Lord Brougham’s Insult to Mr. Dal las. Is the pointed insult leveled at the United States by Lord Brougham, at the Statistical Congress on Monday, to be made an international question ? No one could mistake the aim of the re mark thrown at the head of Mr. Dallas, when Lord Brougham challenged him to notic# the presence of a negro. How, either that fact was presumed to be of fensive to Mr. Dallas—in which case to draw attention to it was in itself an of fence ; or it was not supposed to be of fensive, and in that case Mr. Dallas was suddenly and uncourteously called upon to do penance for the suspected preju dices of his countrymen. It is dfficult to reconcile such an act with kindness, courtesy or decorum. Mr. Dallas atten ded at the Statistical Congress as the Representative of the United States; the aggressor was a member of the House of Lords—he has been Lord Chancellor—and the attack was made before the Prince Consort, who was Chairman on the occasion. Indeed, the attention of his Royal Highness was specifically drawn to the outrage by the person who was the immediate subject of Lord Brougham ’spredicate; the gen tleman in black asked especial permis sion of the royal Chairman to thank Lord Brougham. All circumstances, therefore, are of a kind that would jus tify the Government of the United States in demanding a formal urology, cither from Lord Brougham, for his wanton escapade, or from the presiding authorities of the arena in which the outrage was pei petrated. The authori ties are the more bound to take some notice of the occurrence, sinco we are inclined to suppose that Mr. Dallas at tended the Congress by invitation. If so, he accepted the invitation to re ceive the treatment which we have de scribed.—From the London Chronicle July 18. A Secret for One Hundred Years.— The Treasurer of Amherst College fans lately received from Mr. David Sears, of Boston, a heretofore liberal benefac tor of the College, a small and carefully sealed box. with the instruction that it is not to be opened for one hundred years, on pain of a forfeiture of a gift which it contains. Speculation is'at fault as to the contents and the reasons for the accompanying condition. The shrewdest guess is that the box holds deeds of real estate in Boston, now under lease for one hundred years, but then to bo transferred to the College.— But let us be patient till 1900, and then we shall all know, says the Springfield Republican.
