No Innovation.
We hare satisfactory information
that the confirmation of uogrooa at the
same time with white persons is no new
thing in the Episcopal church, but has
been its uniform oustom piobubly ever
since the establishment of that churoh
iu any country where the two races ex
ist together. We believe the rite of
confirmation—which is attended to but
once a year, ordinarily, in nny particu
lar church—is administered by the
Bishops only. It has been tho uniform
cuiton when a Rector had a class ot can
diilatea 'for confirmation, to present
thorn to the Bishop, kneeling at
the Chancel, the white* on one side,
and'the negroes—if suph their happen
to be—on the other side. So it seems
that the charge ol innovation, and tho
apprehenaions-of tho correspondent of
the‘Constitutionalist, as to tho present
tendency of that churoh are without foun
dation.
That church baa a very great lore
and admiration for "it* ancient usages,”
a strength and deph of feeling in re
gard to this matter, that other denomi
nations are not likely to appreciate, but
it does seem to us that the oustom above
alluded to is one that now might be
“better observed in the breach than
the observance.” The relations of tho
races in the South, have been radically
changed, and toe inferior race is hav
ing it constantly dingdonged in their
ears by malicious persons, that they are
equal to the superior raoe, and there is
some danger that these simple minded
creatures may attempt to make this
falsehood the basis of their aotion. As
long us the negro was a clave there was
no danger of his assuming equality with
the whites, bat now • that he has, un
der the law, so many oivil rights in
common with the superior race, he
more readily listens to the oft repeated
assertions of those who hate tho South,
thut he is as good «a anybody, and on
an equality with the Caucasian race.
Under these oircumstauoes it is right
and proper, and, as we believe, obso
luiely necessary for the permanent well
being and prosperity of alt, that less fa'
miliarity should now be tolerated than
was formerly not inconsistent with the
then unquestioned caste of the races.—
We desire not to bo misunderstood in
this matter. We are not opposed to,
but in favor of, the moral, menial, social
and physical elevation of the colored
people'. But are opposed to putting
them on stilts when the only effect cun
be their own dangerous downfall.

Cutbbert Manufacturing Company.
—A manufacturing company has been
organized at ('utbbert and, as we learn
from the Journal 4 Messenger, having
purchased a place near the depot, will
soon erect a factory, two stories bigb,
300 feet long by 125 feet wide.
Mr. John iisidic, of Kufnu.'u, Alaba
ma, is the President of the Company,
assisted by J. M. K. Gunn, E. Mc
Donald, J. B. Buchanan, J. B. Key,
and James Buchanan, J. A. Brown, of
Cuthhnt, is the General Agent and
Superintendent.
Five hundred thousand dollars in
stock has been subscribed, nod of that
amount $150,000 has been paid in. -The
design of those immediately interested
in this project is to establish a first class
cotton factory for the manufacture of
the finer fabrics, prints, bleached shirt
ing, 4o., and of every kiiul of woolen
goods. They expect also to have a
grain mill.

ing upon the importance of such-es
tablishments, justly remarks that man
ufacturing is the most remunerative
business in the world.

We are glad to learn from those who
were present that their was a large at'
teodanoe, and that they had a pood,and
profitable time. Rev. D. B. Hamilton
delivered a discourse that is spoken of
in high terms of praise on aecouut of
its clear elucidation of the essential
principles of masonry, its riob abun
dance of prnotioal truths, and an earn*
est, eloquent appeal to maintain and
exemplify in their "daily walk and eon*
venation” the immaculate prineiplee'of
the Order. •
The dinner table was loaded with a
rich abundance of all the good things
of the season, and was an exhibition of
just what might have been expected
from tho generous and hospitable citi
zens of that delightful village and vi
cinity.
Let Us bnve a Brass Band.
We are vory glad that an effort is be'
ing made in Rome to organize an Ama
teur Brass Band. Most of our oitizens
remember, with groat pleasure, the
sweet delight produced by the duloet
strains of the Band in existence before
the wtr, and we are sure many will free.
Iy contribute for the purchase of instru
meats. There are now in the oily five
or six members of the former band
most of whom, wo are informed, would
be willing to engage heartily in this en
terprise. The main impediment seems
to be tho cost of instruments. Will not
the ladies give an entertainment of
some kind—the prooeeds to be devoted
to this purpose T There is quite
dearth of public amusoments, at this
time, and wo believe something hand'
some might be realised in that way.
Georgia State Medical Association.
Tills body convened in this city yes
terday morning at 10 o'clock. In re
tiring from the ohair. Dr. Banks deliv
ered a very able and appropriate ad
dress. The newly elected President,
Dr A. Means, was conducted to the
ohair and addressed the convention in
his usual happy and elegant style.
The prize'on Essays was awarded to
Dr. Gaillard, of Riohmond, Va. Sub
ject, Diphtheria.
All the newly elected officers were
duly installed.
In the afternoon the convention was
addressed by Dr. A. W. Griggs, of West
Point, who was appointed orator for
tbeoocasion. lie condemned the law
of the Legislature which authorized the
granting of licenses to praotico physio,
behoving that the lioense can only
properly bo gran tod by an authorized
college.
A committee was appointed to me
morialise the Legislature on the sub
set of the registration of births and
deaths.
After a vary touching dosing address
by the President, the convention ad-
ourued to reassemble in Griffin on the
second Wednesday in April, 1867.—At.
A Sflended Oil S-ritiXE.—We learn
from a gentleman just returned from n
visit to the oil region of West Virginia,
that the "Wirt Oil Company,” who own
a large territory at Burning Spiings,
struck in the third .nu.d rock at their
No. 3 Well, on the 1st Innt., one of the
largest wells ever obtuined in tho Uni
ted States. When struck, it threw i
solid stream of oil five inches in diam
eter, sixty feet high, until tubed end
turned successfully into a tank, which
was filled, by measurement, at the rote

Washington, June 25.-A-A. W. Ran
dall, 1st Assistant Postmaster General,
Senators Cowan and Doolittle, and oth
ers, forming the Exeoutive Committee
of the National Union Club of this city,
have issued a call for a National Union
Convention, at least two delegates from
each Congressional Distriot, of ail the
Statos; two from each Territory; two
from tho District of Columbia, and four
delegates at large from each State, to
be held at Philadelphia, oil the second
Tuesday of August next. Such dele
gates will be ohosen by the electors of
tho several States, who sustain the Ad
ministration in maintaining unbroken,
the Union of the Slates, under the Con
stitution which our lathers established,
and who agree in certan propositions
including the maintninanco inviolate of
the rights of tho States,' and especially
tho right of each State to order and
control its own domestio-concerns ac
cording to its own judgment exclusively;
subject only to the Constitution of the
United States, as essential to the bal
ance of power, on which the perfection
and endurance of our political fabric
depends; and the overthrow of thut sys
tem by the usurpation and centraliza
tion of power in Congress would bo a
revolution; dangerous to republican
f overnnrent and destructive of liberty
'he holding of the Convention is en
dorsed by Senator Dixson, Hendricks,
Norton, and Nesmith.

New York, June 25.—Additional for-
eign news presents points of impor
tance. The London Times of the 13tb
says that a diplomatic rupture between
Prussia and Austria is now complete.—
The Austrian Minister demanded his
passports, and was to have left that
clay.
The letter of Napoleon to his foreign
minister was read on the 12lh. He
says had.the conference mot, that
Fiance would have repudiated all idea
of turritorialTfiggramlizement, so long
the European equilibrium remained
undisturbed, much prefering a good
underatanding with her neighbors to
any territorial acquisition. France
would have desired for the Germanio
Confederation a more worthy position;
for Prussia better geographical boun
daries, and for Austria the maimain-
anco of her great-position in Europe
after the cessation of Venitia to Italy
exchange for territorial compensa
tion .
Though the Conference has failed,
FruDce, tho Emperor thinks, will not
huVo to draw the sword, but will con
tinue to observe an attentive neutrali
ty-
of seventy barrels of pure oil an hour.
A remarkahlo feature of this well is
that, after flowing forty-p’ght hours, not
a drop of water was drawn from the
tank. When our informant saw the
well, four days after it was struck, he
was assured by good judges, and his
own observation confirmed it, that it
was flowiug lifton hundred barrels a
day of oil, and no water, a greater flow
of ptirooll than is ever known to have
been obtained by ar.y well heretofore
struck in any region, The oil is of the
best gravity, and thought very pure.—

A Crooked Hi via.—Speaking of tho
Rio Grande, a recont writer says:

of the investigation of the cose of Goo,

leged, lost more than a million dollars
for the Government, is now before the
Bank Committeo with directions to ex

A letter from a distinguished Bouroe
in Paris, communioate9 the subjoined
to the Mexican Legation:
A steamer, which is about to leave
for Mexico, will curry, I am assured, an
autograph letter from Napoleon to
Maximilian, which demands that the
Mexican custom houses shall be placed
under .French administration, as a
guaranty for the Mexican loan, convert
ed into three per cents. And in de
fault of the acceptance of this proposi
tion by the Mexican Government, our
troops will bo immediately recalled.
