Postmaster General and the New I < York Defalcations. -« The press generally throughout the country are commenting upon the statement of the Postmaster General oipon the defalcation of Mr. Fowler.— It is certainly one of the most extra- • ordinary public documents ever given to the country. It is a self-convicting report; and yet Mr. Holt, who lias a great deal of ability, but no moral sense, does* not seem to know* that it -absolutely furnishes evidence convicting himself of the most remarkable negli gence in the conduct of the Post Office Department. All the testimony given before the Covode Committee, intended to prove ever so much against the Pres ident and Cabinet, is as nothing com pared with the revelations and admis sions of the Postmaster General, him self one of the Cabinet. Here was a regu lar system of defalcation going on from 'quarter to quarter for five years or more upon a plan which must have been known to some of the officials at Wash ington,and ought to have .been known to and corrected .by the head of tbe Post •Office Department. Mr. Halt puts the triaimo, though very gently, on some of <the auditors and assistants; but the publio, we think, will be likely to heap more censure upon them than the Post master General, and to expect their re moval; Again, Mr. Holt insinuates that the United States Marshal of the district was derelict in his duty in not securing the arrest of Mr. Fowler. If that be so then why not dismiss him T Have not theadministortion the courage tore- move an pificer who neglects his duty ? Those ore matters about which, the press i are both busy. The Postmcs- Douglas’ Withdrawal. WssniNOTo.v, June 23.—It in rumored that, a special train left here, this morn ing for Baltimore, bearing Mr. Douglas! withdrawal of his name from before the Convention. Convention News. Baltiuori, June 22.—There is a gen eral rupture in the Convention. Por tions of the Virginia, North Carolina, Tennessee, Kentucky and Maryland delegates seceded last night. The anti- Douglas men from the free States also seceded. Every thing is afloat, and another sp eeders’ Administration Convention con venes to-morrow. It is understood that the Richmond Convention will meet here. Baltimore, June 23,2 P. M.—Caleb Cushing retired from the Chair and took a seat among the Massachusetts delegation. Mr. Todd, of Ohio, took the Chair. Ballotting was progressing slowly. New York, Louisiana and Alabama, voted as units tor Douglas. The Georgia delegates declining vot ing at present. The balloting resulted as follows. Dodglas 173 I Guthrie .9 Dickinson 1 . | Breckinridge.J A resolution is now pending, that Douglas be declared the nominee of this Convention. Stephen A. Douglas Nominated. Baltimore, June 23, 3 P. M.—After second ballot, a resolution was unanf mously adopted, declaring Dougins to be the nominee of the Convention ho having over two-thirds of-those present. The adoption was by acclamation,. SECOND DISPATCn. Baltimore, June 23, C P. M.—Doug las received 185 votes; there were about 10 scattering votes in opposition. Tbe total was subsequently given to him by acclamation—the number of votes be ing 194}. The Convention after making the nomination adjourned until 7 o’clock this evening. The Scceders Convention. Baltimore, June 23, 2 P. M.—The se- ceders’ Convention met at noon to-day. Mr, Russell, of Va., was called to the chair! The Convention appointed a Commit tee on organization, and adjourned to 5 o’clock this evening. The following States were partially or wholly represented: Virginia, North Carolina, South Carolina, Missouri, Cal ifornia, Oregon, Florida, Louisianr, Texas, Mississippi, Tennessee, Ken tucky and Arkansas. Baltimore, June 23,6 P. M.—The Se cession Convention organized this morning. Mr. tftussell, of Virginia, was appointed temporary Chairman. The Fernando Wood delegation, from New York, are here for the pur pose of co-operating with the seceaers. The Richmond Convention has ad journed to this place. roURTn DISPATCH.
