PARDON OF MAYOR MONROE
REPORT OF A LIBERAL VICTORY
IN MEXICO—MRS. DAVIS TO SEE
HER HUSBAND.
Washington, April 27.—Pardons
From tbe Nashville Gazette.
Another Civil Wnr.
An article which we give below from
the Louisville Journal of Monday,
touches li subject which demands the
timely and earnest attention of the
American people. Exhausted and help
less ns the South is, there is no danger
of another sectional conflict in the pres
ent generation. Excluded from nil
participation in the national councils,
we can do little to avoid the impending
danger. Still, if another civil war shall
arise within three years, or ntnny time,
we must have our full shale il i:s l't.i-
rora and calamities.
The Journal seems to assume that its
readers clearly understood the immudi
ale source of the danger against which
it so eloquently warns tho country. We
deem it not improper to be moro ex
plicit; and ’to saV confidently that
should the revolutionary radical party
persevoro in their present oourso, a war
must almost lnevifcbly be inaugurated
in 1868, that will shiver the nation into
fragments, and blot out tho. North
American RopuMio froth the map oi
tho world.
To see this danger it is only necessary
to consider that, in the next presiden
tial c-leotion, there Will be two candi
dates in the North, one of which will
get the entire vote of the eleven South
ern States now unrepresented in Con
gross. Should, os is probable, the vote
of theso eleven States give the anti-
Uadical candidate a majority of the
nlcctorinl college, what is to bo tho con-
sequanoc? A Radical Congress will of
oourso refuse to count this Southern
vot?, or to recognize the President
eleolod by it. 'lluy will declare his
competitor duly elected, and undertake
to compel tho majority of tho people of
the United States to submit to his au
thority os such. At once wo have o
war that can end only when some
Crosar or Napoleon shall arise, to lay
the strong hand of military despotism
on tho struggling faotlons.
Hero (lion wo liavo the cloarly defi
nod danger. By what means can it
bo evaded? To our view there are but
two other possible alternatives: * Either
Congress must change its course, and
recognize the right of Southern repre
sentation ; or, before tho Presidential
cleotion, they must completely conquer
the President and a majority of tho
people, so as to become entire masters
of the country in 1868. In the former
case the nation would be restored ; in
the latter event, civil war might bo
poslponod but not ultimately avoided,
Of the probability of these alternative
results our readers can form their own
judgment.
It is natural that tho people of Ten
nessee should be asking themselves
what effect such a war ns wo point at,
would have upon theit own condition.
Wc feel neither competent nor,inoliacd
to discuss that subjeol. In gonera'
terms wo may safely pronounco that
they could not esonpe a distributive
share of the miseries which such a'
contest would bring upon tbo country.
Through tbo long, dark vista of blood
and destruction that leads to the night
and chaos of final ruin, we discern but
one bright spot: We shall be rid of
