Wo are glad to say that from the lat

little Oak City, the indications aro much

Important Bankrupt Decision. —
Richmond, Va., Oct. 81. -In the United
States Circuit Court to-day, iu the eases
of Goo. W. Dilland and others, bank
rupts, Judge H. L. Bond rendered an
important decision. The creditors ob
tained decrees iu the State Court direct
ing the sale of Dilland’s property. Af
terwards Dilland filed a petitiouin bank
ruptcy, aud claimed the homestead ex
emption of fii.OOO, which exemption was
allowed in the United States District
Court by Judge Underwood. The credi
tors then carried the case before Judge
Bond by petition, and he decided the
following points, which entirely reverse
ruling of Judge Underwood :
1. When suits aro pending in State
courts before the commencement of bank
ruptey proceedings, if there bo no sug
gestion of fraud and no interests of gen
eral credit will be prejudiced, the bank
rupt, y court ought not to interfere {with
the jurisdiction of the State Court.
2. When a bankrupt has made a deed
oi Uu >t to sei n:v creditors, he is not. en
titled to any exemption out of the prop
erty convoyed until the deed is satisfied
or adjudged fraudulent as to creditors
: by Si ate'court.
When proceedings in bankruptcy
were commenced before the par.-age of
I tb.e Act of March J, 1872, the bankrupt
is entitled to such exemption only as is!
allowed by laws existing at the time the i
proceedings commenced.
4. Th e amendatory act, so far as it is j
declaratory of the Act of 1867, is void. j
5. The rights of bankrupts and credi- ■
tors :uv fixed according to laws iu force;
when the bankruptcy proceedings com
menced, and no subsequent legislation j

Here is the way the “hard-up” suf- j
frage slingers of Troup comity “raise the i
wind” these tight, times. We quote from I
tlio LuGrange Reporter :
Last Saturday, an impecunious freed- I
man while strolling about town, without j
any money in his pocket, concocted a j
brilliant scheme to “raise tho wind.”
He sat down by a wagon whoso owner j
had left it to do some trading, and pretty |
soon be saw another darkey sauntering
along whom he marked for his victim.
“Look a here!” said he of tho lean purse,
“have you got twenty dollars about you r"
“S’poet I has,” said the moneyed man,
“but. what o’ d:it i-” “Why jest dim if
you’ll lend me dat twenty dollars 'bout
half an hour, I’ll gin yer back tweutv
ono dollars, and I’ll leave my wagon wkl
yer for seurity, 1 got a chance to make a
speculation.” The capitalist “degreed to
this,” lent the twenty dollars and took
his seat on the wagon : In a short time,
the t rue owner returned, and a fierce con
tention followed concerning tho owner
ship of the wagon that had been pawned.
It whs finally settled oy the real owner by
driving the wagon off,,and the money
lender went his way, mourning for the
speculator, who has never returned.

We have received the November nutn-!

New York, at ?8 per annum. The copy
sent us was a perfect treat to the little
folks. It is copiously illustrated with nu
merous engravings, and tho reading mat
ter is both interesting and instructive to
children. Wo looked in vain to find am
thing in its p tgosobjectionable in morals
or offensive in principles to the true
Southern gentleman. In this eespeet it
is a pleasing exception to some juvenile
publications we have seen from the
North. In times past we hare had the
misfortune to subscribe for two youth’s
periodicals under the impression (as held
in their published prospectus) that they
were neither Sectarian or Sectional, but
further investigation showed that the
publishers allowed their pages to be used
for insidiously poisoning the minds of
the youth against sentiments dear both
to tho Southern patriot anil Christian
gentleman. From the copy of St.. Ni. fi
olas before ns wo think we may safely
commend it to our readers. v
