
any other belligerent. In this ease 1 know ii
is claimed that the men tried and convicted
for the crimes of desertion were Union men
from North Carolina, who had found refuge
within our lines and in our service. The. pun
ishment was a hash one, but it was in time of
war, and when the enemy no doubt ielt it
necessary to retain by some power the services
of every man within their reach.
“Gen. Pickett 1 know personally to be an
honorable man, but in this case his judJm-.-ut
prompted him to do what cannot well be sus
tained. though 1 do not see how good, either
to the friends of the deceased or by fixing ail
example for the future, can he secured by his
trial now. It would onh open up the question
whether or not the government did not disre
gard its contract encored into to secure the
surrender of an armed enemy.

Gen. Sickles Directed to Rescind His Order
Prohibiting COKroitEAL Punishment.—We find , oiy of PARK E. ARNOLD,
the following in the Washington Chronicle of

Tiie North Carolina Commissioners had a

day, who communicated to them ids decision,
Li ih in regard to the order <>I Sickles and to
interference of the Kreedmen’s Bureau, iu an
nulling articles of indenture iu numerous cases
where colored children had been hound out.
On both points the President decided that
the officers w ere in error in interfering. Secre
tary Stanl"ii issued instructions to Gen. Sickles
directing him to rescind his orders prohibiting
tiie execution of judicial orders inflicting cor

delivered to Gov. Worth, to he handed to Gen.
Sickles.

Gov. Worth orders to his subordinate oliicors

Several months
have now elapsed since the grave claimed its
victim, and we may now bring an offering fur
the tomb of our deceased friend. Justice to
the living requires that honor should he paid
to tlie virtues of the dead. It is thus that we
may become instrumental in maxing the effect
of good deeds and virtuous conduct unceasing
in its operation and eternal in its duration. It
is the error of the living to permit the death
of a good man. The lives of good men ought
to he embalmed in the memory of surviving
gratitude. No man is perfect—every in divid
ual has his faults. Some characters, it is true,
arc so exalted that it is v.itn uimculty wc find
blemishes in their lives. Such should be held
in everlasting gratitude. With others the
scales of good and evil seem to balance. Such,
when dead, deserve the charity of the living.
Now and then we meet an individual pos
sessed of qualities of such kind and character
as to lift them above their fellows, and stamp
a lasting impress upon the circle "in which they

their names should be honored and their mem

“ Give me a place to rest my lever on/' says
Archimedes, *-a:.d I will move the world.
•‘Give me pure and unadulterated drugs,
says Medicos, of the olden time, “and I will
cure disease.”
In one sense, both of these learned pundits
were the veriest charlatans. They know there
>.vas no place to rest their lever on, either to
move the world or cure disease. Mechanism
was in a backward state, and the medical pro
fession was but another name for sorcery, and
all the adjuncts of magic filters and charms ot
the “evil eye,” &c.
But these latter days have borne unto us
mething more than even superstition and its
row ever dreamt of in their maddest philoso-
>hv. In these 'lays of practical science, what
..as theory of yesterday is fact to-day, and all
the old time notions become as bubbles in the
sun, and burst and break with every breath we
draw.
Let Archimedes shoulder his lever and we
will find a resting place for it to move the
world. Let mine ancient Medicus pant and
toil no more for the drugs lie sorely needs, for
we have them at our hand, ever ready to serve
them at his beck.
