New York, April 27.—The Times’
[ speicial says: The meeting and action of
j, the New York Congressional delegation
t last evening, with reference to the ques
tion of reconstruction, has been tho sub-
[ jeet of much comment to-day, and has
1 created considerable surprise among the
extreme men who counted on the ma-
[ jol-ity of that delegation as sure to favor
forced negro suffrage in any event. The
: following is the substance of the propo
sition, which was received with tho
gHKitest favor by the meeting': First. A
constitutional ameddment, basing rep-
! resentation udon population, ana pro-

i suffrage to any class of oitisens of the
1 United States, for any reason exoept for
lparticipation in rebellion, suoh disfran

' from the basis of representation.
Second. A constitutional amendment
prohibiting the payment of the rebel

never be compensation for emancipated

Third. Asa part of the plan of restor

amendments be ratified by a sufficient
n umber of States to make'them a part of
ihe Constitution, then each of the rebel
