Dear Home Journal.—I arrived
here last Friday night about midnight,
■safe and sonpd. The Mayor did pot
meet me at the depot with an eloquent
and sonl-eheering welcome; the enthu
siastic populace did-not greet me with
ear-splitting cheers, as the ears stopp
ed; they did’nt seize raeandbearjne to
tile hotel on their shoulders; no can
non boomed, and no brass band an
nounced my arrival, in martial "strains.'
Tlris was - doubtless owing to the fact
that I came -unexpectedly. Next tame I
come,-IkliaIl give, ninety days notice
in advance.
Rnsineps is very dull here, and ah

The Eti Kins Bill, if passed by Con
gross; will be one of the most infamous
outrages in the history of the. usurpa
tions of, the Radical party. As adopt
ed by* the canons, it takes all jurisdic
tion ffem the courts of the Southern
states in coses of mitrder.and violence,
p.nd vests the same in the TJnited
States courts. This shows the deter-
miuation of these descendants of the
tories. of ’76. ultimately to abolish-the
state governments in. accordance with;
tlieir. leading idea of progress. But
thebill would prove the fruitful cause
of a great increase of the very evils it
is ostensibly framed to suppress. -
Its-object is apparent,- and is, - with
out doubt, to place the lives, liberty,
the administration r for Hue -judges-and.
otherjoffic'ersi of these;,.conrte are near

and the juries are, for pie most part,
composed of loyal, (to everything but
tmth and’honor)/white men and ig
norant prejudiced:negroes,--rall bitter
enemies of:the' respectable - people of
the South. Accusations will be
hatched up by the hundred. The
courts will be held_ in cities remote
from tjiue homes of the masses;- and
persons accused will not be able to se
cure the services of competent counsel,
or the-attendance of witnesses, with
out undergoing expenses fwliich very,

He proved his theory conclusively by
referring to official statistics. The
number of deaths by drowning that
have occurred with in the hist- month
in this country would seejjT
to justify the belief that* the ' via;
itations cf Providence, which
we call accidents, also frequently take
the form of epidemics. Msyrit not be
that each species of crime, disease, or
mishap, to which mankind is subject
is produced by a 'different band of evil
spirits. The Ic-gion of devils cast out
by Christ caused the swine, into which
they entered, to destroy themselves by
rushing into the sea.
