J Sir: I deeply regret, that I have to report tho Division under my command as being in a state of complete disor ganization, its Regiments, Batttaliions, and Companies unofficered, and their effective strength, consequently, un known. Incompatible as maV be this state of things with a beedining milita ry spirit, I bin nevertheless fully pur- tuaded that the feelings which have caused this result ore not confined to any particular section or district, but- that they ore of universal prevalence, and will be found to exist with equal force in every Division throughout the State. For many years there has been a constantly increasing spirit of repug nance and opposition oh the part of the people to the performance of militia duty, until this feeling hasat length be- come sufficiently strong, virtually, to .subvert the institution itself, aud to dis pense with its services as a useless re quirement and an unnecessary' imposi tion. Such being the decision of popu lar opinion, it may be safely assumed that our present system has failed in its design of securing military efficien cy, and that it ought not to be relied on in its present inoperative condition, as'a means of protection, either in suppress ing domestic insurrection or .repelling foreign invasion. No one can seriously contemplnto this foot, without being fully impressed with theconviotion that some scheme ought to he devised jvhioh would in its results operate as a guaran ty that an adequate and available force would always be in readiness to meet any emergency however great or sud den. As a people we possess, abundant ly, all the elements requisite for form ing not only a good but ah unsurpassed sol diery.
