A military Congress, consisting of tiie chiefs of the two armies and the repre sentatives qf. foreign governments, met on the sdnie* evening. The result of their conference is unknown. It was reported that Miramon had abandoned the siege 'of VersCrus and deserted, h'.s army taking refuge aboard the French 'fleet. Miramon’s commu nication with the interior has been en- ticely.cut off, and the City of Moxlco hat pronounced against him. • >. Gen. Garza has returned to Tampico, and resumed the Governorship. New Osleans, March 27.—The prize steamers Miramon and Marquis, and the sloop of war Preble, have all arrived and anchored opposite the city. ”The Preble brings one hundred ami twenty prisoners, among whom are Commodore Marin and his .twosons. The prize steamers bring sixty* prisoners. The MurtiuV prisoners have been token to the Parish prison by the U. S. Marshal. Their trial is postponed. Mexican mails to the 15th have ar rived. A military conference lias agreed upon terms of armistice^ hut J uarez's government disapproved of it, bccauso'it did'not sufficiently guarantee the constitutttin of '57, which are its cardinal principles.
