We see that the Legislature of Vir ginia has before it the old proposition to tax bachelors over the age of thirty years $10 each, to be applied to theeclu-, cation of poor clu.dren. There are in this country three con flicting principles of taxation, and we are at a loss to determine which of them sustains the proposition to tax old bach elors invidiously. The first of these is the ad valorem principle, by whioh things are taxed according to their value Could the member who introduced this bill have meant that a tax on bachelors of $10 per head and a poll tax.on mar ried men of only $1 per head, would bo an ad valorem tax in both cases? If so, his bill is not very complimentary to the latter class. Then there is the principle of discriminating in favor of home manufactures, and at first wo were disposed to think that this . idea was what the over-gallant Virginia' member was,driving at. But it is a principle that has never beeirpopulnr in Virginia or any other Southern State—in fact, Southerners are prone to denounce it as unconstitutional. Moreover this is a branch of industry that lias not been languishing at the South and is abun dantly able to take care of itself, especi ally during leap year. The third prin ciple is that of-taxing luxuries, to the exemption of common necessaries. Is bachelorism a state of luxury ? If so, the Virginia legislator has hit the nail on the head, and his bill ought to bo passed. It should, however, be amend ed, by engrossed ryder, so as to provide that all ladies over the age twenty, who permit a leap year to pass by without securing husbands, should also be tax ed to tho same extent. With this com promise, wo vote for the bill.—Oolnm- i ius Eng. Tho flumes wore gaining tho mastery every second, when a lady, who was present, touch by the dilemma, did notnesitatoa minute, but pulling off her jupon. removed from it the inflated india-rubber tubes, which form part,' and rather n considerable parcel of a lady’s dress now-a-daya. These tubes, consist ing of several yarns, were immediately attached to the engine, and played the impromptu part of hose most effectual ly. The consoquenoo was, the progress of the flames was arrested, and, ulti mately, tho building saved. The name of lhe lady, to whose presence of mind this fortunate termination wus mainly owing, is not known; as, after the damoge voluntarily inflicted on her dress, she, with a refined delicaoy that cannot be too highly praisod, instant ly sought refugo in flight. Tnz Govinors.—All tho Northern non-slaveholding States have Black Re publican Governors, except Now Jersey, Pennsylvania, Oregon and California— making fifteen Black Republican Gov ernors, counting Kansas. The Gover nor of Now Jersey is an old-line Whig, and the Governors of Oregon, Californ a and Pennsylvania aro Demoorats—tho latter a Douglas or Popular Sovereignty Democrat. All the Southern Stateg have Democratic Governor^, except Maryland, which has an American, and Texas, which has an American Demo crat, Sam Houston.—Col. Enif tSpWe believe that tho Alabama Democratic Convention is the only one yet held in n Southern State that did not present a citizen of its own State as a candidate for tho Charleston nomina tion for the Presidency. But Alabama presented principles, and instructed her delegates to procure their recogni tion or withdraw. In our opinion, there fore, Alabama is the only State that has given an earnest of Democratic sinceri ty in invoking “a united South" for Southern security.—Col.
