It has hitherto been the custom, pre vailing in every State c mposing the American Union, for the United States Courts to'impanel.theirjmors in pursu ance with (lie Constitution and laws pre vailing in each State. In Georgia the Constitution prescribes rtat none hat upright and intelligr.nl citizens shall he selected to serve in the capacity of ju rors, which virtually disqualifies the ne gro, for ns a elans they certainly are not intelligent. The kjstem has worked well, and complaint lias been rendered by no class of citizens. Judge Erskinc, hew ever, says the policy is not correct— that the burden and responsibility of ju ry duty should rest upon tho black as well as tho white clt'zoo. Consequently the ordinary mode of selecting juries lias been ignored, and they nio now, and hencclortli, to be selected in accordance with a presumed inclination to become servile instruments of Radical oppres sion. Under the old, or Georgia system, of selecting jurors lor the United States Courts., when intelligence was made the prerequisite for service, hut lew convic tions resulted from indictments infln euced liy parti/,an malevolence and de pravity of heart; therefore, nadir the flimsy pretext of compelling the negro to incur his share of the burden of jury du ty, Judge Erskinc draws his | anels from the depravi d,«the vicious and ignorant, with the assured expectation of verdicts of conviction, whether tho evidence jus tifies or not. Umlor these circumstances, it is not surprising that the liar, the Pjess, and the People shoo’d be deep-toned in ex pressions of indignation. Radical rule has, in the past, proved terribly oppres sive to the citizen—it has dishonored and a’nvst bin krnpted the State—and fastened upon the present and future generations, a burthen of taxation al most too grievous to be liorne; but we have ever congratulated ourselves that jxTsonal liberty was secure—that the Federal Judiciary of Georgia, aided and strengthened by upright nud intelligent jurors, was incorruptible. But it lias proved a delusion! Judge Erskii o has dragged the ermine through the filthy pool of Radical polities —ho has dis robed himself of honor, declared in fa\*br of ignorance, and henceforth negroes and penniless adventurers will be the aut. m atons that will grace the jury b.xos of the Federal Courts, and instauce pronounce a veidiet in accordance with the dictation of Radical authority. A Stiumik Fish —Tho Macon Telegraph has a description of a strange fish that was caught in the Ocgiulgi-o river on last Monday. It says that ‘it measures ten feet five inches from tl* head to the end ol its tail, and its head, which is flat timed somewhat like that of the cat-fish, ; isthiiteenincl.es broad at the widest part. It is armed with a double row cl teeth, somewhat resembling tin s' of a shark, but neither so sharp noi quite so long. Its-bead is without scales, bat covered with a r ugh bluish sort of skin lib pectoral fins aie fifteen inches long and fan-like in shape. Its caudal fin ,runs out to almost pointed shape, hk<> that of an eel. Abolition of Slavery in Spain. The Span sir C»rt<B passed a bill ten days ago, emancipating the slaves in Porto Rio, and giving them political rights. Abolition is to take i mediately, but the slaves are compelled to remain three years with their present mifSters, and will not eni »v the political rights of Spanish citizens, until five years have elapsed. Savannah Factory. —The Arkwright Cotton Factory of Savannah, made its first shipment ol eight bales of yarns on In si Satu day.
