I have: a recollection of-a scene which
occurred in my presence in- tlie- "old
Capital at Mdledgeville a little overfonr
years ago. The Convention then sit-
el to: -ting in Atlanta, after passing an ordi
nance to raise a.tax for pay of its mem
bers, discovered that the money would:,
be tardy in coming in and.’,ortlered, by
resolution,, that one of its iriembers,
whom if had made financial-agent,
should go to Milledgaville and "draw
forty thousand dollars to find them
selves m victuals, clothingand refresh-
ments.nntil the tax could be dolledfed;
and to- make the matter sure they got
Geu. Pope to endorse the ’ resolution
with his order to John Tones then State
Treasurer, to pay the money.
The-financial agent, who by the
way is’ the present Treasurer proceeded
to Milledgeville arid presented the res
olution with its nrlitary endorsement
at the’ Treasury. I happened to be
present; and I wish you could have
seen the quiet stride -and polite man
ner of the old Treasurer when he hand
ed back the paper and informed its
bearer, that he had no moriey in the
Treasury appropriated -Tor ' that pur
pose and that ho could riotipay it. ‘ The
.financial agent seemed rather set back,
