informed that Muj. Gen. Dleadc did not
conceive me eligible for the office, and
that if 1 should be elected, lie wouldieel
compelled to decline permitting me to
qualify, I did not feel willing to embar
rass the people of Georgia by continuing
longer in tbc fiodd. Linder these circum
stances, 1 promptly withdrew from the
candidacy, in order to give you an oppor
tunity of uniting on some one whose eligi
bility was unquestionable. I understand
that the name of the Hon. John B. Gor
don, of the county of Fulton, (whose
eligibility is said to be conceded by Gen
eral Meade,) has been announced as a
candidate for Governor. I have known
General Gordon for years; lie is a gen
tleman of acknowledged ability, unques
tionable patriotism, and irreproachable
character, eminently worthy of your con
fidence aud support. No matter whether
he be for or against the ratification of ihe
Constitution submitted to you, if he
should be elected, arul the Constitution
should be ratified, lie will take an oath to
support it, and no man who knows John
B. Gordon, can doubt for one moment,
that he would administer tiie government
according to the Constitution and laws,
and for the real welfare and permanent
good of the entire people, irrespective of
partyism or color.
Sincerely thanking the people of Geor
gia for their expressions of confidence,
and pledges of support, whilst 1 was a
candidate, and earnestly hoping that our
troubles may soon terminate in the estab
lishment of peace, order, aud sound con
stitutional government,

I. The uncertainty which seems to cx-
st in regard to holding muncipal elec-
ions on the 20th instant, and the fre
quent enquiries addressed to these Head
quarters, renders it necessary for the Oom-
Tije Absurdity of Drinking.—It
has become a sort of popular —almost na
tional—faith that it is not possible to be
truly happy unless you drink. Among
certain classes—and they are by no means
exclusively the lowest—drinking is the
beginning and end of everything. The
very name of liquor is held to be synony
mous with enjoyment, and the dearer the
liquor the more it is prized and coveted.
Yet every man who is not a downright
drunkard, is well aware that the pleasur-
nanding General to announce that said
deetions are not authorized by any orders
rom these Headquarters. Managers of

viving any votes, for any offices except
mch offices as are provided lor in the
Constitution to be submitted lor ratifica
tion—the voting for which officers is au
thorized by General Orders Nos 40 and

II. Complaints having been made to
these Headquarters, by planters and oth
ers, that improper means are being used
to compel laborers to leave their work to
attend political meetings, and threats be
ing made that, in case of refusal, penal
ties will be attached to said refusal; the
Major General Commanding announce
that all such attempts to control the
movements of laborers and interfere with
the rights of employers, is strictly lur-
b-idden, and will be considered, and on
conviction will be punished, the same as
any attempts to dissuade and prevent vo
of drinking are, beyond a certain point, a
mockery, a delusion and a snare. I put
it to any oue who has stood half the night
in a club room, drinking, smoking, and
bandying reckless talk, if the enjoyment
of such an evening has been anything
like that of a lev; quiet hours spent at
‘‘But the guano trade was so important to
the agricultural as well as commercial inter
ests of the country that it was thought worthy
of special encouragement. Therefore the act
of August IS, lSf.O, was passed, which secures
to discoverers an exclusive linht in the guano
they may find; provides a mode of making
their acts matter of pnUlic record, and ex- i
pressly reaffirms and pledges over again the
faith of the government to prevent crimes and
protect the owners against foreign aggression.
Many guano deposits were held and worked hy
Americans under the principles of pul-1.c law
before I80G, and many more have since been
taken. We have now fifty-eight in all. In no
case, except this one, has any department of
the government shown the least hesitation
about enforcing the rights of the owners.’
Judge Black then proc eds, in an able argu
ment, n> defend the rights of the Baltimoreans,
and to conn overt the arguments and views

as follows:
“ A large part of Mr. Seward’s papers con
sists in an elfort to show that Columbus dis
covered the West India Islands, including A.ta
Vela, whereby Spain became the sovereign of
it, and St. Domingo succeeded to the rights of
Spain. To a man of common understanding
