Jefferson Davis, of Missis sippi, replied to Senator Douglas’ speech. Congressional. Washington, May 17.—House passed the Post Office Defficicncy Bill, with amendments restoring suspended mail service, and appropriating $60,000 for Isabel service. Black Republican Convention. CniCAno, May 17.—In tho Black Re publican convention, and after consid erable debate, the majority rule was adopted. Seventeen States wore repre sented in tho convention, being a ma jority of the States. It is expected tho Convention will proceed to ballot for candidates this af ternoon. Seward’s chances are impro ving with a fair ohanoe of being nomi nated. From Washington. Washington, May 17.—An address, to tho National Democrats of the South, signed by eighteen Southern Democrat ic Congressmen, urging tho Seceders from tho Charleston Convention to nt- teend (lie adjourned session in Baitimoie the 18th of Ti.. ,ii i , °n the 18th of Juno, was published By giving the above an insertion and in the “Constitution” newspaper this morning, accompanied with approbato ry editorial remarks. , A Fickle Leader.—During the ses sion of the Charleston Convention, Sen ator Toombs telegraphed to the Georgia delegation to insist upon a sound plat form with a Southern man upon it; and, if not granted, to bolt the Convention. The Macon Telegraph, of Thursday, publishes the following despatch, sent by a citizen of Augusta to a friend in tne former city: ’’Augusta, May 8.—Mr. Toombs Tel egraphs mo to say to you, that the South ern members have agreed to a recom mendation to tho seceding States uH to go to Baltimore for reunion. The may succeed in divid ing the Demooratio party, and may pos sibly suoceed in nominating him by the votes of those States that never give a demooratio electoral vote, but they can not cleot him.
